Capex cannot be diverted to revex heads, it defeats the whole purpose of budgeting. In crunch times, unused capex disappears faster than a toupee off a bald man's head in a tornado. The instructions around my workplace were to immediately create commitments as soon as capex arrived, but that required a bit of planning in advance. The accountant is like a monster to people working in procurement and projects, "finish off your capex or the accountant will eat it away mid project"The important part though is where is the funds going to come for these trainings as the defence forces always get the raw end of the stick (in their opinion) so they wanna stick to capital expenditures. Although I read in article somewhere that due to delays in new capital purchases (because of scams everyone is afraid ), part of defence budgeted funds were returned. Why not use them to train our army better
It does not really matter what the range of the Lahat is and how good the Arjun Mark 2 really is.
does IA utilize the tank simulators to train there tank crew ,do we have simulators for t90 and arjun tanks . The Americans make best use of there Abram tanks simulators and they are actually an advance one .
