Online Quiz Competition on Gallantry Awards

In order to inculcate spirit of nationalism and patriotic feeling among youth and masses, an online quiz competition on gallantry awards (Param Vir Chakra, Mahavir Chakra, Vir Chakra, Ashoka Chakra, Kirti Chakra and Shaurya Chakra) will be conducted by Ministry of Defence in coordination with MyGov.in from 1-10 January 2018. Questions for the quiz will be primarily based on the information available in respect of the gallantry awards and awardees on online portal www.gallantryawards.gov.in - launched on the 15 August 2017. Salient features of the quiz are as under:

• Online quiz on gallantry awards will be conducted by the MyGov at https://quiz.mygov.in during the span of 10 days from 1-10 January, 2018.

• It will be bilingual i.e., in Hindi and English.

• It will be conducted under two categories i.e., one below 18 years of age and another 18 years and above.

• There will be five prizes in each category i.e., 1st, 2nd, 3rd and two consolation prizes. Winners of the quiz will be awarded cash prizes along with trophy in both the categories as under:

o 1st Prize Rs. 1,00,000/-

o 2nd Prize Rs. 75,000/-

o 3rd Prize Rs. 50,000/-

o Consolation Prize (Two Nos.) Rs. 15,000/- each

Winners of the quiz will be felicitated during the Republic Day Celebrations - 2018. They will be invited to witness the Republic Day Parade on 26 January and Beating Retreat on 28 January. Arrangements for the stay and transportation of the winners from outside Delhi for five days [25 January (Arrival in Delhi) to 29 January (Departure from Delhi)] will be made by the Government. They will be provided 3rd AC rail ticket (including Rajdhani/Shatabdi Express) for to and fro journey or reimbursed this amount. In case of winners in the category below 18 years, arrangements for hospitality of one guardian will also be made. Further, in case of female winners, arrangements for the hospitality of one companion will also be made.

Group of students from Arunachal Pradesh call on MoS (Home) Shri Kiren Rijiju

A group of 24 students from Dibang Valley of Arunachal Pradesh attending the National Integration Tour, organised by the Indian Army’s 19th Mountain Division of Jammu & Kashmir Rifles, called on the Minister of State for Home Affairs, Shri Kiren Rijiju here today. The tour is being organized from December 24, 2017 to January 06, 2018 to the National Capital and Agra and Lucknow.

Speaking on the occasion, Shri Rijiju complimented the J & K Rifles for organizing the National Integration Tour for giving children from the remote region an opportunity to visit the national capital and other historic cities to discover the grandeur of India.

While interacting with the students, Shri Rijiju said that the National Integration Tour is a good initiative taken by the Army since this is the first visit outside the state for a majority of these students. He called upon the children to share their experiences with family and friends back home. He also advised them to do hard work in pursuing their studies and professional carriers.

The aim of the National Integration Tour is to promote harmony and awareness. The tour is aimed at integrating the students with the nation and promoting concept of unity in diversity. The students are visiting landmarks like the Taj Mahal, Fatehpur Sikri, Agra Fort, Imam Bara in Lucknow and Rajghat, India Gate, National Museum, Pragati Maidan and Delhi Metro in Delhi.

Union Home Minister to celebrate the New Year with Himveers of ITBP

Shri Rajnath Singh reaches 12th Battalion, ITBP Matli, Uttarkashi, Uttarakhand on a 2-day visit

On the eve of New Year, the Union Home Minister reached the 12th Battalion of Indo-Tibetan Border Police (ITBP) based in Matli, Uttarkashi today. Shri Rajnath Singh met the families of jawans residing in the family quarters of the Unit premises and greeted them. He will also join the ‘Bara Khana’ with the jawans later this evening.

On the second day of the visit tomorrow, the Union Home Minister will proceed to the Forward Posts to greet the ITBP jawans deployed at the Border Out-Posts (BOPs) of the Himalayan borders in Uttarakhand. Shri Rajnath Singh will reach the Nelong BOP of the ITBP located at 11,636 ft MSL. Director General, ITBP, Shri RK Pachnanda and senior officers of ITBP are accompanying the Union Home Minister.

This is the first ever visit by the Union Home Minister to the Nelong Valley. Earlier this year in September-October, Shri Rajnath Singh had visited Mana, Lapthal and Rimkhim BOPs besides various other formations of ITBP- Mountaineering & Skiing Institute at Auli near Joshimath and Gauchar and had celebrated Dusehera with ITBP jawans.

Home Minister Rajnath Singh will ring in the New Year with Indo-Tibetan Border Police (ITBP) troops in Uttarakhand’s Nelong valley along the China border. This visit comes days after Chinese military said India should “strictly control” its troops.

This would be the Home Minister’s second visit to the Sino-Indian border area in Uttarakhand after his 4-day tour of the region in September. It was one of the firsts by a senior minister in the Narendra Modi-led government to China border after the resolution of the stand-off in Doklam.

Singh would celebrate the New Year on Monday with ITBP personnel at Nelong Border Outpost (BoP) situated at the height of 11,700 feet. The border outpost is in Nelong valley that is surrounded by high mountains and where temperature dips upto minus 15 degrees Celsius. The Home Minister is expected to reach ITBP’s 12th battalion headquarters on Sunday in picturesque Matli, located at 3,400 feet on the banks of Bhagirathi river, where he will attend a cultural programme by jawans and their family members.

He will also visit PDA or Pulam Sumdha (altitude 14,200 feet), Kopang (8,700 feet) and Bhairon Ghati (9,150 feet), and will interact with jawans of the ITBP. The Home Minister would be accompanied by ITBP Director General (DG) RK Pachnanda during his visit. The Dokalam standoff began on June 16 after the People’s Liberation Army (PLA) began building a road in the area claimed by Bhutan.

The standoff ended on August 28 following a mutual agreement under which China stopped the construction of the road and India withdrew its troops. The about 90,000-personnel strong ITBP is tasked with guarding the 3,488 km long Sino-India border that stretches through Jammu and Kashmir (1,597 km), Himachal Pradesh (200 km), Uttarakhand (345 km), Sikkim (220 km) and Arunachal Pradesh (1,126 km).

Asked how the Chinese military viewed its relations with its Indian counterpart in 2018 in the backdrop of the Dokalam standoff, Chinese Defence Spokesman Col Ren Guoqiang on Thursday had said India should implement the border agreements and control its troops.

Chief of the Army Staff General Bipin Rawat visited the White Knight Corps (16 Corps) here to review the operational preparedness and the prevailing security situation. He was accompanied by the Northern Command chief Lt Gen D Anbu.

The Army Chief was briefed by Lt Gen Saranjeet Singh, General Officer Commanding (GOC) of the 16 Corps, about the preparedness of the White Knight Corps in dealing with the emerging and dynamically changing security situation and the measures taken to thwart any misadventure by forces inimical to peace.

The Army Chief visited the Rajouri sector where he was briefed on the operational readiness by the GOC, Ace of Spades Division. Four soldiers were killed in a ceasefire violation in the sector on December 23.

The Public Relations Officer (PRO) of the 16 Corps said the Army Chief visited forward posts along the Line of Control where he was briefed in detail on the actions being undertaken to ensure a robust counter-infiltration grid.

“He (the Army Chief) interacted with soldiers deployed on the forward posts and exhorted the troops to continue to remain vigilant and ever ready,” the PRO said.

General Bipin Rawat, while complimenting the formations for their unflinching efforts, said there was a need to remain prepared in order to counter the nefarious designs of the enemy, the PRO further said.

On the New Year Day, the Union Home Minister today visited the Forward Areas of the Himalayan borders in Uttarakashi district. He met the ITBP jawans deployed at the Nelong Border Out-Post (BOP) located at the height of 11,636 ft MSL. Shri Rajnath Singh had personal interaction with the jawans deployed at the icy heights of the valley.

Union Home Minister, while addressing the ITBP jawans during a Sainik Sabha, lauded their dedicated service done in tough circumstances at high altitudes of Himalayas in sub-zero temperature. He said that the Himveers are working with high morale and the MHA is aware of the invaluable services rendered by the ITBP personnel to the nation. He assured them that the Ministry is trying to extend all possible support to the Force to make it stronger.

Army chief General Bipin Rawat said on Tuesday that people should not get stuck into “microscopic identities” but instead rise together as one, as he exhorted the youth to join the force to feel the idea of India’s unity.

“You want to feel the oneness, join the Army, and see how we people, from different backgrounds, live together as Indians. Remember first, we are all Indians. We are proud of that, and the nation must come first. Then we can learn to live together,” General Rawat said.

“We are Indians and we don’t call ourselves as Bengalis or Assamese or from Arunachal Pradesh,” he said.

Gen Rawat was interacting with 27 youths from Assam and Arunachal Pradesh, who were in New Delhi as part of a national integration tour.

The students were visiting Delhi for the first time. They met President Ram Nath Kovind this morning.

The Army chief, later interacting with reporters, said: “We have to rise above the idea of microscopic identities and embrace ourselves as Indians.”

He underlined that development cannot happen if a region is affected with insurgency. He urged the Indian youth to work hard and contribute actively to the nation-building process, by becoming teachers, engineers, and doctors.

“Then go back to your villages and serve them. Assam has many good schools but not enough teachers. If there are hospitals in villages, not enough doctors,” he said.

The students presented the Army chief a ‘gamocha’ - traditional Assamese cloth, and a ‘xorai’ - a traditional offering tray with a stand at the bottom.

Of the 27 youths, 25 are from Assam and the rest from Arunachal Pradesh, an army official accompanying the group said.

Their tour was flagged off from Joypur, Assam, on December 26.

“We first reached Delhi by train and after that we went to Jaipur and Agra for sightseeing. In Jaipur, we saw the Hawa Mahal, Albert Hall and Amer Fort, and in Agra we saw the Taj Mahal and the Agra Fort.

“In Delhi, we visited Red Fort, Qutub Minar, India Gate, Birla Mandir and National Science Centre. Yesterday, the traffic was so heavy, we were stuck for hours near India Gate,” the official said.

The national integration tour is organised as part of the Army’s outreach programme to foster the “spirit of nation first”.

New Delhi: Delhi and six other cantonments have been identified for introducing "smart solutions" and upgrading civic amenities, the government informed Lok Sabha today.

The other cantonments identified for the project include Ambala, Deolali, Ferozepur, Meerut, Pune and Secunderabad, Minister of State for Defence Subhash Bhamre said in his written reply to a question in Lok Sabha.

Officials said online services will be introduced in the cantonments besides monitoring various amenities and facilities through use of information technology.

Last year, the Army finalised a plan to develop various cantonments in line with the government's smart city initiative.

Top Army brass had deliberated extensively on the implementation of the project during the commanders' conference last year.

Replying to a separate question, Bhamre said an armed forces tribunal had slapped a fine of Rs 5 lakh on retired vice admiral P K Chatterjee for alleged nepotism.

To an another query, Bhamre said to compensate for the unique aspects of defence services including the extreme conditions in which defence personnel operate, Military Service Pay (MSP) has been provided for upto the level of Brigadier and equivalent.

"Consequently, while the pay on initial induction of a civilian employee at the lowest pay level (in Level-1) is Rs 18,000, the pay on initial induction of a defence force personnel, who gets inducted at their lowest pay level which is Level-3, inclusive of MSP will be Rs 26,900," he said.

Similarly, he said, while the pay for a civilian officer inducted at Level-10 would be Rs 56,100, the pay for a defence service officer inducted at the same level, inclusive of MSP, will be Rs 71,600.

Family Pension to Divorced Daughters

There is no such proposal. However, vide Ministry of Defence letter dated 17.11.2017, divorced daughter is now eligible for ordinary family pension for life subject to fulfilment of the following conditions:-

  • When widow / widower of Defence personnel and eligible children below 25 years of age have ceased to be eligible to receive family pension and there is no disabled child to receive family pension.
  • Divorced daughter was dependent on defence personnel / pensioner or his / her spouse i.e. if decree of divorce had been issued by the competent court during life time of at least one of the parents or even the divorce proceedings had been filed in a competent court during the life time of the personnel / pensioner or his / her spouse but the divorce took place after their death.
  • She is not earning equal to or more than the sum of minimum family pension and dearness relief thereon.
As and when received, requests from divorced daughters for grant of family pension are replied in accordance with the existing policy.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri P. Nagarajanin Lok Sabha today.

Minority Youths in Armed Forces

Recruitment in the Armed Forces is based on merit and is open to all citizens irrespective of class, caste, community, region or religion. As such the record of data of recruitment in the Armed Forces on the basis of caste, community, region or religion is not maintained.

Various actions are taken to attract more applicants to join the Armed Forces. These include sustained image projection, participation in career fairs and exhibitions and publicity campaign to create awareness among the youth on the advantages of taking up a challenging and satisfying career. Further, Government has taken various steps to make Armed Forces’ jobs attractive including improvement in promotion prospects in the Armed Forces.

Further, to compensate for the unique aspects of defence service including the extreme conditions in which defence personnel are required to operate, Military Service Pay (MSP) has been provided for upto the level of Brigadier and equivalent. Consequently, while the pay on initial induction of a civilian employee at the lowest pay level (in Level-1) is Rs.18,000/-, the pay on initial induction of a defence force personnel, who gets inducted at their lowest pay level which is Level-3, inclusive of MSP will be Rs.26,900/-. Similarly, while the pay for a civilian Officer inducted in Level-10 would be Rs.56,100/-, the pay for a defence service officer inducted in level-10, inclusive of MSP will be Rs.71,600/-.

Compensation by way of allowances is also paid for the unique Risk and Hardship borne by defence personnel. Further, benefits in cash and kind are also admissible to Defence Service Personnel including (i) Free rations or Ration Money Allowance in lieu of free rations (ii) tax concessions available in Canteen Stores Depot (iii) Concession vouchers for travel in Railway and by Air.

Indian Army saw over 1,000 non-combat casualties in 2017


A total of 84 Indian Army personnel died in combat, while 1,131 died in accidents and of other reasons, Parliament was told on Wednesday.

While 84 soldiers suffered fatal battle casualties, 1,131 Army personnel died in road or train accidents or from other reasons, Defence Minister Nirmala Sitharaman told the Lok Sabha in a written reply.


She added that all operational casualties are analysed by initiation of detailed situation reports and after action reports.

"These reports are examined in detail and lessons learnt from previous operations are promulgated to all formations, units and sub-units. The shortcomings of operations conducted are meticulously deliberated to refine the battle drills," she said.

Sitharaman also said that in 2017, 12,600 Junior Commissioned Officers and other ranks and 204 officers of Indian Army opted for voluntary retirement.

While 200 officers from Indian Air Force took voluntary retirement, 30 officers and 15 sailors from Indian Navy also opted for it.

Foot Over Bridge in Mumbai


In view of the recent stampede at Elphinstone Road Railway Station at Mumbai, there was an urgent need to address enhancement of infrastructure in terms of construction of additional Foot Over Bridges at selected railway stations in Mumbai. Accordingly, under the provisions of ‘Instructions on Aid to the Civil Authorities by the Armed Forces, 1970’, Indian Army Engineers have been entrusted with construction of three foot-over-bridges at Elphinstone Road Railway Station, Curry Road Railway Station and Ambivili Railway Station.

The cost of the assistance provided by the Army is recoverable from the concerned Civil Authority, in terms of the provisions of ‘Instructions on Aid to the Civil Authorities by the Armed Forces, 1970’.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri Hariom Singh Rathore and Dr. Manoj Rajoria in Lok Sabha today.
