In all probability this is not a case of corruption, but rather some over enthusiastic mid and senior level management trying to maintain their productivity numbers.

India's Mod Reveals Which Private Companies Are To Receive Sukhoi-30 MKI Tech
The Indian Defense Ministry has introduced 20 Indian vendors to the Original Equipment Manufacturers (OEM) of the Sukhoi-30MKI aircraft at the recently held Indo-Russia Military-Industrial Conference to pursue the transfer of technology possibilities.

— This move is in line with the Narendra Modi government’s push for the transfer of technologies of Sukhoi-30MKI to private companies in India under the Make in India scheme last month.
“A total number of 485 lines have been identified for Transfer of Technology (ToT) to support Su-30 MKI fleet. Towards this, 20 Indian vendors have been introduced to the Russian OEMs to find out the feasibility of ToT in the fields desired by Indian vendors. The Russian side has been requested to consider permission to identified OEMs to establish Joint Ventures (JVs) or any other means of localization with Indian private industry partners for the manufacture of spare parts through ToT,” Subhash Bhamre, India’s Minister of State for Defense, said.
Both the countries have started the process of establishing a joint venture for the design and development of spares in India.
Last month, India’s Hindustan Aeronautics Limited (HAL) signed an agreement with Russian OEMs for a long-term supply of spares and rendering technical assistance for five years, which do not cover any technology transfer. Agreements will enable HAL to procure the required spares based on the price catalog directly from the OEMs for the Su-30MKI fleet, and boost after sales service by reducing lead time in the procurement of spares significantly.
The Indian government has been in discussion with Asian countries like Malaysia to supply Sukhoi spare parts through local production.

Focus is on ToT discussion for PAKFA/FGFA and some of the tech to be used in AMCA

roadmap seem to be clear....

We should dump PAKFA/FGFA program and focus on Sukhoi upgrades and AMCA, Tejas, Rafale/F16, etc.
No more Russian junk.

40-60 more sukhoi of super sukhoi standard and that should be the last aircrafts we purchase from Russia. Goodbye FGFA

Unless Russia gets Item 30 engine on a prototype and the 270 degree radar cheeks on PAKFA India won't pay a rupee as we know this will be like an F 35 cost spiral. Expect India on board by 2019 - 2020.

If you actually follow the story well, then you will know that most of the "Russian junk" does fly well, and as it turns out, it is the IAF and our own politicians which made it a junk.

For example. each plane is having a fixed nos of flying hours, I read somewhere that the nos of hours per year for Su-30 MKI is about 150 hours a year, IAF flies twice that no, But for Mirage 2000 they are very much careful not to pass that limit.

Further France never had an issue of grounding of Mirage 2000, but IAF had issues where entire Mirage 2000 fleet was grounded, thus as per your view, it is French junk, no??

The nos of Su-30 MKI that we have, that would require about 3450 crore of spares a year, where as IAF maintains spares of just abt Rs 50 crore. and due to non availability of spares, the availability of the Su-30 MKI was less.

After Parrikar was appointed as DM he changed the spares ordering way, and came with new agreements so that the spares when ordered would be available in a month, which otherwise took upto a year !!

Now the buffoons sitting at Air headquarters had no real clue how to manage and order spares which DM had and this changes he made increased the availability rate of Su-30 MKI which was less than 50% to almost 60% +

So the fault is with IAF and its brass and not with the planes,. Try to find all facts before you do come with these statements. There are links to points which I am saying including CAG report about spares required.

If you go by the ability, Su-30 MKI is an older plane and tweaked as per requirement of IAF, and after IAF got the plane, IAF did not come with newer requirements as per the developments going on. On the other hand the RuAF came up with newer specs and Su-35 also came into being,.

IAF buffoons have made the entire IAF become obsolete so that they can order in big quantity putting fear into the public. As and when Su-30 MKI is upgraded to the latest specs it will surely outclass Rafale in every segment. As a matter of fact Su-30 MKI did beat Rafale and Eurofighter in the various joint exercises.

We should dump PAKFA/FGFA program and focus on Sukhoi upgrades and AMCA, Tejas, Rafale/F16, etc.
No more Russian junk.

India would not be ordering more Suu-30 MKI, they are 4.5th gen planes

ITs better to get the present fleet upgraded to Super sukhoi status, and to go for PAKFA/FGFA.
We cannot go for AMCA without having PAKFA/FGFA as an assurance or fall back plan.

40-60 more sukhoi of super sukhoi standard and that should be the last aircrafts we purchase from Russia. Goodbye FGFA

Issue with spares is not just our fault but Russians too are trying to price gouge India and refusing to share some basic tech to manufacture spares with HAL which was part of original agreement.

Yes, Russian stuff is junk compared to western counterpart. Only reason Mirage has low availability rate is because they are older than MKI. All Russia has today is propaganda on state run media, pure hot air no substance. All Russian weapons are same old Soviet weapons with new branding.

You are talking about TOT on PAKFA but how can ignore classic Russian U Turn on SU 30's TOT. If Russian didn't give us TOT for MKI after purchasing 300 birds what makes you think we will get full TOT on PAKFA?

Is it because of the lighting or does the coat of paint on the Su-30 on the left have a lighter shade than the one on the right, especially the color of the nose cone?

It is the colour, The colour of the left bird, the nose is lighter than the body, and the right bird the nose is darker than the body colour... just an observation

Just a curious question, What if Super Sukhoi might get Item 30 engine? Would it further enhance the capability of Super Sukhoi ??
