The first design study and consultancy was with Boeing - and that is also why we went with the GE 404 engine.
GE won because of lower cost, proven reliability, and lower fuel consumption.

May not have had anything to do with Boeing- they wanted India to sign an end-user agreement that would require India to seek US permission to export the aircraft to a third country.

The F404 engine provides higher power, improved fuel efficiency, and increased mission capability for the combat-proven Boeing F/A-18C/D Hornet. It seems India wanted to go for the best when it came to Tejas fighter jets.

Earlier, the engine has already been praised by former Indian Air Force Air Chief Marshal Birender Singh Dhanoa, who said that the American-made engines had excellent fuel efficiency and that he had rarely seen that among the contemporary fighter jets that he had flown during his career.
ACM Dhanoa's interview where he stated the F-404 consumed less fuel at 7-8-10,000 ft than a MiG-21 at 33,000 ft. The F-404 is a "fuel sipper" of an engine.

I think it was Lockheed Martin that ADA/DRDO consulted with first.
I think this article by ACM S Krishnaswamy detailing in brief the history of the ADA & LCA is a good primer . Then of course there's AM Philip Rajkumar's opus on the entire saga of the Tejas till the early 2000s IIRC .

WTF!! This is a book that should ideally be distributed free (the pdf version at least) so everyone who wants to can know about the blood, sweat, and tears that went into Tejas instead it seems DRDO has outsourced printing to a publishing house on the moon!

at some point reality will hit Indian leadership, not everything has a shortcut and they have no choice but to do the hard part. Perhaps this JV will be the foundation for that 30-40 years down the road
Unfortunately our political leadership past, present (maybe future also) will never have the acumen or strategic thinking to acknowledge that reality has hit them, because they do not know what reality is. There is no one in the defense establishment, MoD who has yet told or advised GoI that jet engine dev should be top priority and should be funded like a black hole. Otherwise we would have seen changes. Even no one from IAF is advising the govt. Why ? Because everyone wants to import and earn kick backs. Technological military independence be damned, nation's future security be damned. What do I care ?

Didn’t he leave and join TATA Advanced Systems Ltd.(TASL)?
I dont know,not following defence for long switched to space instead😁
Btw what is your source that he joined TASL
If it is true then we have a possible involvement of tasl in amca
