According to an India Today report, the Indian Army has prepared a blueprint to deliver a "lethal blow to militancy in Jammu and Kashmir with a long term plan for a lasting peace in the trouble-torn Valley."
As per the report, the army has shortlisted 258 militants from various outfits under "Operation All-Out" which has already been launched in parts of the Valley.
The report has also revealed that prime locations of militant activity were mapped well before the mission began. The report quoted a top official as saying, "Intelligence agencies carried out a secret district-wise survey to identify militant hideouts. This strategic operation is based on meticulous planning and intelligence-gathering."
According to intelligence sources, out of the 258 militants on target, while 130 are locals, the remaining 128 are foreign terrorists.
The official said, "They belong to different groups, such as Lashkar, Jaish, Hizbul and Al-Badr. The official informed that six militants had been killed in the last two days as part of "Operation All-Out".
It has been reported that most of the militants belong to Lashkar-e-Taiba. The hit-list of the army includes the names of 136 LeT militants followed by 95 from Hizbul and 23 from Jaish.
As reported by India Today, the blueprint reveals that Sopore tops the list of districts with 39 militants, out of which, while 24 are locals, the rest 15 are foreigners. Second on the list is Kupwara district with 34 terrorists, out of which 32 are of foreign origin. According to the list, Shopian and Awantipora districts have 26 and 25 militants respectively.
