India's space program is oriented by India's economic demands than a cold war style space race and hence, it will grow suitably with economy to create a permanent and sustainable space program. And this pace is at least good enough if not fast given current state of socio economics.
As far as interplanetary missions are concerned, they are limited by infrastructure and not budget. There is no use of utilising American and European networks everytime.S So soon as infrastructure like third launch pad and improved DSN etc. are complete, DoS will itself demand more money for them from government.

Thatโs what I am saying. If you want bigger capacity you need to cough up more money to build up these capacities. In order to justify these capacities you have to come up with large orders of launches which requires money. Hence a bigger budget means breaking the chicken egg problem.That would be in case if programs are being hold due to the budget.
It's our capacity and not our budget what has kept us behind NASA and ESA. Budget just moved in synergy with that. There is no use of excess budget unless there are more launch pads, more launch production, more people and at first place, demand for more.

Simply, there is no use of a heavy budget increment when we have sub-10 launch capacity. High aunch capacity and a sudden increase in ISRO's budget will be seen, but at a time when Indian space industry will have demand, ISRO and it's private peers would have developed that kind of technology at right time.
There is no use of daydreaming about moon landing today with just some budget boost. Rocket engines run on fuel and cycles, not money.
This is not a chicken vs egg first story. It is the story of development of aerospace sector of India like growth of any other sector whose programs will be economically sustainable and permanent instead of mere one-off space race stunts.

ISRO current chairman really very crystal clear in objective. In one of the interview when asked about MOM-2 than he said no such plan in pipeline and then asked about landing on mars he said we can also send another satellite to MARS and also land it but give me objective. We need objective and experiments , to land on Mars.
