Under the Deng model of command economy the imported inputs must not exceed the exported outputs. In order to secure this does not happen all products that can be produced domestically must be made to avoid imports exceeding exports. That is how you ended up with such a mercantile export oriented economy.

I understand new tails are getting harder to spot, but still these numbers feel bloated atleast by 20% other than the short run batches..

I have no idea. all types combined 60~100 per year? it is reasonable guess.

Pakistan hardly has a $1 bn capex for its air force.. That money is already occupied by jf 17 program to replace their obsolete jets..
Besides, buying another silver bullet like this in low numbers will only bring problems in training, new SOP and large recurring and operating costs.
They can maintain F-16 because its procurement and service, overhaul is regularly subsidized by the US.

Russia and China have an agreement: Any Chinese jet based on Su-27 couldn't be exported to third country.

it's not the number of Z10. it's the total number of all types of heli in PLA army aviation.
