I think the plan for the same is quite old. I like to think this project chances of execution of this project in Indian context is along the lines of DRDO Scarmjet - Rocket Hybrid which collects oxygen from atmosphere

i dont think the poster is claiming otherwise.. there too its mentioned.. its for inter planetary purpose only. Though name has rocket in it-- they mean engine based on nuclear thermal propulsion

I am saying that 'nuclear thermal propulsion' WILL NOT WORK for interplanetary travel - as there's vacuum between planets.
Nuclear thermal propulsion works by heating the air sucked in from the front, expanding it and thrusting it out at the other end.

From the poster i understand a FM transmitter(s) will fill the airspace with signals and numerous recovers placed widely apart will catch the reflected signals for target detection.

But then how is the system passive ?
Since it is emitting signals .

FM should mean frequency modulated.
