Nothing was stopping them from doing so all these years.
During my time in MBA(still going through it, about to wrap it up) we learned about Mortgage-Backed Securities and Collateralised Debt Obligations. Basically, these securities or debts were a bundle of investment or assets(depends on how you look at it) that were filled with home loans given by the banks to people with horrible credit scores or called Ninja at that time(no income, no job, no asset). The prevailing mindset was if you put enough bad stuff in one place, it becomes something useful. I can see some parallels here.
