With these many internal security lapses and improper equipment, poor training there is a better chance of mutiny against Modi and Doval than they being the aggressors.
Even with all the oil reserves in place coupled with proper intelligence buildup, proper troop training and equipment in place action will not easily happen because of teething problems at the home turf like the poor jobs show and international commodity prices.
