So who are the members of such a committee?
I mean which organisation do the board member hail from.

Man I have no experience in running a company or public institution but my fantasy dictates that I must consult the folks that have stakes in the aerospace industry i.e., tata aerospace, HAl, L&T, Adani, Reliance, Mahindra, Startups.
Than the technical expert from aerospace background like scientists and professors from top aerospace institution.

I can explain the babucrazy system behind it to some extent. Well it usually starts with an cabinet decision who sets the ball rolling. Then the Babus below initiate a file for formation of a committee to see the feasibility of the basic idea, and suggest the members of the committee. The members may include other babus of relevent depts such as finance, planning, engg, pwd/cpwd, town planning, city mayor, etc who take up the idea and deliberate upon the basic requirements. Babus may be of level such as JS, Sec, usually headed by a CS level adhikari. Then this committee meets endlessly to finalise the broad requirements. Since Govt cannot decide unilaterally, it usually floats an EoI for empanelment of a consultant for preparation of DPR ( detailed project report). There are some Project Management Consultancies(PMC) who do the job of preparing the detailed project analysis. First PMC is selected, then it submits the DPR along with cost layout. The cost is sent to Fin dept for budget allocation.
Thereafter, when the project is finalised and approved, the modalities are worked out.

Added:- Ministries keep experts on payroll, called consultants, whose job is to provide ideas to the Govt for development. This is to make the ideas safe from audit point of view, as it has the backing of a technical expert. So such a member is also a part of the initial team.

yeh ajeeb quitye hain bajaj group wale. KTM has been savior for them. all their new engines are sourced from KTM engines.
KTM is doing great sales no for them and their own products improves only due to KTM designs.
Someone replace their CEO by some another person.
