TEZPUR, Jan 29 – The last and final executive council meeting of ULFA on peace negotiation will be held tomorrow at an undisclosed location in Tezpur. Top ULFA leaders will take resolution on several decisions regarding peace negotiations at this meeting. According to sources, ULFA will induct several top leaders of 709 and 109 battalion in the executive meeting.
Recently freed jailed ULFA leaders are away from the people after holding a series of executive meetings this month. People of Assam, who favour a settlement on this problem, are in total darkness as top ULFA leaders, including their publicity secretary, are not providing any feedback.

Could not agree more. I mean, try those people in a court of Law and punish them for the bloodbath they let loose. If terrorists become part of the Government, then we are done.

Karat blames Govt for NC Hills scam

GUWAHATI, Jan 30 – Holding the State Government responsible for the unprecedented corruption in NC Hills, the CPI (M) general secretary, Prakash Karat today made a strong pitch for forming a non-Congress and non-BJP Government in the State.
Karat, who was addressing a large public rally at the Sonaram HS School playground, said that recent revelations on corruption in NC Hills were the proverbial tip of the iceberg as the entire State was reeling under all-encompassing corruption.

Karat said that corruption was retarding the development process, citing the public distribution system (PDS), NREGA, etc., as some of the major areas of corruption in recent times.

Attacking the UPA Government at the Centre for its 'anti-people and pro-capitalist policies' the senior CPM leader said that skyrocketing prices of foodstuff besides petroleum products were hitting the poor masses in an unprecedented manner due to the wrong policies of the Government.

"The UPA Government stands for the capitalists and land owners, with its anti-people approach pushing the poor people to a corner. Prices of petrol increased seven times during its rule, aggravating further the problem of food insecurity," Karat said, adding that the Government till date did not have a specific policy for agriculture.

Accusing the Government of patronising corruption, Karat said that the recent 2G spectrum scam involving Rs 1.74 lakh crore was three times the nation's education budget and eight times the health budget.

Asserting the party's commitment to fight corruption, Karat said that none of the CPI(M)-ruled States, i.e., Kerala, Tripura and West Bengal, had any corruption charges against the Chief Minister, with its leaders maintaining a transparent and accountable lifestyle.

Karat said that both the Congress and the BJP were hand in gloves with big business houses and looked after their interests, increasingly marginalising the common people.

Tripura Chief Minister Manik Sarkar, in his address, regretted the state of affairs in the country and said that the common man was having a harrowing time amidst escalating prices and unprecedented corruption.

"All the poll pledges of the UPA Government have fallen flat on its face, with the common man bearing the brunt of its misdeeds. The much-hyped development becomes clear viewed against the fact that as many as 77 per cent of the country's populace have to make do with Rs 20 a day," Sarkar said.

Calling for strengthening and universalising the PDS, Sarkar said that all the people irrespective of their poverty status should be given 35 kgs of rice a month at Rs 2 a kg.

State CPI (M) Uddhab Barman and Hemen Das also addressed the rally.

Centre to probe findings on Mani Subba passports

GUWAHATI, Jan 30 - The Ministry of External Affairs (MEA) has taken serious note of the findings of the Central Bureau of Investigation (CBI) where it mentioned that former Congress Member of Parliament Mani Kumar Subba was issued passports based on false information relating to his age and place of birth.
A source in the MEA told this reporter over phone that the department would soon initiate an in-house inquiry in this regard as "there cannot be any room for any kind of complacency in such an important department."

"It is certainly a setback and an issue to be taken up seriously," the MEA source stated.

However, no official confirmation could be gathered from the MEA in this connection.

The developments in the MEA seem to have gained momentum after CBI in its chargesheet filed against Subba on January 27 clearly mentioned that the accused obtained three passports against two different dates and place of birth.

While passport number PO26435 dated July 5, 1999 was obtained by Subba from the Regional Passport Office, Guwahati, mentioning his date of birth as March 16, 1951, and place of birth as Harmoti, Assam, the former Congress MP obtained a diplomatic passport number 1107278 dated March 24, 2005 mentioning his date of birth as March 16, 1958, and place of birth as Harmoti, Assam. This passport had an endorsement from the Under Secretary, MEA to the effect that holder's place of birth on the front cover of this passport may be read as Dabgram, Siliguri, Darjeeling.

"After the surrender of the diplomatic passport, Subba applied for an ordinary passport on June 18, 2009 to the Regional Passport Office, Delhi in which he mentioned his date of birth as March 16, 1958 and place of birth as Dabgram, Siliguri, Darjeeling, based on which the former MP was issued the passport no H4822984," the CBI charge-sheet mentioned.

"Investigation thus established that this passport was issued on the basis of false information of age and place of birth," the chargesheet maintained.

So far as the allegation regarding Subba's nationality and past criminal record is concerned, a Letter Rogatory dated July 26, 2010 has been sent to Nepal and the execution report is awaited. Hence, investigation on this aspect is kept open under Sec 173(8) of CrPC.

It needs mention here that Subba is facing the charges under Sec 420/468/471/193 IPC and Under Section 12 of the Indian Passport Act, 1967.

The court after taking cognisance of the offences has directed the accused to appear before the Court on March 14.

IIT(G) Alcheringa from Feb 3

GUWAHATI, Jan 30 – Alcheringa, the cultural festival of IIT Guwahati will start on February 3 in a format bigger than ever. In its 15 th edition it will play host to some of the biggest names in the fields of music, dance and drama.
The inaugural day would host a Sarod and Saarangi fusion followed by Sur which will have the Indian band Advaita performing for the first time in Guwahati. Their music will be a blend of western and classical Indian instruments.

Blitzkrieg and Juggernaut are among the other highlights that are expected to draw in large crowds. On the fourth night, Crescendo will have the famous Indian film singer KK (Krishna Kumar) perform live.

Like before, Alcheringa will host Rock-O-Phonix, the biggest rock festival in North-east India. The event would witness performances from some of the biggest bands of the country and the winner of the event will receive a huge cash award. Also on stake, is a sponsored tour from MyBand.

Alcheringa, this time is also hosting a theatre festival for the first time. This festival will include Kacche Lamhae – a play written by Javed Siddiqi. The second in the line-up of plays in the theatre festival is The Hallway Chronicles by the Chennai-based theatre group Stray-Factory.

The festival also introduces a sports module for the first time. It comprises a five-on-five football competition and an arm-wrestling competition.

This year the event will feature a dance performance by Daksha Sheth Dance Company led by Isha Sharvani. A true original, Sheth, a former Kathak dancer has developed a striking blend of martial arts, yoga and aerial dance.

The festival for the first time, is organising a talk series by people from the film and fashion industry. Indian actress, Shriya Saran shall be a part of the festival. The caricaturist, Padma Shri awardee Sudhir Tailang will hold a talk and a workshop on the art of caricatures as a part of Alcheringa 2011.

The Performing Arts module will comprise events, which test the participants in linguistic and emotional expression. The events include Theatrix - the drama competition, Khamoshi - the silent act, Halla Bol - the street play competition, Spot Light - an impromptu test for the audience, LoL - the stand-up comedy competition.

Alcheringa also includes Alfaaz-the annual literary festival of IIT Guwahati. This edition of Alfaaz includes a classical debate competition - War of Words, a script writing competition - Sukoripto and Turncoat. Bid to torch house foiled in Garo Hills

SHILLONG, Jan 30 – The authorities thwarted miscreants' attempt to torch a house in the ethnic-riot hit East Garo Hills district of Meghalaya and scotched rumours on time to prevent any flare-up, officials said today.
A portion of the house at Mendipathar was damaged before the security personnel and villagers trooped in and chased away the miscreants last evening. East Garo Hills deputy commissioner Pravin Bakshi said mischief mongers wanted to disturb the peace but their attempt was foiled.

A heavy deployment of security forces led by a company of CRPF personnel took control of the area immediately after the incident.

Representatives of the Rabha National Council in Assam visited Mendipathar today to look into the aspects leading to the flare-up and the steps being taken for reconciliation by the two communities.

BSF, deployed in the ethnic riot-hit areas, organised a friendly cricket match between teams from Bajengdoba and Mendipather-Resubelpara comprising both Garos and Rabhas. The Rabha delegation is also expected to motivate the displaced people to return to their homes in time for the start of the final stage of the Census operation beginning February 8.

Twelve people were killed and around 50,000 displaced in the ethnic riot between January 1-10 in Meghalaya's East Garo Hills and neighbouring Assam's Goalpara districts.

The recovery of three corpses in Goalpara on last Thursday prompted the East Garo Hills administration to sound a high alert to prevent any repercussion.

The high alert was sounded in Meghalaya's East Garo Hills district following the recovery of three bodies in neighbouring Goalpara district of Assam, believed to be victims of recent ethnic clashes, a senior official said.

Ever since the ethnic flare-up between the Rabha and Garo communities in the area on January 1, the situation was gradually getting back to normal since mid-January, officials said. Some 2,500 people displaced in the ten-day clashes are still sheltered in ten relief camps in the district.

About 8,000 Rabha people of Meghalaya who fled to Assam during the clashes are likely to be repatriated to new relief camps to be set up in Meghalaya, till their rehabilitation. The ethnic violence has claimed 12 lives so far. – PTI

Rabha students threaten stir

GOALPARA, Jan 30 – One Akon Rabha, cultural secretary of All Rabha Students Union (ARSU) of Goalpara district, was seriously injured when some unidentified motorcycle-borne miscreants attacked him with blunt weapons, iron rods and sharp weapons at his house at Salpara, Krishnai under Krishnai police station. The incident took place around 10.30 pm on January 24.
According to Jibon Rabha, secretary of the ARSU, the miscreants broke open the door of his house and then assaulted him in front of his family members and even threatened him with dire consequences and fired in the air with their 9 mm pistol before fleeing. In this regard, an empty shell was recovered from the place of the incident.

According to eyewitnesses, there were eight persons who had covered their faces with black cloth to hide their identity. Akon Rabha is now recuperating at the Dudhnoi PHC and his condition is said to be stable. A case has been registered with the Krishnai police station in this regard.

In another incident, Raghunath Rabha, finance secretary of ARSU, was threatened with on January 24 through a SMS from a mobile phone.

According to the officer-in-charge of Dudhnoi police station, Prabhat Bora, the owner of the mobile number has been identified but his whereabouts are not known and police is investigating the matter. Till the filing of this report, no arrest was made in connection with both the incidents.

Meanwhile, the ARSU has condemned such attacks on its members and demanded of the district administration to take immediate action to identify and punish those involved in such incidents. It further warned that if no immediate action is taken by the Government, it will have no option but to take recourse to democratic means of protest in the coming days.

Hydel projects to thwart Chinese designs

GUWAHATI, Jan 31 – The Union Ministry of Power (MoP) has argued that the timely grant of environment and forest clearances for the proposed hydel projects in Arunachal Pradesh is crucial to ensure India's right over the Brahmaputra, which is facing a grave danger of being diverted by China. This has been reported by the energyline india.com, an Internet portal on the country's power sector in its latest issue.
In a recent communication to the Cabinet Secretariat, the MoP has demanded that the Ministry of Environment and Forests (MoEF) act fast on consideration of projects being proposed in the Siang river basin of Brahmaputra to facilitate their speedy execution.

Besides, quick green approvals for projects in this hydropower rich State are also required if the country is to achieve its target of nearly 1,50,000 to 2,00,000 MW of fresh capacity addition over the 12th and 13th Plan periods, so as to sustain an annual growth rate of nine per cent for the economy, said the MoP communication, as quoted by the power sector portal.

In another report, the portal said that the MoP also brushed aside the apprehensions expressed by the Arunachal Pradesh Government regarding the safety of the dam at NHPC's 2,000 MW Subansiri Lower project, claiming that all the relevant recognized institutes of the country were consulted to set the design parameters for the project.

The MoP maintains that the Central Water Commission (CWC), Geological Survey of India (GSI), Central Soil & Materials Research Station, Delhi and Central Water and Power Research Station, Pune as well as IIT Roorkee, have all checked and approved the project parameters, with regards to all safety aspects as well.

Besides, considering the fact that the entire Himalayas lie in a Seismic Zone-V, extensive survey and investigation activities are carried out post allocation for all the hydel projects, to prepare their Detailed Project Reports (DPR), which are then vetted by the Central Electricity Authority (CEA) for concurrence.

While doing so, the CEA also examines various technical aspects, including the dam safety and design of various structures in consultation with CWC and GSI.

Further, site specific seismic studies are also carried out for all the hydel projects and put up before the National Committee on Seismic Design Parameters for their recommendations, thereby leaving no room for any potential danger, said the repot of the portal referring to the claims the MoP.

NDFB must first abjure violence, says PC

NEW DELHI, Jan 31 – Union Home Minister, P Chidambaram on Monday reiterated that NDFB anti-talk faction's plea for talks would be considered once government is satisfied that violence, abduction and extortion have come to an end.
Presenting his monthly report, Chidambaram referring to his recent meeting with the delegation of Bodo National Conference said a delegation consisting of members of a number of organisations of the Bodos met him on January 17 and requested that talks should be held with NDFB.

"I assured them that the policy of the Government of Assam – which has the support of the Central Government – is to hold talks with various groups once the government is satisfied that violence, abduction, and extortion have come to an end," he added.

"I pointed out that talks are under way with a number of groups of Assam and, in the same spirit, the request for talks with NDFB would be considered," he said.

As reported earlier, the Centre is not in a hurry to start political dialogue with Ranjan Daimary's faction and is watching his outfit's activities closely. Daimary faction's involvement in violent activities in the recent past has led the Centre to toughen its stand against the outfit.

Meanwhile, Chidambaram clarified that there is no change in Government of India's stand regarding ULFA general secretary Anup Chetia's case.

Replying to questions, he said, "I think there is no change in position. He is now in Bangladesh under some kind of custody. As far as Government of India is concerned there is no change in position."

Chetia's case figured during the recent Home Secretary level talks in Dhaka, though no decision was arrived at. India took up his case on the basis of a letter written by ULFA chairman, Arabinda Rajkhowa to the Union Home Minister, wherein he requested that Chetia's handover be discussed with Bangladesh urgently, as his presence is required for the proposed talks with Government.

Sources in the Home Ministry had revealed that Chetia's case is sub-judice, as his petition seeking political asylum is pending in court in that country.

Meanwhile, the Home Minister played down reports of NSCN (I-M) procuring weapons from China, though he admitted that there may be a grain of truth in such reports.

"NSCN (I-M) is in talks with Government of India and from time to time there will be such reports. Perhaps there may be a grain of truth in such reports. But I don't want to pay too much attention to such reports and we are in formal talks with IM and the Federation for Naga Reconciliation is trying to bring all Naga groups together and other senior leaders of NSCN I-M have returned to India."

On increasing Chinese interferences, Chidambaram said Government is always vigilant. "We take note of every report, some are true and some are not. Some reports which are true are sometimes exaggerated. We are vigilant and take appropriate steps," he said.

About other developments in North-east, he said in January, 543 Bru families have been repatriated from Tripura to Mizoram.

Along the India-Bangladesh border, eight km of fencing and seven km of road works were completed in January under phase II of the project. At least 19 km of fencing were replaced in January under Phase III of the project. Poles floodlighting were erected on a length of 40 km and cables were laid on 20 km stretch in January, the Home Minister said.

On India-China border, Chidambaram reported that construction of 21 km of roads totalling 653.40 km is in progress, while at least 6.73 km of formation works and .32 km of surfacing works were completed in January.

Vote bank politics to blame for influx

SHILLONG, Jan 31 – Holding vote bank politics responsible for the illegal infiltration from Bangladesh, outgoing Meghalaya Director General of Police Sibabrata Kakati has said that politicians are reluctant to solve the "serious" issue, reports PTI.
"It is a serious problem. Demographic changes are rapid. Political parties are not keen on solving the issue. It is because of political patronage and vote bank politics that the problem has assumed such serious proportions," Kakati told PTI in an interview.

Kakati, a 1976 IPS officer of Assam-Meghalaya cadre who retires today, said that though the rate of present influx is not as threatening as before, but "people were still coming from across the border".

"The solution to the problem is economic. You have to have your own labour force. Now, when more and more enterprises are coming up, unless you fill up that vacuun of required manpower the problem would persist. Assam will be swamped if it goes on like this," he said.

On the insurgency scenario in the region, the senior IPS officer who has served in various branches of the security apparatus in the Northeast, said it is difficult to take out the roots of militancy from the region.

"If you satisfy one group, another outfit comes up. The futility of armed movement is yet to be understood by the youth. They are not enlightened. We will have to keep on facing the menace," Kakati said, pointing to the "war cries given by an ULFA faction led by Paresh Barua at a time when another group is readying for the talks".

He, however, described the militancy as a "money making business" taken up by some "opportunists".

"Many outfits have realised that armed revolution is not possible because of the might of the state and so they have come overground. But small groups will keep on surfacing. The history of the region speaks for it," the outgoing DGP, who also had a stint with the paramilitary BSF, said.

Centre may extend ULFA ban

NEW DELHI, Jan 31 – Even as the decks are being cleared to hold peace dialogue with ULFA, the Centre is all set to extend the ban on the militant outfit for another two years under the Unlawful Activities (Prevention) Act.
An Unlawful Activities (Prevention) Tribunal today issued notices to Chief Secretaries of Meghalaya and Nagaland

Government to make submissions. The case is now scheduled to come up for hearing on February 14. The Unlawful Activities (Prevention) Tribunal sought the opinion of Meghalaya, Arunachal Pradesh and Nagaland, besides Assam on the Centre's proposal.

The case had last come up for hearing on December 24, when all the parties were asked to submit their opinion within a month. ULFA, too, has been given one month time to submit their opinion before the Tribunal. The militant outfit has so far not given their opinion though it has time till February 13 to do so.

The case came up for hearing today in Mukta Gupta Tribunal, when Assam Government sought some time to submit a few documents in support of its bid to extend the ban. The Counsel for Arunachal Pradesh was also present, while the Union Government represented by its Counsel, additional Solicitor General AS Chandok.

All the four States are expected to seek further extension of the ban on ULFA. The dreaded outfit was first banned in 1979. The ban was last extended in April 2009, when all the States sought further ban on the outfit. The same year neighbouring States were for the first time asked to give their opinion.

The Union Government supports classifying ULFA as a "terrorist group" due to its "terrorist skills", which is posing a challenge to the security of Assam and other neighbouring States, the Tribunal was told.

The Cabinet Committee on Security (CCS) had last year decided to extend the ban on ULFA taking note of the activities of the outfit and refusal of its military chief Paresh Barua to come on board and sit for talks.

Assam government's 'ghost employees

GUWAHATI: The state government believes that it was under attack from 'ghost' employees and pensioners who would rob its coffers of about Rs 300 cr every year.

Employees in the state say that these ghosts came into existence by 1988 and their numbers peaked around 2000. Gogoi believes they have been driven out and no longer exist ever since 2005 when the government decided to replace the age old practice of cash payment salary and pension with directly transferring the money from RBI to individual savings accounts of the employees and pensioners.

On Tuesday while presenting an interim budget for the first quarter of the next fiscal, Chief Minister Tarun Gogoi highlighted his government's achievements which included driving out ghost employees and pensioners.

"In 2005, I stopped cash payment of salary, pension and other government disbursements with the objective of saving government expenditure on Banking Cash Transaction Tax (BCTT). It was made mandatory to make all such payments through bank accounts. To my pleasant surprise, I found that not only about Rs 15 cr was saved on BCTT per annum but also our salary and pension payment bills came down by about Rs 300 cr per annum. This was so because with introduction of salary and pension payments through bank accounts, many ghost employees and pensioners disappeared," Gogoi said here.

There are about 4.55 lakh employees with the state government at present and the government believes that none among them is a 'ghost'.

ULFA general council meet concludes

NALBARI, Feb 1 – Finally, the general council meeting of the banned militant outfit United Liberation Front of Asom (ULFA) concluded at a makeshift camp of Helacha in Nalbari district late last night. The general council meeting was attended by the representatives from the all four battalions of the outfit including 709, 109, 27 and 28 battalions besides the central executive body.
The general council meeting presided over by chairman Arabinda Rajkhowa was attended by adviser Bhimkanta Buragohain, finance secretary Chitraban Hazarika, foreign secretary, Sasha Chaudhury, deputy commander-in-chief Raju Baruah, cultural secretary Pranati Deka, publicity secretary Mithinga Daimary, women wing chief Kaberi Kachari commander of 709 battalion Hira Sarania, commander of 109 battalion Gulit Das, second commander of 28 battalion Haren Phukan. The other leaders of the outfit who attended the general council meeting are Phanindra Medhi alias Lebu, Sarang Patowary alias Akash Thapa, Plaban Hazarika, Indrajit Medhi, Biju Deka, Mukul Pathak, Nirupam Barman, Runumi Chetia Phukan.

Highly-placed sources of the outfit said that all total 180 cadres of the outfit in Army fatigue took part in the general council meeting. While the cadres sat on the ground, the leaders were on the makeshift dais.

Sources said that the ULFA chief Arabinda Rajkhowa informed the general council members that the proposed talk between the outfit and the Union Government is in the right direction. Sources further added that senior leader like Mama wanted talks on the issue of sovereignty. However, most of the leaders favoured the peace talks. The general council meeting reportedly discussed the issue passed in the central executive body meeting. The resolutions adopted in the general council meeting are likely to be published in a press conference to be held on February 5 next.

The sources further stated that at the end of the general council meeting, the outfit also organised a cultural show at the makeshift camp. In the cultural programme, ULFA chief Arabinda Rajkhowa, cultural secretary Pranati Deka, Hira Sarania and Mani Brahma sung patriotic songs while Mithinga Daimary recited a poem to enthrall the cadres.

However, ULFA's vice-chairman Pradip Gogoi was absent in the general council meet. Before the general council meeting, the ULFA flag was also hoisted by the chairman.

NEW DELHI, Feb 1 – Militant outfits of the North-east have to express desire for peace and show willingness to abjure violence for the Centre to respond positively in full measure in considering the demands.
Clarifying Centre's position, Prime Minister, Dr Manmohan Singh said what is essential is a genuine desire for peace and a willingness to abjure the path of violence. "It is the commitment of our government, that if these two conditions are satisfied we will respond in full measure in considering the demands of various groups," he added.

"There has been fruitful engagement with several groups in 2010 and we wish to deepen this process of engagement this year," Dr Singh said.

The Prime Minister was delivering the inaugural address at the Conference of Chief Ministers on Internal Security here at Vigyan Bhavan on Tuesday. Chief Minister, Tarun Gogoi did not attend the Conference.

Acknowledging the decline in level of violence in the North-east, the Prime Minister said highlight of last year has been the change in the situation in the North-east. "The trend of declining violence and casualties continued in 2010, and I have been told that violence is at its lowest levels in many years," Dr Singh said.

"I have repeatedly stated that the Indian Constitution is a remarkably flexible instrument, capable of accommodating a diverse range of aspirations," the Prime Minister said.

Echoing the Prime Minister, Home Minister, P Chidambaram reported that there has been a dramatic change in the situation in the North-east. 2010 witnessed the lowest level of violence in many years.

Barring Assam and Manipur, the other States have shown remarkable improvement. No civilian was killed in Nagaland or Mizoram. No security personnel were killed in Meghalaya, Arunachal Pradesh, Nagaland or Mizoram. Nine insurgent groups are in talks with the Government or are poised to commence talks, Chidambaram said.

"The time has come to change our perceptions of the insurgent groups. So long as they are willing to talk and reach honourable and just settlements, we must treat their leaders honourably and fairly; we must give their cadres an opportunity to return to the mainstream of society and start new lives; and we must prepare the people for reconciliation. We hope to be able to conclude agreements with some of the groups in the near future," he said.

At the Conference, the Chief Minister raised the issue of ban imposed on mobile pre-paid connections in the North-east, the Home Minister told newsmen.

The meeting discussed the fragile security situation in the North Eastern Region and noted that the number of violent incidents in the NE States last year had come down from 1297 in 2009 to 773 last year. Similarly, number of security personnel and civilians killed, has come down significantly.

In Manipur, the number of civilians and security personnel killed has come down from 81 to 33 and 19 and six, respectively.

The conference further discussed the inability of the States to complete the projects for developments of infrastructure. Many States have been sanctioned funds for strengthening of infrastructure for capacity building. However, none of the State including Assam, Arunachal Pradesh, Meghalaya, Mizoram, Nagaland and Tripura has completed the project.

The conference of Chief Ministers also reviewed construction of strategic border roads along Indo-Bangladesh and Indo-Bhutan borders. Assam and few other States have been asked by the Centre to expedite the advance preparatory work like land acquisition, statutory clearances to start the project by April.

Integration of Naga areas must: NSCN-IM

DIMAPUR, Feb 1 – Ahead of the crucial talks set to resume in Delhi, the NSCN-IM has sounded that it will settle for nothing less than integration of all Naga areas.
In his message on the occasion of the 32nd Raising Day of the NSCN/GPRN today, its chairman Issac Chishi Swu stated that integration of all Naga areas is 'our birthright' and to fight for the integration of Nagalim at any cost is the duty of every Naga.

Questioning why the suffering Naga people continue to watch helplessly when 'other people are attempting to disintegrate Nagalim into pieces', he said, "There is no balcony in Nagalim from where we can watch the drama of life. We are all actors. Every Naga is expected to participate in our struggle for the integration of Nagalim".

Swu's call for integration also gains significance in the backdrop of the demand of the Eastern Nagas under the banner of ENPO for a separate State to be carved from four districts of Nagaland.

The NSCN-IM chairman, in his message, called upon all Nagas to be prepared for any eventuality.

On the ongoing dialogue with the Government of India, Swu said political negotiation is always for arriving at an honourable agreement and stated that any proposal which is acceptable to only one party is not for solution. "It should always be acceptable and honourable to both the parties. We are seriously seeking to arrive at an honourable political settlement," he maintained.

He further stated his commitment to reconciliation among the Nagas. "For those who really love Nagalim, working for reconciliation is not an impossible task. If we are guided by the love for Nagalim, for Christ, we will certainly find a meeting point for reconciliation," he said.

Concern over use of pro-talk militants

GUWAHATI, Feb 2 – The Election Commission of India has asked the State administration to curtail the use of the armed pro-talk members of the banned outfits during the ensuing Assembly election in the State.
The Election Commission led by Chief Election Commissioner of India SY Quraishi today sat for a meeting with the representatives of civil and police administration of the State to review poll preparedness.

Earlier today, political parties apprised the full team of Election Commission about apprehensions of pro-talk militants and gun power being engaged to influence the elections in a negative manner, besides pointing out a host of other issues including those of 'D' voters.

Political parties also favoured the need to ensure that no individual, barring the security forces, is allowed to carry weapons without licenses and those should be seized at the earliest.

Both the ruling Congress party and the main Opposition Asom Gana Parishad (AGP) during the meeting with the Commission favoured holding of elections before Bohag Bihu (April 14). While the Bharatiya Janata Party (BJPs) was for elections in three phases, the AGP and the AUDF demanded elections in four phases.

CEC Quraishi along with the full bench of the Election Commission reached Guwahati around 12 noon today for a two-day visit to review the preparations for the ensuing polls.

He, apart from having a meeting with the representatives of all the political parties, also held in discussions with Divisional Commissioners, DCs, Inspector General of Police and other senior police officials at the Assam Administrative Staff College.

Earlier, Quraishi told reporters that the meeting was aimed at reviewing the preparedness in the State ahead of the elections.

"We would review the entire scenario and take necessary measures," Quraishi said.

The Election Commission will meet the Director General of Assam Police Sankar Barua and Chief Secretary Naba Kumar Das at Raj Bhawan tomorrow.

Displaced people launch relay hunger strike

AGARTALA, Feb 2 – Hundreds of people internally displaced due to erection of barbed wire fence along the Indo-Bangla border in Tripura today launched an indefinite relay hunger strike here to demand immediate rehabilitation.
"Unless they are given assurance in writing by the government that they will be properly rehabilitated the relay hunger strike will continue," Subal Bhowmick, president of the Simanta Bhumi Suraksha Committee (committee for protection of soil in border) told reporters here. Bhowmick said thousands of displaced people from different parts of the State would assemble here to participate in a central rally on February 14.

Tripura has a 856-km-long border with Bangladesh of which 675 km had been fenced to check infiltration of illegal migrants and Indian insurgents from fleeing to Bangladesh, illegal trade and trans-border crime. – PTI

FCI proposes 10 godowns in Arunachal

ITANAGAR, Feb 2 – The Food Corporation of India (FCI) has proposed constructing 10 godowns in different district headquarters of Arunachal Pradesh soon for storing foodgrains in order to overcome various impediments while supplying PDS items to remote areas of the State.
"Land allocation process for the proposed godowns in seven districts have been completed but in Tawang, Aalo and Anini, the process is in progress," FCI Deputy General Manager (Arunachal Pradesh region) Harish Chander told the first meeting of the State Consultative Committee of FCI here today.

He said, altogether 197 posts have been sanctioned by the authority to fill up the vacancies under Arunachal Pradesh region of FCI, which would provide employment opportunities to the eligible youths of the State. "The FCI has already released an amount of Rs 21.69 crore to the State government as second installment of payment for the PDS contractors," he added.

Chander further disclosed that due to difficult topography, the FCI was facing problem to reach every nook and corner of the State. – PTI

Army pays homage to Patharughat martyrs

MANGALDAI, Feb 2 – 'In the history of the freedom struggle of India, the massacre of Patharughat is no less important than that of the Jallianwala Bagh in Punjab. In fact it happened well before the freedom movement and thus the poor farmers of Patharughat paved the way for the Indian freedom movement. But the people of the nation have very little knowledge about it. Fortunately things have now changed and people have started exploring this historical development," said Maj Gen Nav Kiran Santosh Ghei, GOC, Red Horn Division of the Army while paying homage to the 140 peasant martyrs at Patharughat in Darrang amid full military honours on January 29.
Speaking at the function organised by the 65 Field Regiment under Red Horn as the chief guest, Maj Gen Ghei further said that Patharughat is a symbol of freedom, sacrifice and unity and so we must take a promise that we would not let the rare sacrifices of the brave peasants for the noble cause of our freedom be forgotten.We should maintain this tradition of remembering these martyrs with more and more enthusiasm and involvement.

Earlier Maj Gen Ghei offered floral wreath on the martyrs' memorial tomb constructed by Indian Army a decade ago. Later talking to mediapersons, he informed of their future plan to construct a children's park at Patharughat in memory of the peasant martyrs under Operation Sadbhavana.

While addressing the august gathering, Kumud Chandra Kalita, Deputy Commissioner, Darrang appealed to the GOC, Red Horn Division of the Army to extend cooperation to the proposed national-level seminar on Patharughat Peasants' Uprising in New Delhi which is to be organised under the initiative of the Darrang district administration.

The ceremony was also attended by the Brigadier of 21 Mountain Artillery Brigade, VK Tiwary, Thaneswar Malakar, Deputy Commissioner, Udalguri, Superintendent of Police, Udalguri, Debojit Deori, Dr Nagendra Nath Sarma, president, Darrang Zila Sahitya Sabha and higher Army officials of Darrang and Udalguri along with hundreds of local people. Various patriotic cultural programmes were also performed to the mark the occasion. An all religious prayer meeting was also held at the beginning of the function.
