The IAF is the one that is unwilling to be pragmatic or get a feel for what's likely to happen. They're stuck on 126 or 114 Made in India MRFA fighters even when there is clearly no political will to make that happen, what with the emphasis on self reliance in defence.India has put itself in the position of planning for more Rafales but failing to order them and suffering through that failure. Par for the course.
How soon could India get more Rafales built in France now that there is a very substantial backlog of orders?
Had they proposed a more modest follow on order for 48 Rafales bought OTS they'd have 5 Rafale squadrons and then the focus could've shifted to Tejas Mk2 and AMCA.
