UP Man Pretending to be Army Officer Tries to Gatecrash India-US Military Exercise




A two-week long joint military exercise, which began on Sunday as part of the bilateral defence cooperation between India and the US, witnessed an unscheduled intruder on day one.

A man from Uttar Pradesh’s Meerut on Sunday posed as an army officer and tried to enter the area where the exercise ‘Yudh Abhyas’ — one of the longest running joint military training exercises between India and the US — had just begun. This is the 14th edition of the joint military exercise, which is hosted alternately by the two countries. It is taking place in Chaubattia area in Uttarakhand’s Almora district.

According to a report in Hindustan Times, Rahul, 22, in army uniform and with ‘Army CO’ (commanding officer) written on his car, tried to enter Chaubattia, but army personnel stopped him and asked for his identification papers, which he could not produce. Rahul’s vehicle was seized and he was handed over to the police. He has been booked under various IPC sections, including 140 (wearing garb or carrying token used by soldier, sailor or airman), and others related to cheating and forgery. He will be produced in the local court on Monday.

The military exercise, which will conclude on September 29, will see the participation of 350 personnel of the US Army and similar strength from the Garud Division of the Indian Army.

Army was ready for the long haul during Doklam: Lt Gen Praveen Bakshi



The Army was given freedom to act as deemed necessary and it was prepared for the long haul during the Doklam stand-off last year but a full-fledged war was ruled out, said Lt. Gen. Praveen Bakshi (retd), then Eastern Army commander on Friday.

“When the decision was taken, I can confess, in my opinion it was not going to break into an all-out war. We had to factor that in for the simple reason, it was the wrong place to initiate a war. We were commanding heights… We were prepared for a long haul,” Lt. Gen. Bakshi said . He was speaking at an event on Doklam organised by the Institute of Chinese Studies.

Lt. Gen. D.S. Hooda, then heading the Northern Command, said recent major stand-offs were in areas where India had strength, whether Doklam or Chumar.

“We will see more of these incidents. Certainly we haven’t seen the last of it. And the big worry is if it happens in an area where our infrastructure is not as well built up as in Ladakh or even in Sikkim… I think we will see something happen,” Lt. Gen. Hooda cautioned, calling parts of Arunachal Pradesh a huge worry.

Lt. Gen. Hooda also called for alternate plans in case China makes a transgression in an area of vulnerability. Observing that India was fortunate in Doklam, as its infrastructure was good, allowing the Army to respond quickly, he questioned: “What if it happens in some other area where we cannot respond as well and therefore, would there be a need to open up some pressure point in another area. May be we don’t need to do it. But we need to start making plans for that.”

He also called for a review of the existing protocols to deal with such stand-offs as they do not cater to situations like Doklam where thousands of soldiers moved in. Both the former commanders called for urgent attention to build infrastructure in vulnerable areas.

The Indian Army and Chinese PLA were engaged in a stand-off at Doklam near the India-Bhutan-China tri-junction from June 16 to August 28 in 2017 which ended after long diplomatic parleys.

No move to cut strength of armed forces: Centre



The government on Wednesday accused the Congress of rumour-mongering and denied that there was any move to reduce the strength of armed forces, as reported by some media houses.

“No proposal for reducing the strength of the defence forces, as alleged by the Congress, is under the government’s consideration.

Unlike its predecessor, this government has taken specific and decisive steps to translate into action its commitment to ensuring the country’s defence and security.

The government also attaches the highest priority to modernise our armed forces and ensuring their preparedness in accordance with the emerging challenges, and strategic and technological imperatives,” said authoritative sources in the government.

A granite slab erected in Bengaluru in the honour of 26/11 martyr Major Sandeep Unnikrishnannan was vandalised by unidentified miscreants on Sunday evening. Following the vandalism, there has been a massive outcry over the incident.

"We're anguished to know that Major Sandeep Unnikrishnannan's board of granite slab erected on a brick structure at Yelahanka in Bangalore has been smashed. We're requesting for immediate erection of board and investigation to punish culprits," Soldiering tweeted.

Major Unnikrishnan had died fighting terrorists in the 26/11 attacks in Mumbai. He was instrumental in rescuing 14 hostages from the clutches of terrorists who had swarmed the Mumbai hotel and killed hundreds of people. He entered the hotel in a group of 10 commandos and reached the sixth floor through the staircase. As the team descended the stairs, they suspected perpetrators on the third floor.

A few women were held hostages in a room which was locked from the inside. After breaking open the door, the round of fire by the perpetrators hit Commando Sunil Yadav, Unnikrishnan's colleague.

Unnikrishnan engaged the perpetrators in a gunbattle. He arranged for Yadav's evacuation for first aid.

Meanwhile, he chased the terrorists, who had escaped to another floor of the hotel. In the encounter that followed, he was shot from the back before later succumbing to his injuries.

According to NSG officials, his final words were, "Don't come up. I will handle them."

Indian Army needs to modernize war doctrines as much as structure

The Indian Army is carrying out a comprehensive exercise to restructure and modernize its force. From the few leaks and snippets available in the public domain, it appears that the exercise has three aims.

First, re-size the army so that flab is removed and operational capabilities increase. Second, enhance funds in the capital account for modernization by reducing expenditure under the budget’s revenue account (used for paying salaries and pensions). Third, carry out a cadre review that is long overdue, with a view to create more slots in successive higher ranks, so as to enhance pay and perks akin to their counterparts in the civil stream.

Linked to this are the aims to trim the army but have increased punch; save funds by pruning what is euphemistically called “The Tail” (still undefined and thus prone to various interpretations); and utilize savings for modernizing the military, which is also long overdue.

Many such exercises have been undertaken earlier, but when it came to implementation, nothing happened because hierarchies of the army and Ministry of Defense love the comfort of the status quo. A few changes made to tide over immediate challenges only scratched the surface, having no lasting effects.

Changes in force structure are necessitated by national interests and strategic imperatives, as well as changing threat assessments. Other factors are nuances of future battlefields; fiscal outlays; changes due to the nuclear dimension; and national aspirations. As an example, since protracted regional wars are unlikely, the restructuring should fit in with plans of time-bound and fast-moving operations, which will also keep the adversary politically destabilized and economically burdened.

Restructuring must be a balance between manpower, weapons and force-multipliers; within fiscal realities; and if budgets continue to be what they have been, the army would need to reduce manpower but increase combat potential with more modern weapons and equipment.

Restructuring organizations of units/formations is only one aspect. The aim should be to optimize doctrines and concepts; restructure higher defense organization and the field force; manage high-grade internal conflicts; streamline logistics; and upgrade human-resources development.

This series of articles will confine itself to suggestions on restructuring of combat and combat support arms, as space does not permit delving into the aspects of logistics and human-resources development, which are equally important.

Important changes needed are a major doctrinal shift from “attrition” to“maneuver,” with the aim of creating “strategic dislocation” and psychological paralysis in the minds of enemy military commanders and political leaders. The essence of all operations must be proactive, bold and offensive. Force multipliers must be used for all operations, especially for enhancing mobility in obstacle-ridden terrain and in mountains.

Starting at the very top, India urgently needs an integrated Ministry of Defense, which is currently wholly staffed by generalists of the Indian Administrative Services, who have little or no knowledge of matters military. Procrastination of the government about appointing a chief of defense staff (CDS) and theater commands must end, so that joint, well-thought-out strategies and quick decisions emerge.

A major weakness of the Indian Army is its excessive focus at tactical levels resulting in maximum attention on the contact battle; focus on capture and re-capture of objectives; and isolated offensives resulting in lack of synergy.The requirement is to achieve concentration of force at decisive points.

At present, the army carries out planning at the corps level and implementation is left to lower levels, with the corps headquarters only dispensing resources and carrying out coordination. What is needed is to plan, conduct and synergize operations at corps level. This will lead to integrated employment of all resources and optimum exploitation of striking power.

With a view to playing a dominant and effective role in the expanded Southern Asian Region, limited force-projection capability is a must, as is capability for punitive response to provocations short of war. In its secondary role, the army should support counterinsurgency (CI) operations, but without diluting conventional capability. The mantra for this must be to carry out CI tasks and de-link fast, and not as it is at present, that is, prolonged deployments stretching over decades.

The pillars of India’s nuclear strategy must continue to be minimum strategic deterrence; enhanced missile capability; triad; transparent command and control structure; and credible retaliatory capability.

The army’s conceptual framework should be based on one-front scenarios; proactive strategy; maneuverability approach; focus on operational level of war; no tactical or logistics pauses; and simultaneity of operations.

On being questioned about Imran Khan's recent peace proposal to Prime Minister Narendra Modi, General Rawat said attempts are being made to create hurdles in the peace process by promoting anti-India activities from Pakistan-occupied Kashmir (PoK) when near-simultaneously the Pakistan leadership is sending messages for peace and talks. Army chief General Bipin Rawat said Pakistan Prime Minister Imran Khan may be extending an olive branch to India to improve ties between the two countries but it is the Pakistan Army which plays spoilsport.

In a clear message to Imran Khan, Pakistan Army chief General Qamar Javed Bajwa and terrorist organisations, General Rawat said the Indian Army will launch surprise attacks, just like the surgical strike whenever it feels it’s necessary to act against the enemy and the Army has prepared a blueprint in this regard and is updating it time to time. Issuing a stern warning to General Bajwa, the Indian Army chief said Bajwa should realise that they (Pakistan Army) are not going to succeed against India by promoting cross-border terrorism.

Speaking on the Pakistan Army’s nuclear-trigger bullying, General Rawat said the Indian Army is used to such threats and is well prepared to respond to any misadventure by the neighbour. He advised Pakistani armed forces to take necessary steps to protect their nuclear weapons from falling into the hands of terrorists. General Rawat warned Pakistan that the country will sink if it harbours terrorists and uses them as a tool against India. India is on the rise and the country will continue on its path of economic development, no matter what Pakistan wants to do, General Rawat said.

He said the Indian Army is a disciplined force while the Pakistan Army is doing barbaric acts against Indian soldiers, which is unacceptable and violates international conventions. The Army can pay Pakistan in its own coin but the final decision must rest with the government, he said.

Surgical Strike Hero Lance Naik Sandeep Singh Martyred After Killing Three Terrorists In J&K

Lance Naik Sandeep Singh, who was among the braves of surgical strikes, lost his life in Jammu and Kashmir, on Monday, while fighting terrorists. He was hit by multiple bullets during the operation on Monday. He will be laid to rest in Gurdaspur today afternoon.

Singh was the part of the elite special forces which conducted the 2016 surgical strikes in Pakistan. He is survived by his wife and a five-year-old son.



Three terrorists were also killed in the anti-infiltration operation along the Line of Control (LoC) in Tangdhar in J&K on Monday. On Sunday, two terrorists were killed in the gun battle. According to Mumbai Mirror, Singh was leading the search party of 4 Para commandos in the Tanghdar sector. Noticing suspicious activities, he deployed his squad and moved further to ascertain their presence.

Prime Minister Narendra Modi, Defence Minister Nirmala Sitharaman and National Security Advisor (NSA) Ajit Doval besides top officials of the Ministry of Defence (MoD) will address crucial conference of Military Commanders at Jodhpur, Rajasthan on September 28 in which situation along Pakistan frontiers especially in Jammu and Kashmir and security situation in the Valley will figure predominantly.

This is a rare occasion when the conference of top Military Commanders, which will be attended by Army chief Gen Bipin Rawat, Navy chief Admiral Sunil Lanba and Indian Air Force (IAF) chief Air Chief Marshal Birender Singh Dhanoa, is being held outside the national capital, official sources told the Excelsior.

The three Services chief would brief the Prime Minister and the Defence Minister on situation prevailing along International Border (IB) and Line of Control (LoC) with Pakistan, mainly in Jammu and Kashmir, Line of Actual Control (LAC) with China in five States of J&K, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh and situation in the Kashmir valley, where militants had been targeting police personnel and civilians, mainly with a view to sabotage Panchayat and Municipal elections, besides other strategic issues.

Describing presence of Prime Minister Narendra Modi and his address to top Army Commanders including three Service chiefs as very significant, sources said the Prime Minister, the Defence Minister and the National Security Advisor could outline defence policy, doctrine and operational challenges and take detailed view of the situation from top Commanders of the country.

Significantly, the high-level conference of Army Commanders is being held just a day before the country will celebrate second anniversary of Army’s successful surgical strikes against Pakistan at four places in Jammu and Kashmir. The Army had eliminated number of militants and destroyed their camps during surgical strikes on September 29, 2016. The second anniversary of the surgical strikes is being observed with great pomp and show to boost morale of the soldiers.

The country’s security challenges, current structure of the three services and how to make them modern and strengthen them is expected to be discussed at the conference.

Though the agenda of the conference is classified, but it is expected that the Prime Minister will be sending a strategic message to Imran Khan led new Government in Pakistan.

In this conference, defence strategy, operational preparations and policies of the three services will be discussed where the three Chiefs will be in open communication with the Prime Minister, sources said.

It is expected that the PM will make the officials aware about his Government’s vision, policies and intentions. At the same time, the Commanders will openly discuss the strength and weakness of the forces. Apart from this it is expected that a future defence strategic policy could also be discussed prominently.

The high-level conference also comes close on the heels of first incident of mutilation of BSF jawan’s body on the International Border (IB) in Ramgarh sector of Samba district by the Pakistani Rangers recently and stepped-up violence in the Kashmir Valley including the killings of police personnel and civilians ahead of Panchayat and Municipal elections, which were scheduled to be held shortly and process for which has already been initiated.

“Kashmir situation has been on top of agenda of the Central Government as well as top brass of the Army. A threadbare discussion will be held on more steps required to tackle infiltration attempts by the militants on the Line of Control (LoC) with Pakistan and neutralize the militants in the Valley especially South Kashmir, where there was high presence of both foreign and local ultras,” sources said, adding that security forces could take some pro-active steps to tackle militancy in the Valley as well as check infiltration attempts on the LoC and IB.

Only yesterday, Army chief Gen Bipin Rawat had stated that stern action was needed to teach Pakistan a lesson for barbaric killing of the Border Security Force jawan Narender Singh in Ramgarh sector of Samba district, who had been tortured and killed.

Sources said the troops were fully prepared to meet with any eventuality in the wake of killing of the BSF soldier in Ramgarh sector. However, at the same time, the Government has to keep in mind the successful conduct of Municipal and Panchayat elections in Jammu and Kashmir, the process for which has already been initiated and was at advanced stage.

The Indian intelligence agencies believe that Pakistan is involved in the recent killings of special police officers in Jammu and Kashmir. According to a report in The Times of India, the intelligence agencies received the information as they intercepted messages of Pakistan’s ISI.

As per the report, the intercepted messages suggested that there were “pinpointed instructions” to terrorists to kills the SPOs after abducting them.

A major reason for the cancellation of talks, between External Affairs Minister Sushma Swaraj and her Pakistani counterpart Shah Mehmood Qureshi, by India are the revelations of these intercepted messages from Pakistan’s ISI, said the report.

The instructions revealed through the intercepted message were so elaborate that the ISI had even mentioned the names of the SPOs who were to be targeted and killed by the terrorists functional in Jammu and Kashmir.

The three SPOs killed by the terrorists were – Nisar Ahmad, Firdous Ahmed and Kulwant Singh.

This comes a day after Pakistan reacted angrily to the cancellation of talks by New Delhi, with country’s foreign minister saying India’s move was triggered because of its internal issues.

Pakistan-based Geo News quoted Qureshi as saying that India cited an issue that took place in July to cancel talks that would have taken place now. The Pakistan foreign minister said that what New Delhi did was “not appropriate”.

Qureshi further accused India of “crushing diplomatic protocol” by cancelling the talks scheduled to be held on the sidelines of United Nations General Assembly (UNGA) session in New York.

Pakistan foreign office had also released a statement saying reasons cited by India for cancellation of talks were “entirely unconvincing”. The statement further claimed that Pakistan military had no role in the killing of Border Security Force (BSF) jawan recently.

The reasons cited by the Indian side for the decision to cancel the Foreign Ministers' meeting, within 24 hours of its public confirmation, are entirely unconvincing. The so-called "disturbing developments" alluded to in the Indian statement predated the Indian agreement to hold the bilateral meeting in New York,” read the statement released by the Pakistan government.

India looks to procure Spike missiles


A deal to procure the Spike anti-tank guided missiles from Israel through the government-to-government route has been brought before the Defence Acquisition Council (DAC) for approval. However, some validation trials have to be held before the deal is signed.

“Validation trials of the infrared seeker (IR) are to be held. Once the DAC accords approval, the trials will be performed during the summer,” a defence source said.

Not up to the mark
The deal will feature on the agenda of the DAC which is scheduled to meet early this week. The deal is for 170 launchers, 4,500 missiles and 15 simulators.

Another defence source said the missile did not perform as desired in the previous trials during peak summer temperatures in the desert, and hence the need to validate its performance.

The earlier deal was cancelled in January after protracted negotiations, just ahead of the visit of Israeli Prime Minister Benjamin Netanyahu to India. It was decided that the requirement could be met through the indigenous man-portable missile being developed by the Defence Research and Development Organisation.

Off the shelf
However, as the Army is faced with a huge shortage of anti-tank guided missiles and the indigenous system missed development deadlines, it was decided that a smaller number will be procured off the shelf through the government-to-government route.

The earlier $500-million deal for Spike missiles was accorded Acceptance of Necessity (AoN) by the DAC in 2009 and was approved in October 2014, but contract negotiations dragged on over cost and technology transfer. The deal was for 8,000-plus missiles and 300-plus launchers, along with technology transfer to build them in India.

Spike is a third-generation, fire-and-forget, man-portable missile manufactured by Israel’s Rafael.

In all, nearly 40,000 missiles are required to equip the Army’s 382 infantry battalions and 44 mechanised regiments.

The indigenous low-weight missile was successfully flight-tested twice by the DRDO from the Ahmednagar test range last week

Eastern command posting puts Lt Gen Mukund Naravane in reckoning for top army job


A game of musical chairs is being played with the top brass of the Army with an officer who was relegated to a training command being shifted to the operationally sensitive East to give him a shot at the top post of Army chief next year.


Lt Gen Mukund Naravane, who was posted as the head of the Army’s Training Command in December last year, would be the senior most officer of the Indian Army when General Bipin Rawat retires next year. While in the past the seniority principle has been followed to appoint Chiefs, the BJP government had selected Rawat to the top post in 2016 by bypassing two officers.

Nevertheless, Naravane’s posting to the backwater training command had come as a surprise last year, as the officer would not have got operational experience that is needed for the top post. His junior, Lt Gen Ranbir Singh was however posted as the Northern Army Commander in May this year.

Sources told ET that orders have been signed by the defence ministry to shift Naravane to Kolkata to head the Eastern Command that would give him the necessary operational experience.

A choice to succeed Gen Rawat would be taken by the government only months before he retires in December next year. The current Eastern Army Commander Lt Gen Abhay Krishna is being posted to the Central Command that is headquarted in Lucknow. The command looks after the Uttarakhand border with China that has seen an increasing intensity of transgressions.

The shifting around of posts is taking place as two senior officers – the head of the Central Command and the Southern Command – are retiring at the end of this month. Lt Gens Sanjiv Chopra and PS Rajeshwar are being elevated to the position of Army Commanders to take up the vacant positions in the South and at the training command.
