The weak areas are generally where the population of pedo followers are the highest backed by political patronage and sheltering. in the previous decades when a few of the nationalists in national security establishment tried to be proactive for the good of the nation, the "colonial mindset" loyalist establishment made an example of them and the nationalists in the public and political space could do nothing to save them from humiliation.

even if some one tries to be proactive again, voters might elect the very people they went after and make them their bosses. so there are known complications to be taken into consideration.

if some one can write a script, taking the known complications into consideration, for longterm outcomes. well and good. even if some one does this, we the public won't know about it.
