NEW DELHI: India's only Russian-origin nuclear submarine INS Chakra is facing problems with its critical components affecting its operational readiness.

The 8,000-tonne submarine has been facing problems with its critical components and Russia has been asked to provide the parts for the vessel which need to be replaced, Navy sources told here.

However, they did not divulge the components which would have to be replaced but indicated they are critical for the operations of the submarine.

India had inducted the Akula-II Class 'Nerpa' nuclear submarine in its inventory in April this year at the Vishakhapatnam-based Eastern Naval Command. It was renamed 'Chakra' by the Indian Navy.

The Russian submarine had met with an accident in November 2008 when it was undergoing sea trials in the Sea of Japan in which around twenty sailors were killed and several others were left injured.

The submarine was launched in 1993-94 but its construction was held up since then due to lack of funds with the Russian Navy.

However, in 2004, the Russian side decided to build it after reaching a ten-year lease agreement for operation of the submarine with the Indian side.

With INS Chakra and the yet-to-be-inducted indigenously built INS Arihant, India is planning to have two nuclear submarines guarding its vast maritime boundary.

With a maximum speed of 30 knots, Chakra can go to a depth of 600 metres and has an endurance of 100 days with a crew of 73. However, as per the lease accord, it cannot carry nuclear warheads.

The vessel is armed with four 533mm and four 650mm torpedo tubes.

India had leased and operated a Charlie-class Russian nuclear submarine, also called 'Chakra', in 1988 for training its personnel on such submarines.

Submarines are becoming more complex by the day as the quest the latest and best tech becomes more intense.

Every Submarine line from US to Europe to Russia is having some or the other issues, cost over-runs or delays.

It is now very acceptable.

Any update on this? With our depleting sub force, it is absolutely imperative for us to get it... plus maybe even 4-6 more... with the option to buy them at the end of the lease period.

With this scenario, by 2020 we would have 4 Arihant class SSBN, 6 scorpene class SSK, 6 Akula class SSN and 1 or 2 P75i class SSK

Indian defense minister A.K. Antony announced during commission ceremony of nuclear-powered submarine INS Chakra (SSN Nerpa) that there was a proposal to take second Russian-built submarine on lease. According to him, the offer is being presently considered.

The offer was made, but the decision has not been taken so far, Antony told reporters. Although he did not specify who had made that proposal, some sources say that did Russia several years ago. Certainly, the price is not a problem. According to Antony, India can afford it [the second submarine].

Russian-built Project 971I nuclear-powered submarine INS Chakra is taken on lease for 10 years. The submarine and her 84-men crew arrived in India on April 31 after the 50-day long trip from Vladivostok.

Indeed, India initially planned to lease two Akula-class nuclear submarines meant for Russian Navy. The contract was tied in 2003 and provided leasing of only one sub. Reportedly, the reason was high price. Overall contract cost is about $1 bln.

Even our surface ships are inadequate. Surface ships have the first priority followed by submarines, after that comes aircraft.

Our sub force is quite potent with 10 Kilo class subs. We have one nuke ship commissioned, one undergoing sea trials and possibly two in construction. We have six conventional subs under construction and a tender out for another six. Possibly 3 more Scorpenes may be added to the first six.

OTOH, our surface ships are actually lagging behind, with only drawing board plans for P-17A and P-15B while the P-15A continues rusting in the shipyards. In the last few years we have only inducted 6 Talwar class and 3 Shivalik class, no destroyers.

AFAIK, out of the 10 kilo class, a couple of them are already decommissioned and the rest of them has huge downtime with only 3-4 out on patrols at a time.

Chakra SSN is also under repairs, and we won't see arihant till 2014. First Scorpene would be commissioned by 2016.

All 10 are active while some are undergoing refit.

As for operations tempo, we won't know anything in open source. So no point speculating. The day Kilos are ready to be decommissioned, the Navy will let us know.

Too bad, but we have to live with it.

Ships and submarines gestation period happens over decades. So 2014 and 2016 is just around the corner.

July 06, 2013: India and Russia are to shortly begin negotiations on the least of a second nuclear attack submarine for the Indian Navy. In April last year, the Navy welcomed the INS Chakra into service in Visakhapatnam, an Akula-II class boat. The second boat is likely to be the completed, updated Iribis, an Akula that was only half constructed but abandoned as a result of paucity of funds.

In 2003, original negotiations between India and Russia had envisaged the leasing of two submarines—both the Nerpa and Iribis, though the latter was finally dropped, while Nerpa became the Navy's second INS Chakra. The Iribis, which goes with the working title Chakra III for the moment, will be the second of a plan of three nuclear attack submarines the navy has planned for, in addition to five ballistic missile boats of the Arihant and Arihant+ class. The INS Chakra currently in service with the Navy's eastern fleet has been on nearly non-stop patrol since its induction in April last year, and the Navy is reported to be very satisfied with its capabilities and performance.

Akula class submarine leased to India is a nuclear attack submarine with a double hull system composed of an inner pressure hull and an outer "light" hull. This allows more freedom in the design of the exterior hull shape, resulting in a submarine with more reserve buoyancy than its western analogs. This design requires more power than single-hull submarines because of the greater wetted surface area, which increases drag.

Akula class reactor is of 200 MW range whereas India's BARC has developed 85 MW reactor for submarines (INS Arihant SSBN).

Somebody in this forum said India is also developing 150 MW range nuclear reactor for submarine design. Once INS Arihant and other two nuclear submarines are completed India will also start construction of nuclear attack submarines or SSN in the future. By that time INS Chakra lease agreement will expire.

And one more thing: Nuclear attack submarines (SSN) should be more powerful & stronger than nuclear missile launched submarines (SSBN).

India is all set to acquire a second nuclear submarine on lease from Russia. The two sides have had preliminary discussions and a serious push is expected when Indian Defence Secretary RK Mathur meets his Russian counterparts during his visit to Moscow next week.

Sources say the Indian defence secretary will be negotiating with his Russian counterparts on many other agendas but his foremost talking point would inevitably veer around the subject of India acquiring the nuclear submarine on lease as it would provide New Delhi an immediate solution to deal with maritime threats in the neighbourhood.

The Russians are positively inclined to the idea of leasing a second nuclear submarine to India, according to sources. Actually, if this idea were to translate into reality, it would be the third nuclear submarine that the Russia would be leasing to India.

The first time it was then Soviet Union which had leased a nuclear submarine (named INS Chakra by the Indian Navy) way back in 1988. The lease at that time was only for three years and the Indians duly returned the vessel after the lease expired.

The second time India got on lease a nuclear submarine from Russia was a couple of years ago when India and Russia finalised the contract for it in 2011 and the Russian Nerpa class submarine was inducted into the Indian Navy last year as INS Chakra. The lease cost a billion dollars to India for a period of ten years.

The third lease, if it transpires (which it should given the political will from both the sides), should also be for a minimum of ten years. why blame the russians.... when GOI could have bought it much cheaper rate during relatively good times they didnt... now everyone knows India needs subs ASAP... so why not earn some extra profit...!!

I think right now India should learn to make its own akula class type submarines (if possible) after arihant SSBN class is complete. DRDO & Directorate of Naval Design should make maximum effort to learn more about these akula class leased to India (even its power reactor).

The current economic situation of India is falling below par due to fall in rupee and increase of current account deficit. Its okay we have good relations with Russia but for how long are we going to lease nuclear submarines so as protect our maritime interests? Recent reports suggest the Russians may jack up the amount of leasing its second akula submarine to India thereby draining huge amount of foreign exchange. Now how will the common man in India know if we are actually leasing this submarine?

Does anybody know the total unit cost of INS Arihant and Akula class including nuclear submarines from other western countries? @Decklander Sir if you have any details.
