All these (((industry associations))) are lobbyist groups and put all sorts of "figures" out to increase the gibs given out by the govt that is correct, but then at the end of the day Govt only releases the PLI gibs after letting a bunch of babus thoroughly cavity search all the relevant documentation proving that the receiving company has reached the targets.

These lists are merchandise exports, if ITES exports were considered we would also be somewhere on the list, after all a majority of imports here are for domestic consoomption, and that has to be paid for somehow.

Chingchong meanwhile imports stuff from Japan, Korea, US, Taiwan, Germany etc to either use it for production or use it as in input into their exports, since no country has ever successfully managed to have a fully closed loop industrial production system, atleast not to produce goods competitive in the global market.

Soviets had something close but their products were only used in Warsaw Pact countries since their products were bad in quality compared to Western or Japanese goods.

Depends what category.
Like passenger jets, jet engines, any kind of engine, microprocessors yes.
For things in the lower levels with Western industrial input dependence like smartphones then no.

Like the boot Huawei has got from the West is not just because of "muh spying", it was on par with Nokia and Ericcson in the telecom hardware market so you're right.
