At least reliance is doing that in green tech. They have bough a bunch of innovative battery startups in west and are now going to bring them to mass production.

GoI should create a deeptech startup hub in Bangalore, Hyderabad and NCR where they’re provided with investments, mentirships and and required infrastructure.
Most deep tech companies in west come out of tech developed in Universities. Sadly our R&D spend is too low.

Countries like Israel and Korea spend 4.9% and 4.6% of GDP in R&D. China spends 2.2%. India only spends 0.65%.

The central government has received a total 17 proposals from 13 states for the establishment of textile parks under PM Mega Integrated Textile Region and Apparel (PM MITRA) having an outlay of Rs 4,445 crore.

You will love it, @Chandragupt Maurya

Textiles is an incredible sector for low skilled people to get a lot of employment. Bihar seems like a perfect location.

Unicorns by sector (India is lacking in deep tech startups, need more R&D investments):

View attachment 150284
Some data i got -

between 2019-2020 number of indian startups using deep tech rose from 1600 to 2100
In 2020 14% of startup funding went to deep tech which is up from 11% of 2019
With in deep tech 87% going to machine learning .

These ventures require highly skilled and research oriented talent pool and massive investment and going to bring lots of disruptions .. May be what govt can do is pull out a funding mechanism by Quad/BRICS for deep tech ventures .

why should GoI "create", let the private sector get into it.
Because you don't get the private sector investing unless govt subsidizes the early costs. That's how Samsung, TSMC, pretty much any Chinese giant ever as well as now Intel is expanding their manufacturing!

Govt doesn't need to create startup, Govt needs to fund if necessary. for research hub, university incubation hubs are anyways there, in the new national education policy, dedicated research universities can also be created.

there is a 10,000 crore fund for long term research in this budget, unable to find the news item for now.

it's upto brilliant people to come up with brilliant ideas to take advantage, sooner the better. we don't know if this support will continue, if and when govt changes in the future.
