When completed and validated, remember, it's India's first attempt to make an AESA, stil progressing well. First attempt isn't supposed to bear out results immediately.
Israeli most likely (but not confirmed), Uttam may be utilized when completed.

Confirm nahi hai be, Israeli bhi go gaya toh kaun sa pahad tut gaya?
Agar Israeli hua it maybe more costly if it is Indigenous the money would go to government organisations which can further be used to research more things and there would be a potential for exports for our Indegenous Radar to other countries which can further be used to fund our own R&D

You have to complete the Radar before induction.

India may assist UAE in air defence system
India sees the UAE as one of its main destinations for arms exports in the future, they said.
NEW DELHI: India may assist the United Arab Emirates in developing its air defence system and repairing defence equipment to enhance its life cycle, besides providing offshore patrol vehicles as the Gulf country hopes to expand ties beyond its traditional partner Pakistan.
Robust defence ties is a key pillar of Comprehensive Strategic Partnership that India and the UAE plan to conclude during Crown Prince Sheikh Mohammed bin Zayed Al Nahyan’s visit to Delhi as the chief guest for the Republic Day, officials said. India sees the UAE as one of its main destinations for arms exports in the future, they said.
"Air defence is another area where India can assist the UAE given the new found expertise that India is building on," Ananta Centre, a leading Indian public policy forum said in a comprehensive report on India-UAE ties ahead of the Crown Prince’s visit.
The report further said, "For instance, L&T has procured an order for 100 self-propelled track air defence guns in partnership with a Korean company. The product of the Korean company was not environmentally suitable but the product was acclimatised and made suitable to be used in the UAE. Therefore, acclimatised products being developed in India are products that can meet the UAE’s requirements."
The report said that private shipyards in India can provide offshore patrol vessels and there are designs existing for frigates and corvettes to meet requirements of the Gulf nation. "The UAE has been buying these from Europe and the US. India could well provide the UAE these interceptor boats developed by companies like L&T and others."
The trend in the UAE has been to discard defence equipment when the product develops a problem because the companies don’t have the wherewithal to repair equipment. "But the Indian companies can provide the facility for the upgradation of these systems, the way the Indian Army manages to use the product much beyond its actual life," the report said.
However, there can be no defence collaboration without strong economic and trade relations, Ananta Centre said. It said in the report that "there needs to be investment with impetus being given to the private industry to develop products for the Indian markets". Besides, enough opportunities need to be created to develop products and expertise to take them to the UAE market, it said.
The report said that India needs to address certain bottlenecks to make the country an attractive investment destination for resource-rich UAE, which has announced investments of $75 billion in India.
"India is looking for long-term investment options but in order to attract huge investments, it has to guarantee security for their investments and ensure returns. The challenge is that the UAE only comes with capital and not expertise and hence the Indian government needs to ensure that they get returns," the report said.
Another major point of contention, according to the report, is the large scale on which the UAE investors like to operate. "The commercial investments in India do not have anything to offer to the UAE in return or to absorb for instance, 500 or more million dollars of equity investment from the UAE," it said.
India needs to establish a strategic partnership with the UAE where the Gulf nation can help store fuel for India’s energy needs on its territory, the report said. "One positive step in this direction is that India is building three storage sites and the UAE has agreed to finance a portion of the Mangalore storage site to be taken up by The Abu Dhabi National Oil Company (ADNOC) and given to India for free," it said.

India-UAE to Explore Joint-Production of Aircraft

India and UAE will strengthen their strategic partnership by attempting to step up defense and security cooperation during the visit of Crown Prince of Abu Dhabi for the Republic Day parade.
NEW DELHI (Sputnik) − The Crown Prince of Abu Dhabi, Sheikh Mohammed bin Zayed Al Nahyan is visiting India and will be the Chief Guest at this year's Republic Day celebrations. The Crown Prince will be accompanied by a big delegation including prominent businessmen.
During the visit, India and UAE will strengthen defense and security cooperation and may sign some crucial agreements.
"We are looking at armaments, we are looking at armoured personnel carriers. We are looking at joint-production of aircraft," Ministry of External Affairs Secretary Amar Sinha told journalists during a press conference on Tuesday.
India and UAE are also likely to discuss the production of a portion of Rafale in India.
"For example, as in the case of Rafale, which we are buying and UAE is also using (the Rafale), there is some interest. This is something that we can do together in terms of portion of the Rafale that would be built in India. Those are the areas that we are identifying and will work together," Amar Sinha added.
Prime Minister Narendra Modi and Sheikh Mohammed bin Zayed Al Nahyan will also discuss issues related to security cooperation.
"We will be working with them with intelligence sharing on specific terrorist threats besides on larger security issues such as their air defense systems, their anti-piracy patrolling. We are also cooperating on maritime and cyber security that emerges from online radicalization," added Sinha.

India eyes defence equipment deals with UAE

India is not just interested in enhancing trade with the UAE, but is also looking at selling defence equipment during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, to the country.
The Brahmos missile, which was jointly developed between India and Russia, could be offered to the UAE later, Indian External Affairs Ministry officials said.
"There have been talks on the Brahmos missiles, but India will immediately offer only the equipment for which it holds IPR rights," confirmed ministry secretary Amar Sinha.
Joint production of aircraft, arms and armoured vehicles is what the Indian side has in mind. New Delhi is opening up its arms industry to private players under Prime Minister Narendra Modi's Make in India initiative.
India and the UAE will sign agreements on defence and maritime transport. India is keen to drive its cruise tourism sector and hopes to increase flow to the UAE from its West coast.
On the $75 billion fund the UAE had agreed for developing India's infrastructure, Indian officials are confident that bottlenecks have been removed, and it is 'likely" that the UAE will commit to investing in the fund during Sheikh Mohamed's visit under the Abu Dhabi Investment Authority.
Earlier, there were reservations on the delay in the creation of the National Investment and Infrastructure Fund. It was announced in the Indian budget in 2015, but became active only in June with the appointment of Sujoy Bose as the first Chief Executive Officer.
The UAE had also raised concerns about the safety of its investments in the country. On its part, the Indian government is doing its best to assuage those concerns, Indian foreign ministry officials said.
Meanwhile, Sheikh Mohamed bin Zayed was received at Delhi airport on Tuesday by the Indian Prime Minister Narendra Modi. He will hold delegation-level talks with the Indian PM. He will later call on President Pranab Mukherjee and Vice-President Hamid Ansari on Wednesday. On Thursday, he will be the chief guest at India's Republic Day celebrations.

One DRDO guy I met in past said that the government doesn't care about the infantry because "supply is greater than demand". Harsh words, but true. The real issue is institutional apathy, particularly at top level bureaucracy.
Is this guy (ding dong) for real ? I suspect that this chap is a porky using a VPN to appear to be from India. He/she/it also had abusive words for the Indian Army in an Indian Army thread.

Yup.
Last year when they announced new defense procurement policy with clause to prefer indigenous design and manufacturing they left out the definition and sub clauses of what a strategic partnerships would mean. Hence major decisions are on hold.
Glad they are finally coming around.
