I am talking about the army, not all combat personnel. After the military reform in 2014, the total number of the Chinese army should be between 900,000 and 1 million.
Indian army is about 1.2 million
Alot of your budget goes towards your Navy and Air Force too definitely when talking in relative terms (%) the number comes around preety close for the army only. Also Indian Army is operating at a streght less than what is sanctioned.

Indian companies like Tata , bel and many others have developed various types of weapons sights , including acog too.
As far as rifle is concerned, insas mk 1c is definitely better than many other contemporary rifles and its not equal to insas 1b1 .
Infact insas is renowned for its accuracy and controlled fire .

Not every rifle we produce is an Insas , to be honest , our domestic arms industry is better at making complex systems like Surface to air missiles , Ballistic missiles , cruise missiles , warships , PGMs, military data transfer solutions , EW systems , protective equipment and Mobility platforms than they are at making simple stuff like rifles . It some times leaves me dumbstruck as to how wr managed to build an inventory of advanced missiles and strategic systems like nuke subs but failed to produce assault rifles on par with NATO standards or even Eastern Bloc standards

I don't know much about light weapons, but I think India's move is right, the reason
1. The recoil of 7.62 is too much, it has exceeded the limit that people can bear, I have seen a video, when an Indian soldier used SIG716 to fire bursts, the recoil caused him to fall,
2. The problem of the scope, I have collected a lot of pictures of SIG716, they either use the old INSAS rifle scope, or the single magnification holographic scope or the red dot scope,
However, the advantage of SIG716 is that it is used beyond 400m, so a high-magnification scope is required, at least AOCG,
And for ordinary infantry, the SIG716 is redundant
It's more important to spend your money on some scopes than on more guns
