well, frankly speaking, RMB is undervalued very much. Besides, most of PLA's weapons are home-made and paid with RMB.

So, China's 77 billion USD (open defence budget) might b as valuable as 200 billion of USA.

As for india, most heavy weapons of India arm forces are imported and paid with hard cashes such as USD. it means that India has to pay more for same weapons than USA,let alone CHina.

so, I do think that in fact,one dollar of India defence budget has less purchase power than USA. and one dollar of USA defence budget has less purchase power than that of CHina.

For example:

J10, F16 and india's MRCA programm are all m-size 4G bird,with similar performance.

one J10 costs PLA only about 200 M RMB(30M USD).

one new model F16 cost 60 million USD at least.

one MRCA might cost more.

Yeah right and what would you like to say about your home grown stuff and the west? Your J10 is better than the F 18s eh?

Ignoring the figther plane comparisons (not going there)...he does have a point. Buying in-house saves a lot of money especially if you're paying in RMB, basically you can do a lot more with the money you have. Big foreign purchases are vulnerable to price hikes and a lot of money is wasted in advertisement and lost to middle men, and plus they have the biggest incentive to rip you off.

Funny, you still pay market prices for materials and fuel which is a huge chunk of procurement and operation budgets. PLA's low social spending doesn't increase value added monetary amounts. PPP comparisons don't work for quality of military spending. The hidden value of the RMB has collapsed with the deficit accounts and spurious lending. It was 20% undervalued in previous years, probably where it should be today.

Not really, the value of the rupee fluctuates just as much as any other currency. It goes up and down, it just depends on where the contract currency is at when it comes time for payment. India can use other FOREX currencies if the rupee is low to pay for it.

Most of Indian defence purchases are in roubles. If the rouble goes up, India pays for it in Euros. If they buy from US, they pay for it in dollars. They aren't really losing anything since currencies fluctuate all the time. Now in the case of China, the PLA buys from itself. The production efficiency is crap and is only held up by the government throwing good money after bad to keep it going. Since China hardly exports any weapons, they aren't making up the account deficit their inefficiency creates. Russia gets over it by exporting an ass-load of weapons but China doesn't have that luxury. CCP eats the cost every year.

For example, the real cost of a J-10 is more than $30 million. The money CCP has to pump into Chengdu to turn it out at that price is enormous. They have to cover corruption losses, increasing wages, high work-hours per unit, zero tax revenues and it all comes out the PRC's account balance. If China Inc applied a profitability margin on the aircraft, it would cost just as much as Western fighters yet being far inferior.

China announces 7.5% increase in defense spending for 2010

BEIJING: China on Thursday announced its smallest defence budget increase in several years and sought to soothe foreign concerns that its rapid military modernisation posed a threat to other countries.

The proposed military budget for 2010 rose to 532.1 billion yuan (77.9 billion dollars), up 7.5 percent from actual defence spending in 2009, a government spokesman said.

The figure breaks a string of double-digit increases that had raised concerns overseas about China's military intentions.

"China is committed to peace," said Li Zhaoxing, spokesman for the National People's Congress (NPC), as he unveiled the figure.

"The sole purpose of China's military strength is to protect China's sovereignty and territorial integrity," he told a news conference.

The figure was contained in a budgetary report submitted to the congress, China's rubber-stamp parliament, Li said. The annual NPC session opens on Friday.

The bulk of the spending increase will go toward improving conditions for China's 2.3 million servicemen and women and for military modernisation, he said.

That's an interesting statement considering that Both the FGFA and T-50 are still in development.
And sub-systems such as avionics and such can be changed at any point.

One thing China cant beat the Russian and Indian planes in is engine performance.

You just dont develop TVC and Super cruise technology out of thin air. without the years of testing on other platforms.
That gives them hardly any time for such new technologies to mature

054 has been mass-produced,but it is frigate,instead of DDG.

only 6 DDG were produced during 2000-2009,which are 052C ,051C and 052B. 2 052C and 2 051C are air-defence DDG while 2 052B are multiple-role DDG.


To some extent, all 3 modle(052C,052B and 051C) are all warship for technical identification .

BTW, according to the cyberspapce report, another warship-building climax for PLAN will come during 2010-2015.

FACTBOX - Facts about the Chinese air force

(Reuters) - China gave a rare public showing of an air base to military attaches and foreign reporters on Tuesday, as it seeks to modernise its own forces and build export markets.

Here are some facts about China's air force.

- The People's Liberation Army Air Force grew out of aircraft left behind by retreating Nationalist forces at the end of the Chinese civil war in 1949. Soviet aid then bolstered its ranks, enabling China to start manufacturing its own versions of Russian aircraft like MiG-15s, MiG-17s and MiG-19s.

- The air force has not been engaged in serious, large-scale combat operations since the 1958 Taiwan Straits crisis, when its planes and pilots were outflown by those of Taiwan, which operated U.S.-made jets with far-better-trained crew.

- Today, China boasts the world's third-largest air force, with about 400,000 personnel and some 2,000 combat aircraft. That compares to more than 2,300 for the United States, and around 400 for Taiwan.

- Along with the development of its aeronautics industry, China has developed a more formidable design capacity. Its most advanced aircraft currently in service, and for the United States and Taiwan the potentially most threatening, are Russian Su-30 and Su-27 fighters. China is now developing its fourth-generation J-11.

- Last year's Oct. 1 parade marking the 60th anniversary of the People's Republic of China featured bombers, unmanned aircraft, reconnaissance and rescue helicopters.

- Modernisation has included developing an inflight refuelling capacity, to give its fighters a greater reach, and early warning aircraft.

- China also exported planes, mainly to Pakistan, Myanmar, Bangladesh, Iran, North Korea and Zimbabwe, and it is starting to promote the J-10, a more modern fighter produced in China.
- China has air bases throughout the country, with many in southern and eastern provinces facing Taiwan. At least seven ring the capital Beijing. Some bases share runways with civilian airports, while others have tunnels hollowed out of mountains to

protect aircraft from aerial bombardment.

People forget PLAAF got its ass whooped by the ROCAF over the Straits in the crises of 58'. The last land war they saw their asses handed to them by Vietnam in 79'. Since then they have been on a "peaceful rise" but one has to figure an untested military isn't an effective one. By putting your troops into combat you are able to see what actually works and what doesn't. This is how countries are able to identify weakness and institute effective reform. India is well tested as are the rest of the P5. China trains but what are they training for? Their operations look like Soviet doctrine. Fire a few rounds and hope their privates don't blow themselves up with a grenade.


We should be really skeptical about what China has built here. Sleeping giants get lazy when they don't fight, and China was never good to begin with.

What a load of bull..Ever since witnessing the Gulf-War the Chinese have been desperately ridding themselves of Soviet doctrine and adopting a Western approach, exemplified by adopting a battalion-division centric force, and slimming down the # of personnel.

You list the defeats, but fail to mention the victories. Selective listening..

Finally you've posted that training incident before, and accidents aren't just isolated to the PLA. What's more telling? A blunder by the young recruit or the quick decisive reaction by the superior?

Total nonsense dude, PLA is still organised around Group Armies. They have downsized some divisions to brigade level but that is only a result of troop reductions. They have a bunch of experiments running with mismatched battalions but have no cohesive organisation outside of the old doctrine. It is still a Soviet model Army.

I list the defeats because every one of their last conflicts was a defeat.

What's more telling is that they allow people who have no business putting on a uniform into the PLA.

Every recruit goes through basic even if they don't actually participate in combat. That kid might have skills elsewhere...plus NO ONE comes in battle ready and no one is immune to mistakes, no matter what country your'e from. You don't think accidents happen?

PLA is transitioning into divisions. Brigades make up divisions fyi, so you can't downsize one into another. One is a sub-component.
