That explains the structure. Def Secy is the 'first among equals'.

4-star officer would mean Gen Rawat won't be it. Gen Rawat superannuates on Dec 31, and enters retirement.

If the appointment is going to be made sometime close to I-day 2020, then it's likely Adm Karambir Singh will make the cut.

Bureaucracy is the reason the post lingered on for 20 years post Kargil. But Modi Government did a good thing by publicly announcing it.

May take good 10-15 years to develop joint ops capability beyond SOF.

Best case scenario is probably to have portion of forces dedicated to Cold Start, conduct join training & rest can chill as defensive forces.

Still compromised. Best indicator will be position of CDS viz viz Def Sec
