Pakistan's new strategy: Exploit India's fault-lines on caste and religion, encourage Modi baiters
From warning its army to sending militants across LoC, too many shades of Pakistan's India policy have already been seen in the aftermath of Modi government's diplomatic offensive and surgical strikes in PoK. But, Islamabad is again churning out a new strategy to counter India.
A 13-member committee of the Senate- equivalent to Rajya Sabha- has made some tactical recommendations for the Nawaz Sharif government to check India's growing stature in diplomatic battle with Pakistan.
In its 'Policy guidelines in view of the latest situation developing between India and Pakistan', the Senate committee has asked Sharif government to play up caste and religion by talking about Dalits, unhappy Muslims and encourage those opposing Prime Minister Narendra Modi besides highlighting the issue of Kashmir.
THE COUNTER-INDIA STRATEGY
Major part of the policy paper is devoted to Pakistan's oft repeated rhetoric about Kashmir. But, the tone and tenor of the guidelines suggest that Pakistan concedes having been isolated by India diplomatic onslaught after Uri terror attack.
"The Government should hire International lobbyists and strategic communication firms and reactivate Pakistani community living abroad to change global narrative," the Senate committee recommended.
The calling off of SAARC summit has hurt Pakistan in more than one inter-governmental group. "The need to counter India's initiatives to demoralize/isolate Pakistan particularly amongst neighbours of Pakistan, SAARC members and members of the Shanghai Cooperation Organisation (SCO) is imperative," the committee said.
The upper house committee of Pakistan asked the Sharif government redouble the "efforts to cultivate Afghanistan, Bangladesh, Nepal, Sri Lanka, Bhutan, Maldives, Myanmar, Iran and the Central Asian republics plus Russia".
EXPLOIT INDIA'S FAULT-LINES
In the 22-point policy guidelines the Senate committee advised the Pakistan government to exploit India's societal differences.
"India's own fault-lines in their alienated Muslims, Sikhs, Christians and Dalits as well as the growing Maoist insurgency (should) be highlighted," the policy paper reads. This seems to be a measure to counter PM Modi's reference to Balochistan in recent weeks.
It further said, "Modi and his RSS ideology of Hindutva should be targeted. Comprehensive outreach to those segments of Indian public opinion which are opposed to Modi's extremism and his anti-Pakistan policies including political parties, media, civil society organisations and human rights groups."
WHY WAS COMMITTEE CREATED?
The Committee of the Whole was constituted on September 26- after Uri terror attack but three days before the surgical strikes carried out by India in PoK.
The committee was briefed by Pakistan's Defence Minister Khawaja Muhammad Asif, its Defence Secretary and Foreign Affairs Advisor Sartaj Aziz on September 29.
Interestingly, on October 22, i.e. four days before the committee was formed the Senate had passed a unanimous resolution in support of Hizbul Mujahideen commander Burhan Wani, who was killed in an encounter with security forces on July 8.
