like their POV is, pistols are mostly useless in active combat, serve as a backup-ish weapon etc so why bother arming each soldier with a pistol when they could effectively give an extra magazine or two to them for their issued rifles...
So pistols are mostly issued to lower echelon officers and certain specialised roles etc as a personal weapon, rather than an active sidearm like in the western-ised forces etc...
Alternatively they offer MP-9 and Micro-Uzi style weapons to certain roles that might require a personal weapon that's above pistol level etc...
This scenario isn't so positive for ARDE or OFB etc to upgrade existing Pistol Auto 9mm 1A or offer a new design,
Armed Forces going to get some limited no.s. from them, and if they need something more ;modern; there already exist tonnes of designs in the ;free market; etc...
So yeah...

If you see the way IA have based their calibers on(7.62 NATO and 7.62x39), it again proves we don't need to arm every soldier with a pistol. Max probability of a war always lies at LOC compared to LAC...and with these calibers, IA has estabilished ammo commonality with Pak Army.
