The local police anywhere will support locals always above any because outsiders will get transfer and he will have to do business with locals in the end ..

You cannot archive it, Unless their is a fear of discipline in local police and In majority of India, police and discipline is a impossible combination to start with ..

I hope how basics are changing in new government, Things will improve in next 5-10 years ..
Not disagreeing, just adding a few more points.

I cannot say for other states but in andhra and Telangana almost every police officer who takes on criminals have a death threat against them. It doesn't matter where they are posted, threat follows them everywhere within the state. This is why state police leadership transfers them out when threat perception goes high. This is routine for those in crime branch.

Every state is Large enough on its own, its not that police officers are posted in naxal areas for ever. They can always be transferred. Historically postings in LWE area were seen as punishment postings.

I am confident this LWE issue will be history in another 5-10 years.

Local police up gradation has nothing to do with budget allocation, Those 3o3 are better than single shot shotguns ..

They lack discipline which makes majority of them lazy, Rusty and incompetent..
What they lack is money to get intelligence which is costlier than weaponry. And whatever intelligence they get, is most of the times already possessed by IB. There fore no extra budget for LIU. And in that region LIU should be more active than IB.

A aspect of policing in Europe which many people attacked was how all the organizations involved in security refused to work with each other because of political differences.

I personally support the establishment of a gendarmerie/paramilitary federation that's held at arms length by government; the various gendarmeries should be owned by their respective states, but they should be subject to membership rules of a federation controlled/owned by the Centre.

I would also establish a new governmental department for India: Islamism and the Middle East. It should absorb the functions of policing the Muslim community and foriegn relations with the Middle East, and have policing/military powers too (such as being able to use paramilitary forces for its own use).

I dont agree, local police posted in naxal areas will know along with locals before hand (few mins early) that threat is imminent. Its common fact in minning areas around forests if crpf go for patrol (police will dissappear if naxal threat is there before hand).

This information is not passed to crpf because they are targets.

Police know such info from locals and have to deal with naxals to stay alive.

Crpf should not be used for patrol or securing force. Police should do it (bring reserve police )

Crpf can be used for combing operations.

You forgot wars of 48,65,71,99. Even in WW1 and 2, all agreed for bravory of our army. Least you can expect is another surgerical strike. Though I want much more which will happen eventually.

We lost pok in 48 , gave back captured land to pakistan in 65. In 71 we again gave back captured land to pakistan though we were able to break Pak in to two nations.in 99 we lost more than 500 soldiers becoz of stupid battle plan. Been fighting militancy in Kashmir since 3 decades but nowhere close to wiping them out good. But still am proud of army

it's not the fault with generals, it is the fault of BJP-PDP govt which tells soldiers to restrain from attacking stone pelters

also please dont use such harsh language for men in uniform

Army is quietly building up it's strength. Big dhamaka will happen in 2018 probably 6-8 months before general elections. Unfortunately, until then, it's a game of survival
