Kashmir valley is like 90-95% (or more) Muslims, and not the calm variety.
I see no other option but brutal force.
Designate it as a terror zone under President Rule or whatever it is called, and put back the fear of Big Daddy in the minds of Kashmiris.

Things can't get worse. Now is the time to impose President's rule, abrogate Article 370, earmark areas for settlement of Kashmiri Pandits, allow people from other states to settle down in Kashmir.

The people of Jammu and Ladakh will welcome the proposals as it is only 5 Sunni districts in the Valley out of 22 in J&K that are creating problems. The Yechuris, Rajas, the Congis and the lame duck Hurriyat and their ilk be damned!

But does the government have the balls to do this? I think not. Looks like it's going to be more of the same till the end of days.
