But the aero city is just laying like that. Sad.Chengdu has instead has become the aviation hub of China. All aviation related industries and companies are based in Chengdu now.

Then the ownership will increase from the current 56.7 % to more than 80 % then Suzuki can simply delist the firm by purchasing shares from the existing share holders. It is because of CAIG in Chendu, the Chinese DPSU that makes their J10, J20 and Junk Fighter 17 export planes.Chengdu has instead has become the aviation hub of China. All aviation related industries and companies are based in Chengdu now.
I can explain the babucrazy system behind it to some extent. Well it usually starts with an cabinet decision who sets the ball rolling. Then the Babus below initiate a file for formation of a committee to see the feasibility of the basic idea, and suggest the members of the committee. The members may include other babus of relevent depts such as finance, planning, engg, pwd/cpwd, town planning, city mayor, etc who take up the idea and deliberate upon the basic requirements. Babus may be of level such as JS, Sec, usually headed by a CS level adhikari. Then this committee meets endlessly to finalise the broad requirements. Since Govt cannot decide unilaterally, it usually floats an EoI for empanelment of a consultant for preparation of DPR ( detailed project report). There are some Project Management Consultancies(PMC) who do the job of preparing the detailed project analysis. First PMC is selected, then it submits the DPR along with cost layout. The cost is sent to Fin dept for budget allocation.Sir when such projects are planned there must be some planning committee formed right?

Thereafter, when the project is finalised and approved, the modalities are worked out.

Their entire Aerospace industry mainly military but now Civilian also is funded fully by their export orient rise of 40 years( also industrial espionage ).
Large orders for specialist aircraft components going only to Chinese firms in Chengdu is what basically built that city.
