That flip flop is not without context ... Indo USA partnership goes back to 15 years which is recent and was a break since kennedy 's assassination and assassination of lal bahadur shastri 5 decades back .. We never had a energy trade with them which started 2/3 years back and now 4th largest supplier of LNG and petroleum . If u look back history u ll find the NPT treaty was aimed at India's nuclear test and india has faced sanctions as well as nuclear threat from USA .. We come from that history .. And now a woke movement going on where india presented as some fascist state .. Negative coverage of india all the time .. And now this CATSA sanction issues .. Its the same USA which maintained good strategic relationship with china despite all kinds of human right violations..I doubt there will be any further expansion of QUAD or it becoming anything relevant.
USA has plenty of allies and bases in the East . US has 73 bases in south Korea alone. Japan is
a major ally and it is considered the fourth strongest naval power. I don't want overstate India's position in the Quad. India has a history of being a flip flopping and being a fickle and unreliable partner on many occasions.
With no clear policy or formal agreements India's role in quad will always be uncertain.
So there is some context to present ..
