What he is saying is the evolution of era that took place in Russian tanks during the war
He is basically advocating that baseline t-90 protection is not that enough and IA should think about upgradation
That's what I understood by looking into his previous tweets too

Light Green is MI or TA , dark green is Infantry including Mech. IMO can't tell what the shade denotes as color standardization is so shit and material used are so shit as they fade

4.SPAAG = 103 (Might be cancelled)
5.AA Guns = 220
6.105mm/37cal MGS = 110*
7.Protected Mobility Vehicle (HA) = 500
8.Protected Mobility Vehicle (S) = 700
9.Light Armored Multipurpose Vehicle = 800
10.Wheeled Armored Platform + ATGM = 105
11.FRCV = 1770
12.FICV = 1750
13.Light Bullet Proof Vehicles = 375
14.All Terrain Vehicles = 250
15.Aerial Targeting System = 10
16.High Mobility Reconnaissance Vehicle = 91
17.Logistics Rough Terrain Vehicle = 300
18.Vehicle Mounted Infantry Mortar System = 50
