How can you move away from Cement. Cement industry is one of surviving ancient industry ongoing from Indus valley and Roman era.
But ya get away with Coal, its just too dirty.

China is self reliant in Gaming industry. They have tons of RPG and mobile games based on chinese backdrop and they do huge sales in china. The chinese middle class is so big and earn enough now that the kids buys the in game items regularly easily.
They don't event have to sell their game to other countries in South East Asia, chinese market alone gives them multi-100-million dollar sales.
We also have a huge well earning middle class here but the in most in-game packages and items are still priced like in West, most of the in game things cost like 5,10, 15-50 dollars which is just too high. Make items priced like 5rs, 10rs to 100-200 rs then you will see huge sales in Indian market also.

For mobile android games one does not need a big game studio. Android app development can be done fairly easy with simple laptops too.
Remember that Thai guy who made flappy bird. This simple game earned him 100 million dollar plus amount.

The problem is most of the well earning middle class didn't really grow up with games and buying microtransations is a foreign concept for them its the kids and teenagers who grew up with gaming and are just entering into adulthood that indian gaming companies need to tap into

Best option is 2nd hand gfx cards,hard to find . but its worth it.
