Actually beef is banned. Under state laws in 24 states and there is a constitutional directive to the legislature to make laws to do so. (Mentioned in the last paragraph of my comment.)

Well, constitutionally, there is a directive to pass a nationwide law for ban on cattle slaughter. Topic closed.

I'd stumbled upon that verse quoted by you on PDF 2 years ago. Dayum. Yes, there are 2 mentions where he says 'try to avoid' it. That's ambivalent at best. What's not ambivalent is this "kill the infidels wherever you find them". No equivocation at all. So the Muslims have no confusion about what to do.

Muslims themselves claim that they 'chose' to stay with India after partition, which means that they chose to abide by the constitution as a supreme authority rather than a state based on religious law.
