Beaten back by Naxals, BSF men torture tribals

KANKER: A hillock is strewn with empty bottles of whisky and sticks — remnants of what tribals allege was a 48-hour torture session by drunk BSF men. The enraged people of Panchangi village have accused the paramilitary force, along with Chhattisgarh police, of brutally beating nearly 40 men. Two teenage girls have also alleged that they were sexually molested.

One of them says she was stripped, while another provided a detailed account of both mental and physical harassment. "One of them grabbed me around the chest and said, 'you are a Naxal, haven't you been touched by a man before'," says the 16-year-old girl who lives and studies in a government residential school and had come home to recuperate from illness.

The village has filed a written complaint with the district collector and a magisterial inquiry has been ordered.

Panchangi village is 15km from the site where a Maoist attack left three BSF jawans and two policemen dead on August 29. Exactly a week later, in the early hours of Sunday morning, villagers say a 100-member team of security forces landed up in the village.

"They went from home to home, pulling people out. Everybody was made to gather near the panchayat building. They wanted to know where we were hiding the guns. We told them no one in our village kept guns but they refused to believe us," says Shidre Ram, the village sarpanch.

What began then, according to detailed testimonies of several people, is a cycle of horror. "I was pulled by the hair and dragged to the hillock. I was stripped and told to lie down on stones. Then, they began beating me with sticks," says Amal Singh, a young man.

Villagers say several men were beaten up in a similar fashion all through Sunday and Monday. Narsingh Kumar, one of the five men who was brought to the district hospital at Kanker, shows his bruised back and swollen feet. "They thrust a stick inside my anus," he said.

"The BSF has ordered a court of inquiry into the allegations and it will be completed shortly," said Ram Awtar, DIG BSF. Villagers say another girl, Dhansu, was picked up from Aalor, a nearby village. She is among the six schoolgirls arrested on Wednesday and charged with being involved in attack on BSF. "Some of them are Bal Sangham members," says Kanker SP Ajay Yadav. But the girl's family insists they are innocent.

Meanwhile, another round of arrests have taken place, with 10 men being produced in court on Friday. Four of them are from Panchangi village. The police claims the men were arrested with weapons. "They kept asking us for weapons as they beat us, and we kept telling them we didn't have any," says Sukram Netam, an old man, recovering in hospital. "The police is free to arrest Naxals, but what gives them the right to treat us like animals," asks the village sarpanch.

Its hard to digest this news for many people including me but if it happend then its really a sad thing..we have to keep a check on para forces engaged in naxal operations..these kind of actions only increases the support for naxals among tribals.. BSF start abusing tribals they will consider naxals as their saviours and it will create a lot of trouble for on going operation because lots of tribal youth actively helping paras against naxals and with out them paramilitary will have toughtime against naxals in unknown terrain..

Wow! These guys should stand in front of a court martial and be stripped of every last bit of honour they had. I'd like to see them put on a run till they dropped dead from exhaustion.

But where and how exactly did the ToI come to the conclusion that they were beaten back by Naxals? Could be drunken debauched revelry for all they know. Or a victory session gone wrong.

Whatever the outcome, they must all be made to stand before the village committee and apologize for their sins. I'd institute a program of lifelong reparation from part of their salaries to the village too.

One of the reason that AP was sucessful in tackling naxals was the strong will of the then CM late YSR..other states politicians like Mamtand Soren openly supporting naxals..till these support is not stopped ,actions against naxals is not going to be sucessful..

The BSF men responsible for this must be court-martialled and must be imprisoned for 5 years minimum , stripping all of their ranks, medals, honours and whatever glory they were given. However, there must be cross investigation about the tribals who allege this for all we know, they might be working for MAOISTS as publicity givers in mainstream media to raise support. There must be an impartial inquiry.

Govt regains control over 10,000 sq km areas dominated by Naxals

NEW DELHI: In a silent but significant win over the Maoists, security forces have regained control over more than 10,000 sq km area dominated by the Naxals in six worst-affected states.

Official sources described the success of the security forces as "very significant" as nearly 40,000 sq km area had been controlled by the red ultras in Chhattisgarh, Jharkhand, Orissa, Bihar and West Bengal for last several years.

"We have got maximum gain in Chhattisgarh. We hope that the success will continue in the coming days," a source said.

More than 60,000 central paramilitary forces have been assisting the state police forces in their fight against the Maoists.

The success of the forces in last few months was largely attributed to the joint coordinated efforts of the police forces of the states as well as the Centre and better intelligence networks.

Naxal violence has claimed the lives of over 10,000 civilians and security personnel in the last five years.

Out of a total of 10,268 casualties between 2005 and May 2010, 2,372 deaths have been reported in 2009 as against 1,769 in 2008 and 1,737 in 2007.

Besides, Naxals targeted 362 telephone towers, many school buildings, roads, culverts in 2009 alone.

The ultras have killed at least 100 policemen in Chhattisgarh since April. Their hand is also suspected behind the derailment of an Express train in West Bengal that claimed the lives of nearly 150 people.

Government has been maintaining that accelerated development and calibrated police action are the two pillars of its anti-Naxal policy.

While it is true Maoists have suffered reverses in the past, the credit does not go to the Indian Government alone. The security forces faced with the media glare, human rights activists and politicians like Mamata Banerjee, Medha Patkar, Swami Agnivesh et al., human shields etc., along with the Maoists had to resort to unconventional methods of using private or local armies to fight the Maoists.

Examples are Salwa Judum in Chhatisgarh, Army of CPI(M) in West Bengal and several others who have been fighting the Maoists with sophisticated weapons for a while now. This is good. The only thing is that these very 'friends' of the Indian security forces should not become a Frankenstein.

Unless we take a cue from Turkey in attacking and destroying these Communist scumbags, we will continue to lose brave men and women. We need to push IAF and IA in with gunships and assault tanks. A heavy dosage of Bofors gun and Arjun MBTs along with hell from Dhruv and Mi-35 gunships is what Maoists need to surrender. In every war there's collateral damage and though we must keep it to a minimum, not fighting a war is sheer spinelessness and shows the reach of Maoists in our government circles. Unless the armed forces takes over from police, it will be difficult to win the war against these Communist barbarians who deserve being roasted to death for their horrific acts against young jawans of CRPF.

This is just first part and easier part of the operations against the Naxals. The next stage is holding on to the areas and getting locals involved in combating the insurgency. Eventually we have to get the Naxal leaders to give up arms and come to the table for a neogtiated settlement. This is a long war where we are looking for atleast 10 years at a minimum to regain and maintain full control.

What govt is doing is the right policy. Use minimum force and develop the naxal affected areas and give reward and job to surrendered naxals.

i am not able to understand this whole thing. it is said our 33% of the districts are maoist infested and largely in states like chhattisgarh, jharkhand, orissa, bihar and WB. india's total area is 3,287,263 sq km, so the one third translates to 1,095,754 sq kms, lets say the area covered by the 33% of the districts is far less and is to the tune of 800,000s6q kms but then what is 40,000sq kms being talked about here or is the problem far far more out stretched than those 5 states, or was that 40,000 sq kms the core area?

My friend, merely being a communist does not make one a criminal. A person may claim to be a communist, yet do evil things. Of course, you may hate that person, but I would invite you to get an understanding of communism before you start hating all communists.

In fact the communists (mainly the leaders like Karat) in India are living in a illusionary state. Barring a few most of them do not understand their theory do not fit for the country. They are a fundamental as the religious bigots when it comes to CHANGE. However some of them are exceptions. You can not deny their contribution to earn the labour their right in colonial era. Even in our Parliamentary system communist leaders like Late Indrajit Gupta or Somnath Chatterjee made it habit to become best Parliamentarian regularly. I can remember a survey few years back which stated that communist MPs were the people who live mot simple life among all politicians. You can hardly find any top communist leader involved or named in any major scam. However the bottom line of their system has become rotten to and the opportunists have filled up this level wherever they are in power. If they have to survive they need a purification campaign from the grass root level and change in their ideology to cope with time. Instead of their hundred years old theory they should take strategy that leads to socialism but not at cost of economic prosperity of the nation.

Members should know the difference between the Maoists and main stream communist parties which many of us fail to understand.
