NSG airbase for quick response becomes operational

BY: DNA INDIA
In order to reduce the response time of NSG commandos in case of a terror strike or a hijack attempt, the government has operationalised an airbase near the IGI airport here.
A crack commando team of the elite force has been stationed and is ready to undertake operations from the complex spread over five acres of land located on the periphery of the Indira Gandhi International Airport (IGIA) on National Highway-8.
The complex was inaugurated by Union home minister P Chidambaram yesterday.
The NSG’s response time during the 26/11 Mumbai attacks — while moving from the national capital to the western metropolis — came under criticism after which the government finalised a number of plans like creation of four hubs for deploying the specially trained men in minimum possible time.
The complex has been named ‘Sudarshan’– the NSG symbol signifying the mythological ‘Chakra’ of Lord Krishna which destroys the enemy and comes back– would house and facilitate quick mobilisation of the counter terrorist task force of NSG commandos enabling them to be airborne in minimum possible
time.
The unit, comprising 50-60 commandos on a 24X7 basis, will only have to open a door and enter the tarmac of the IGI airport in case of a terror attack or a hijack attempt.
The commando squad is armed with weaponry like MP5’s, glock pistols and devices for aircraft intervention.
Basic infrastructural facilities like single living accommodation, office block among others are already in place and construction of training and firing enclosures are also in the offing.
The Airports Authority of India had handed over the land to the National Security Guard (NSG) in April last year.

Could it be they are actually taking a sustained effort to combat threats and patch up holes.

I don't want to be a cynic but government effort is often equal to public attention

Why can't we accept developments when we see them taking place with our own eyes?
It takes time to upgrade facilities, develop infrastructure and make things operational. There has definitely been positive developments since 26/11

235th anniversary of AOC celebrated

A wreath laying ceremony at the War Memorial and a Special Sainik Sammelan were the highlights of the 235th anniversary celebrations of Army Ordnance Corps (AOC) in Cantonment here today.

AOC Centre Commandant Brigadier S K Manchanda laid a wreath at the War Memorial in homage to the martyrs. The last post was sounded and a two-minute silence was observed for the peace of the departed souls. While addressing the Special Sainik Sammelan, the Commandant said the Corps was currently progressing a number of new initiatives, which would add vitality and responsiveness to the organisation. He also expressed the confidence that men of the Corps would continue to work hard and instill confidence in Field Commanders while achieving their Corps motto 'Shastra Se Shakti'.

The Army Ordnance Corps (AOC) came into being as the Board of Ordnance created in 1775. In 1855, the Ordnance Commissariat Department was created. Different presidency ordnance departments were amalgamated on April 1, 1884. The Indian Ordnance Department was created in 1911. The organization was styled as Indian Army Ordnance Corps in 1922. The Corps of EME was separated in 1943. The Corps was renamed as Army Ordnance Corps in 1947. For distinguished services, it was awarded 'Colours' on December 8, 1970.

Former Army Chief Wanted To Resign, Govt Pre-empted
Recently retired Chief of the Indian Army, General Deepak Kapoor, wanted to put in his papers in the second half of January this year, more than two months before he was due to retire on March 31, according to top official sources. They reveal that General Deepak Kapoor wanted to resign from service when he received unprecedented written "advice" from his boss, Defence Minister AK Antony, to alter an earlier decision to slap his Military Secretary Lt Gen Avadhesh Prakash with administrative action. Forced to bow to the "advice" -- many in the Army wonder if he had a choice -- sources say the Chief was willing to throw in the towel and retire early.

Significantly, General Kapoor allegedly wanted to quit at a time when his successor had not yet been formally announced. Such an eventuality would have been decidedly uncomfortable for the government. With no successor named, Vice Chief Lt Gen Prabodh Bhardwaj would have had to officiate as Army Chief while the government busied itself with the paperwork for a formal successor. Sources say the news of the Chief's intention to quit reached the government -- it caused enough of a stir for the government to quickly announce the Chief's successor Lt Gen VK Singh on January 22 (it was scheduled to be announced at the end of January), and any embarrassment was averted. It is not known whether General Kapoor put in a formal resignation or whether the government prevailed upon him not to -- what sources say is definite is that he wanted to step down.

The sequence of events, as top sources now re-tell it, is significant. In the wake of the Sukna episode becoming a full-blown controversy, General Kapoor had taken a call, well within his rights as Chief, to ignore recommendations from his successor, that one of the accused, the Military Secretary, be sacked. Instead, Gen Kapoor recommended that the officer undergo administrative action. Sources say in the first of two meetings in the second-half of January with the Defence Minister, General Kapoor defended his decision, but was asked verbally to give it a re-think. Sources reveal that after he returned for a second meeting with his recommendation unchanged, Antony then issued written "advice" that Lt Gen Avadhesh Prakash undergo disciplinary proceedings. It was at this point, Gen Kapoor's aides now reveal, that he wanted out.

Indian Army Warns of Possible Cyber Attacks

By VIVEK RAGHUVANSHI
Published: 8 Apr 2010 13:59

NEW DELHI - The Indian Army has issue an alert to military establishments warning against possible large-scale cyber attacks aimed at government organizations or prominent corporations. It is not known when the directive was given, but sources said it was issued recently.

Indian Army organizations have been advised not to directly connect to the Internet, and the warning states that attacks may originate from any part of the world.

The directive was issued by the Computer Emergency Team of the Indian Army.

The directive coincides with media reports in which a group of Canadian and American cybersecurity researchers said in their report, "Shadows in the Cloud," that China-based online espionage gangs have accessed classified documents from several Indian defense and security establishments.

All major defense systems of the Indian military are digitized, including the air defense systems, which are connected across the country, and electronic warfare systems.

While the Indian military has digitized all its fighting assets, including arming the forward troops with digital systems, and set up network-centric warfare systems worth billions of dollars, the country is not prepared to protect these assets from cyberwarfare attacks, according to senior Indian Defence Ministry officials and defense analysts.

Rs. 3-crore ITBP facility for Madurai

The 45th battalion of the Indo-Tibetan Border Police (ITBP) — first of its kind in South India — would come up on a 80-acre complex at a cost of about Rs. 3 crore at Edayapatti in the district, said ITBP Director General R.K. Bhatia here on Friday.

The ITBP Battalion's presence in such a location would not only help rotate the personnel for posting in different areas but also facilitate in moving the force swiftly to other States to attend to internal security duties, he told reporters after participating in the ‘bhoomi puja.'

About 20 such battalions were created in the last three to four years in different parts of the country. “We are recruiting personnel from all States, including a large number from southern States,” he said.

“The ITBP used to deploy its personnel in the plains after they completed two years in border outposts, the reason why we needed locations such as Edayapatti. Fortunately, in Madurai, we have been allotted a good piece of land,” he said.

A training centre of the ITBP would also come up in the adjoining Sivaganga district. “We are in the process of beginning work there. It will be an advantage to have the training centre close to the battalion.”

Later, speaking to ‘The Hindu,' he said that they ‘bhoomi pujas' would be performed for establishing battalions at Belgaum in Karnataka and Bhubaneswar in Orissa. In about four to five years, complete infrastructure would be in place at Edayapatti, while in six months from now, semi-permanent structures would be ready for operational purposes.

Bedises Shivpuri in Madhya Pradesh, it would be a permanent battalion. “Only when there is rotation in the border, our personnel could be rotated company wise. We would like to send them to places nearer to their home base.”

Apart from senior officers from the ITBP, including Inspector General of Police Pramod Asthana, DIGs of Police I.S. Negi and Sushil Kumar, others present a the ‘bhoomi puja' were Commissioner of Police P. Balasubramanian, DIG of Police Sandeep Mittal, Superintendent of Police M. Manohar and Assistant Commandant I. Solairaja.

CRPF jawan loses vision, but not heart

Dwaipayan Ghosh, TNN, Apr 11, 2010, 12.34am IST

NEW DELHI: He might have lost his eyesight but not the courage to fight. On Saturday, when Aditya Singh, 21, was told he might never see ever again, the CRPF constable insisted he wanted to return to the Dantewada forests to fight the Maoist rebels.

"I want to meet them one more time. They have physically injured me, but my spirits have not died just yet," said Aditya from his hospital bed. The constable from Jarol village in UP's Bulandshar district is one of the two jawans of the 62nd CRPF battalion who survived Thursday's attack in which 76 policemen were killed.

A senior doctor said Aditya had "lost complete sight in his left eye...has partial vision in the other...but may not be able to see for the rest of his life."

Aditya, who has two small children, said he was injured when a bullet hit his AK-47.

Recalling the early morning ambush in Dantewada in Chattisgarh, Aditya Singh (21) a CRPF constable and a father of two small children, said, "We were returning to our base around 6am when the Maoists attacked us. I fired 120 rounds at them."

"One of their bullets grazed past my face, but I was not bothered. But a bullet hit my loaded AK-47 magazine. It exploded in my face. I lost consciousness," he recalled the attack. "When I regained my senses, I was in terrible pain. Six hours later, the rescue party found me and took me to hospital. Doctors said the ultras had tried to gouge out my eyes to make sure I didn't survive."

According to Ajay Chaturvedi, the CRPF spokesperson, Aditya joined the paramilitary forces three years ago. "He was seriously hurt in the attack and was admitted to a hospital in Raipur. But as his condition deteriorated, his eyes needed to be operated upon urgently. After the doctors there said they did not have the facilities for such a complicated operation we decided to shift him to Delhi. He was underwent surgery at AIIMS the same night," Chaturvedi told Times City.

A team of doctors under the supervision of Dr Tushar Agarwal, assistant professor, ophthalmology, AIIMS, conducted the reconstructive surgery of both eyes on Friday night. "We have conducted the primary repair surgery for the right eye and the reconstructive surgery of the left eye. He has lost vision in his left eye and attempts are on to restore sight in the right eye," said a doctor with the AIIMS ophthalmology department. "When we first assessed his condition, we found his left eyeball missing. The rear of the retina in the right eye was severely damaged. There was detachment of the retina."

According to CRPF sources, the organisation will bear the entire cost of Aditya's medical treatment. The brave jawan's elder brother, Ajit, said Jagdalpur was Aditya's first posting.

Two-day Unified Commanders' conference from today

Naxal menace, prevailing security scenario in Jammu and Kashmir and upgradation of infrastructure along the border with China are some of the issues likely to be discussed during the two-day Unified Commanders' conference from Friday.

The conference, to be inaugurated by Defence Minister A K Antony, is likely to discuss insurgency challenges besides the conventional threats from China and Pakistan, Defence Ministry sources said.

The issue of involving armed forces in tackling Naxal menace and impact of the Maoists' movement on the national security are likely to be deliberated by the tri-service commanders, they said.

After the Dantewada massacre, where 76 security personnel were killed by Maoists, there were demands from various quarters to involve armed forces and use air power in anti-Naxal operations.

The armed forces have already expressed reservations on involving them in the operations against the Left-wing extremists.

Upgradation of military infrastructure in the Northeast to tackle the Chinese threat is also expected to come up for discussion, they said.

India is building strategic roads, deploying major frontline combat aircraft such as Su-30MKI and raising new Mountain Divisions as part of efforts to match the Chinese build up along its boundary.

Prevailing security scenario in Jammu and Kashmir and infiltration from across the border into the state are also among the topics to be touched upon, the sources said.

Besides, the senior Commanders will focus on increasing their preparedness and extending jointness among the armed forces during the conference, they said.

Key achievements of the Headquarters Integrated Defence Staff (HQ IDS) and the issues before it will be discussed.

Chairman, Chiefs of Staff Committee, Air Chief Marshal P V Naik, Army Chief General V K Singh and Navy Chief Admiral Nirmal Verma will be among those addressing the conference, the overall theme of which is 'Victory through Jointness'.

Heads of various tri-Services training institutions such as Andaman and Nicobar Islands Command, Defence Services Staff College and National Defence Academy along with various senior military officials would also take part in it.

Long-standing demands of villagers taken care of by Army

Initiatives under Operation Sadhbhavana

TINSUKIA : The Army today gifted the residents of Hatiali village in Dibrugarh district with an modern contemporary shelter fitted with basic amenities like toilet and water facilities. The project was instituted by the DAH division and executed under the aegis of 18 Jat battalion.

The complex was inaugurated by Veer Nari Meera Das, wife of late Sub Chandan Lal Das, who recalled the efforts of the Army to provide amenities to the citizens of the area under Operation Sadbhavana. She said such initiatives under taken by the Army have been an inveterate part of the Army's efforts to complement developmental efforts of the civil administration and the State and Central Governments. The Veer Nari also said that this would strengthen the civilian–Army relationship in a big way.

In addition to a shelter-cum-bus stand, a toilet has also been erected adjacent to it. This has been a long standing demand of the locals from the far flung villages who had to come to Hatiali for onward transportation on the National Highway. The locals were highly appreciative of this gesture of the Army.

The inauguration was followed by a colourful cultural program featuring Bihu dance and a troupe of children from Hatiali ME School who gave a scintillating performance of patriotic songs. Heavy rains witnessed during the function failed to dampen the spirit of the locals. The inauguration ceremony was attended by a strong crowd of villagers from Hatiali and nearby areas, showing the popularity of such initiatives of the Army.

Mumbai police commandos better than the NSG: Sivanandan

Mumbai police commissioner Dhanushkodi Sivanandan is confident that the 1,000-strong police commando team that has been "trained by the best professionals in the world" are better than even the National Security Guards as far as their preparedness to handle 26/11-like terror attacks are concerned.

He was replying to a question from the audience at a seminar on 'Fight against Terrorism' [ Images ] on whether the Mumbai [ Images ] police commandos were as good as the NSG commandos.

"Our answer will be (Mumbai police commandos are) better than the NSG," he told a packed house at Chembur in suburban Mumbai. He assured Mumbaikars that the city police is now well-prepared to handle any emergency. To combat terror attacks the Mumbai police has requisitioned 39 combat vehicles and very soon they will be inducting bullet proof combat vehicles too, he said.

Talking about how tech-savvy the police force has become he said his mobile teams now use GPS (global positioning system) technology to reach the area of crime in 2 to 5 minutes.

However, the fact that no amount of sophisticated imported technology will help Mumbai police solve crimes or acts of terror without active cooperation of the people of this city, he said. He was emphasising on the point highlighted by strategic expert and rediff.com columnist B Raman who while speaking at the seminar observed that the London [ Images ] Metropolitan police succeeded in containing acts of terror in London post the July 2005 train bombings there because of the active cooperation from various communities in the city.

West Bengal [ Images ] Governor M K Narayanan earlier delivered the keynote address at this seminar followed by Dr Anil Kakodkar, former chairman, Atomic Energy Commission, Dr Raghunath Mashelkar, former Director General CSIR, and foreign policy expert G Parthasarthy.

Later addressing a press conference on the sidelines of the seminar the Mumbai CP said that shifting of IPL semi-finals due to the spate of bomb blasts in Bengaluru [ Images ] recently to Navi Mumbai is a compliment to capability of the Mumbai and Maharashtra [ Images ] police.

"I take that as a compliment and the confidence entrusted by the country. I would only say that all the IPL matches conducted in the city went without any problem. Even the teams staying in various hotels in Mumbai are our responsibility."

We are giving the Navi Mumbai police all the technical and manpower support that has been asked.

"Even though the semi-finals will not take place in my area (Mumbai city jurisdiction) I can assure the people that everything will go off well. I request the people to not feel the pressure and go out to the stadium to enjoy the game," Sivanandan said.

The first of the two semi-finals and the game for the third position and the finals on April 25, will all be held at D Y Patil Stadium in Navi Mumbai.

Indian Army chief urges extra vigil in Kashmir

Indian Army chief Gen. V.K. Singh Wednesday called for a high degree of vigil in Jammu and Kashmir, both on the borders and in the hinterland, as the challenges had "multiplied" in view of increased infiltration attempts into the state.
Addressing officers at the Northern Command headquarters in Udhampur, 66 km north of here, on his first visit to the state after assuming office March 31, he said: "The challenges for the army have multiplied in the state of Jammu and Kashmir as attempts are being made from across to push in terrorists into this side."

The major theme of the army chief's address related to the infiltration from across the Line of Control (LoC) and also the "challenge" to maintain peace in the state.

During his visit, which stared Tuesday when he landed at Leh, Singh also visited Srinagar, where he reviewed the security situation in the Kashmir Valley.

The troops under the Srinagar-based 15 Corps are responsible for guarding the LoC that divides Jammu and Kashmir between India and Pakistan and are also committed to fighting terrorists in the hinterland.

At Udhampur, Singh also reviewed the security situation in the state with the Northern Command chief, Lt. Gen. B S Jaswal.

Later Wednesday evening, Singh arrived at Nagrota, near Jammu, the headquarters of the 16 Corps.

He is also scheduled to meet Governor N.N. Vohra and Chief Minister Omar Abdullah before returning to New Delhi on Thursday.

IGNOU awards certificates to 308 army personnel

A total of 308 personnel below officers rank (PBOR) of the Indian army were awarded degrees, diplomas and certificates by the Indira Gandhi National Open University ( IGNOU) Wednesday in different courses of telecommunication and computers.

The PBORs were from the army's corps of signals in Jabalpur. The ceremonial function took place at the Defence Research and Development Organisation (DRDO) headquarters in the national capital under project Gyandeep, launched last year.

'The aim of the project is to confer educational certification to PBORs by according recognition to in-service training carried out by individuals during the span of their service career,' an army official said.

'We want to empower all PBORs by arming them with a diploma and degree so as to facilitate a second career post-retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues,' the official added.

BSF fires in air over suspicious movement along Indo-Pak border

JAMMU: The BSF fired in the air following suspected movements of militants along the Indo-Pak border in Samba and Kathua districts in the wee hours.

According to officials, the troops of forward Chak Faqira border outpost observed some movement of infiltrators near the International border in Hiranagar belt of Kathua.

The troops fired a few para bombs to light up the area and then fired 15 to 20 rounds in the air, they said, adding there was no response from the other side.
