Make in India: L&T outguns global rivals to bag Rs 5,000-crore Indian Army deal

In a deal, Larsen and Toubro has emerged as the finalist for about Rs 5,000 crore contract to supply 100 self-propelled artillery guns to the Indian Army.

The Army had then accelerated its plans to procure a similar system, but the process dragged on for many years, with the defence ministry finally taking a call on the winner last week. Sources told ET that the K9 VAJRA-T howitzer, pitched by L&T in partnership with Samsung, has been shortlisted for the contract.

Once signed — the final process could take another six months — the Vajra could be the first new artillery gun to be produced in India since the 1980s when the Bofors was a
cquired. A parallel effort to procure M777 ultra-light howitzers from the US is under progress.

The Vajra will be produced at L&T's Pune facility and could be considered for exports in the future, along with an expected followon order for more guns for the Army.

Bharat Forge Limited has set to invest US$74.8 Million in South Indian state of Telangana's booming defense and aerospace manufacturing sector.

The company is set to apply for land next week.
“They will be applying for around 40 acres of land next week. In this, 10 acres will be provided at the Adibatla aerospace and precision engineer park and the rest will be allotted elsewhere," Telangana industries secretary Arvind Kumar said on Friday at the curtain-raiser event of the second edition of Defence & Aerosupply India. The event will be held between November 30 and December 2 in the city. Hyderabad has brought over $14.9 million investments in robust defence and aerospace manufacturing ecosystem in the last one year.
There were around 10 precision engineeringncompanies that are coming up near Adibatla and the total investment has been around $29 million. Besides, Chennai-based Voith will be investing of $14 million over the next four years to shift its operation to Hyderabad, the industries secretary was quoted as saying by Times Of India today.
The three-day global Conference is expected to see participation from players such as Airbus, Boing, Sikorsky, Embraer, Thales India, Finmeccanica, Eurocopter, Dassault, UTC, Honeywell, Lockheed Martin, and the IAMF (Israeli Aerospace Manufacturing Federation), among others, the officer added.
Bharat Forge Limited is the flagship company of the $2.5-billion Kalyani Group and a global provider of safety and critical components/solutions to various industrial sectors including automotive, railways, power, construction & mining, aerospace, marine and oil & gas. Earlier this year, Bharat Forge announced it had ventured (51:49) with Israel's Rafael Advanced Defence Systems for manufacturing defense components in the nation.

Ministry keen to purchase 500 more Howitzer guns from BAE Systems

This is in addition to the pending deal to buy 145 towed guns

New Delhi, December 14:
The Ministry of Defence (MoD) is planning to place yet another multi-million dollar order with BAE Systems Inc for purchasing 500 more M777 ultra-light Howitzer guns. This is even as it is all set to sign the pending sale of 145 gun-pack with the UK-headquartered defence major.

Apparently, the Ministry has already expressed its interest to procure 500 pieces for the Indian Army from BAE Systems, according to official sources. However, commercial talks are yet to begin.

On the other hand, the long-pending deal to purchase 145 pieces of the M777 155mm 39 caliber towed guns is learnt to have already reached its final leg and the contract will be signed by the middle of 2016.

“The Indian Army has a huge requirement for modern Land Systems, both weapons and vehicles, and we are well positioned to help India fulfil that,” John Brosnan, Managing Director (South-East Asia and India), BAE Systems, told BusinessLine.

On the company’s future plans, Brosnan said BAE Systems has a longstanding partnership with Hindustan Aeronautics Ltd (HAL) on ‘Combat Hawk’ advanced jet trainer (AJT).

The AJTs will be utilised to train Indian Air Force (IAF) fighter pilots.

“We are currently exploring new opportunities for BAeHAL, our joint venture with HAL,” he said.

Brosnan said BAE Systems is working closely with the Indian and US governments to support early conclusion of the M777 deal. “The American government is now in the process of finalising the letter of acceptance (LoA) for submission to the Indian authorities and thereafter the deal can be inked.

“The 145 Howitzers will be procured under this deal with the commitment of assembly, integration and testing here in India under the offset policy,” he said.

However, sources said the new LoA includes a revised price of $735-750 million, an escalation of six to eight per cent from the older price of $694 million, which was finalised in October 2013 under the previous UPA regime.

At that time talks did not progress further until the present government cleared it in May.

BAE also plans to set up an assembly plant with domestic defence firms to manufacture the guns in India under the ‘Make in India’ scheme.

The Army is likely to get the K9 Vajra-T, the 155-mm/52-caliber self-propelled howitzer, after the artillery gun co-developed by Larsen & Toubro (L&T) and Samsung Techwin cleared the evaluation trials of the defence ministry in a global competition.

Although the bids were made under the ‘Buy Global’ provision of the defence procurement procedure, the K9 Vajra-T gun will be made at its Talegaon plant near Pune by the L&T.

Defence ministry sources told The Indian Express that the evaluation process was completed in September last year, when L&T was informed of the ministry’s decision. After completing the benchmarking process, the ministry, on December 22, opened the price bid of L&T as it was the only gun to qualify in the trials.

Ministry sources said that the price negotiations with L&T will commence this month and are likely to be concluded in this financial year. The deal for 100 guns is estimated to cost between Rs 4,500 to Rs 5,000 crore. The contract will also have a follow-up option clause of 50 additional K9 Vajra-T guns.

The first 10 guns are to be supplied by L&T to the Army within 18 months of signing, with the balance 90 guns to be supplied in the next two years. These will be the first howitzers to be inducted in the Army after the procurement of controversial Bofors 155mm guns nearly three decades ago.

Four companies, including the Tatas, the OFB and the BEML, bid for the RFP (request for proposal) issued in January 2011. Along with L&T’s K9 Vajra-T, an upgraded version of OFB’s Russian MSTA-S SP gun participated in the field evaluation trial held from March to August 2013 at the Pokharan Field Firing Range in Rajasthan.

Industry sources said that L&T has modified Samsung’s K9 to create the K9 Vajra-T. About 50 per cent of the gun is planned to be indigenised by L&T in India, including the fabrication and machining of the hull and turret structure and 14 indigenously developed sub-systems.

Meanwhile, L&T refused to comment on the story.

Indian Soldier's Hell Marching

On the occasion of Army Day, an impressive parade was organised at Army Parade Ground, Delhi Cantonment, where Army contingents including seven Mechanised (T-90 Tank, BMP II, Brahmos Missile System, Akash Missile System, Smerch Multi Barrel Rocket Launchers, Troop Level Radar and Integrated Communication Electronic Warfare System) and nine marching contingents participated. The marching contingents also included an Army Dog Contingent wherein the dogs and their trainers marched in unison past the saluting dias. The Army Dogs are utilized for specialist jobs like explosive detection, tracking, guarding and assaulting. Tableaux of Indian Army as also of the Veterans depicted their role and contributions towards the nation. Motorcycle display by the Army Daredevils was the other attraction during the parade.

A grand finale was a combat demonstration, which showcased battle drills and combat techniques of the Army units. Combat actions included straffing runs depected by the RUDRA armed helicopter & special tactics for insertion and extraction of soldiers behind the enemy lines were depicted.
