Made-in-India howitzer Advanced Towed Artillery Gun System undergoes trials in Maharashtra
Ahmednagar: The made-in-India howitzer Advanced Towed Artillery Gun System (ATAGS) underwent trials in Maharashtra's Ahmednagar on Sunday. Developed by the Defence Research and Development Organisation (DRDO), the gun, with a striking range of around 50 km, is being readied for the requirements of the Indian Army.

The Advanced Towed Artillery Gun System (ATAGS) project was started in 2013 by DRDO to replace older guns in service in the Indian Army with a modern 155mm artillery gun. For the purpose, the DRDO laboratory Armament Research and Development Establishment (ARDE) partnered with private players Bharat Forge Limited, Mahindra Defence Naval System, Tata Power Strategic Engineering Division and public sector unit Ordnance Factory Board (OFB) for this purpose.

The ATAGS howitzer was first publicly showcased at 68th Republic Day parade in 2017.

Notably, in recent steps to make the DRDO “leaner, mean, and more result-oriented”, the Centre has merged two DRDO laboratories to create a new one to conduct focused research on terrain and avalanches along the borders with China and Pakistan. The two new labs merged by the Centre are the Manali-headquartered Snow and Avalanche Studies Establishment (SASE) and the other is the Delhi-based Defence Terrain Research Establishment.

In November, India also successfully tested its new projectile weapon – the Quick Reaction Surface to Air Missile (QRSAM) system – off the coast of Odisha’s Balasore. The missile reportedly hit its target directly during the test.

“The missile launch took place from ITR Chandipur at 3:50 pm off the Odisha coast. The missile is propelled by a single-stage solid-propellant rocket motor and uses all indigenous subsystems. The missile is canisterised for transportation and launch using a mobile launcher capable of carrying 6 canisterised missiles,” the Union Ministry of Defence said in a release.

Indian howitzers to be ready for Army induction soon, CDS Rawat asks services to handhold local industry
At a time when the Indian Army is looking for over 400 towed artillery guns, it has emerged that the Made in India ATAGS howitzers, which are still being developed, would be the first option ready to be inducted in large numbers.

An Israeli gun in competition would take a much longer time to be produced. The DRDO-developed ATAGS howitzer is undergoing trials in Maharashtra and officials working on the project say they would be ready to offer around 200 guns to the Indian Army within 18 months.

According to reports, the Indian Army is looking at the option of the Israeli gun to be made in India that can happen only after a long contract negotiation process and establishment of production facilities which are not there at the moment.

“The ATAGS has been doing well and it has shown that it can fire at the longest range. The production facilities for the gun are complete and we can offer 200 guns for induction within 18-24 months of the order,” DRDO sources told India Today TV. The ATAGS had suffered an accident during trials while firing due to ammunition burst in September and is now again undergoing trials, the sources said.

Asked on the issue, Chief of Defence Staff General Bipin Rawat said, “Failures during trials will happen but these must not dampen the spirit, instead it must lead to timely reviews and encourage the manufacturers to seek ways to overcome the problems”.

He said the services also needs to prepare acceptable and desirable requirements and continue to support the development process for further enhancement of quality.

“Defence manufacturing in India by public and private sectors are on the cusp of transformation. Service officers with practical experience must be in integrated in the design and development processes,” Gen Rawat told India Today TV.

He said the Navy has set standards that have helped in indigenisation but more needs to be done. “Army and Air Force have gradually entered the fray. The success of indigenisation based on the call for Atmanirbhar Bharat necessitates hand holding by the services,” Genera Rawat has further said.

Howitzers are in the negative import list and they can be provided to the services only through the ‘Make in India’ route.

Having been starved for artillery guns for over 30 years after the Bofors scandal, the Indian Army has a plethora of choices as private players such as Bharat Forge, Tata and many other players like the Ordnance Factory Board have provided robust solutions to it.

Defence Minister Rajnath Singh has also made it clear that indigenous products would be given priority over imports and all efforts would be made to promote ‘Make in India’.

Good. Now make a quick limited series production run of the ATAGS with 1-2 regiments and let them loose on the LoC to do operational testing for a few months. Take the feedback, improve the product, and supply another 2 regiments. Thats 72 guns for 4 regiments. This process will also stabilise the production line and will set the standards for the first 200 guns to be delivered within the 18 months period. Meanwhile if any other improvements need to be made do that work now and prepare for the bigger 400-500 guns order.

200 INDIAN HOWITZERS TO BE READY FOR INDUCTION IN 18 MONTHS, CDS ASKS SERVICES TO HANDHOLD LOCAL INDUSTRY
NEW DELHI: In the backdrop of a choice between an indigenous and foreign option to fulfil Indian Army's requirement for over 400 howitzers, Defence Research and Development Organisation (DRDO) has said that it would be in a position to offer over 200 Made in India ATAGS howitzers in 18-24 months of placement of orders.

The DRDO has developed the gun in partnership with private sector industry. Officials said the Made in India Advanced Tower Artillery Gun System howitzers would be in a position to meet the requirements of the Indian Army in the quickest possible timeframe as they have their production facilities ready while the Israeli gun on offer would take a long time just to create a production infrastructure.

The Indian Army is on a lookout for advanced howitzers which are to be deployed at the China border at the earliest. The Israeli gun has been cleared after a long tendering process.

Howitzers are in the negative import list and whichever option is exercised has to be produced in India under Make in India.

"The Advanced Towed Artillery Gun System (ATAGS) is undergoing trials at Ahmednagar in Maharashtra. We can offer 200 plus of these guns to the Army within 18-24 months of the order," DRDO officials told ANI.

The DRDO-developed ATAGS has shown immense capability as it has fired at the longest striking range in its class of guns but suffered a minor accident during trials in the Jaislamer desert a few months ago.

Asked to comment on the issue, Chief of Defence Staff General Bipin Rawat said: "Failures during trials will happen but these must not dampen the spirit, instead it must lead to timely reviews and encourage the manufacturers to seek ways to overcome the problems."

"Services on their side also need to prepare acceptable and desirable requirements and continue to support the development process for further enhancement of quality," he added.

Rawat said defence manufacturing in India was at the cusp of transformation and the success of Prime Minister Narendra Modi 's call for Atmanirbhar Bharat would necessitate that the services do the handholding of the local industry.

"Service officers with practical experience must be in integrated into the design and development processes. Navy has set standards that have helped in indigenisation but more needs to be done. Army and Air Force have gradually entered into the fray," the CDS said.

The Narendra Modi government has embarked on the ambitious Atmanirbhar Bharat process in the defence sector and the CDS has been tasked to prepare the list of items which have to be produced in India only.

The CDS with the support of the three services and the DRDO has already issued one negative imports list and is soon going to issue another shortly to promote local industry.

Defence Minister Rajnath Singh has also made it clear to the forces that wherever there is an option of acquiring good local products, foreign equipment would not be allowed.

200 ATAGS in 18-24 months seems to be a low production rate number.
Baba Kalyani already said in an interview in 2018 that they can deliver 250 ATAGS/year.
Now couple that with production rate of Tata Power SED version of ATAGS and you can easily see the production number jumping to 500 ATAGS/year.

INDIGENOUS ARTILLERY GUN TO COMPLETE TRIALS BY MID-2021
New Delhi: User trials of the indigenous Advanced Towed Artillery Gun System (ATAGS) developed by the Defence Research and Development Organisation (DRDO) jointly with private industry are scheduled to be resumed later this month and proceed with winter and summer trails to be completed by mid next year, a defence official said.

Trails which began in September were paused after the gun suffered a barrel burst and an investigation is under way to determine the cause.

“The guns will move sometime next week to Balasore for initial proof firing trials. Winter trials should happen sometime in January. As the temperatures go up, we will do the summer trials by mid next year,” the official said.

The ATAGS is a 155mm, 52 calibre artillery gun jointly developed by the DRDO in partnership with Bharat Forge of the Kalyani Group and the Tata Power SED.

The DRDO is also writing to the Army to involve their teams right away so that the approval can be speeded up and compress the timelines. In August, 2018 the Defence Acquisition Council had accorded approval for the purchase of 150 of these guns at an approximate ₹3,365 crore which would be split between the two companies. The deal will be split in 60:40 ratio between thee lowest bidder (L1) and L2.

Once the user trials are over, the Army has to give the Request For Proposal (RFP) and the initial lot can be supplied immediately, the official said. The Army requires 1,580 guns in this category and Israeli firm Elbit Systems was shortlisted for a tender floated to procure them.

In September, the ATAGS had suffered a barrel burst during trails which have since been stopped. A committee was set up consisting of DRDO scientists, Army representatives and the Ordnance Factory Board (OFB) officials to determine the cause and submit an evaluation report.

It certainly does not appear to be a design issue and investigation will determine if it is an ammunition issue, the official said. “One of the members from the OFB advised some more tests which would be done shortly after which the report will come out.”

The official said the price is not yet determined and for now its only for the initial limited order. “Price for the bigger order of 1,580 guns has to be negotiated and industry can bring it down significantly.”

In the past, the Army had flagged overweight compared to its requirements which has also been addressed. “The Army wanted to lower the weight so they can carry it in the mountains. They wanted around 18 tons — by and large we are in that range,” the official said.

Pessimistic Prediction: ATAGS will suffer some more setbacks, and import lobby will start screeching for the ATHOS import. And will stall the Dhanush. Eventually the ATHOS will come.

Elbit quoted 477 million euros for 400 guns, compared to 776 million euros quoted by Nexter, say sources privy to the tender process.

That means each Athos gun is priced at 1.2 million euros (Rs 10.7/Rs 107 million crore per piece), while Nexter's would cost 1.94 million euros or Rs 17.3 crore (Rs 173 million) per piece.

At that price, the Athos is barely half the cost of the indigenously designed, developed and manufactured Advanced Towed Artillery Gun System (ATAGS), which is estimated to be priced at close to Rs 20 crore (Rs 200 million) per piece.

Perhaps for this reason, the defence ministry has kept the door open for importing the Athos while the Defence R&D Organisation continues with trials of the ATAGS, which it is developing in public-private partnership with Bharat Forge and the Tata Group.

Said so in the past. Let's see where we end up.

This is where the political will of the RM, MoF, and PM needs to come into play. Order 2000 ATAGS in different blocks of 200-250 to start with, and each block to incorporate more improvements than the previous one (if applicable). Costs will come down.

Do we require 47 tonne artillery k9 vajra. Army says k9 vajra will be used to support armoured column but that work can easily be done mounted dhanush guns.
