Its not a new skin but some reason paint is off from air-frame..

There is a thread on DFI about IAF aircraft which do not have adequate hangar storage and are exposed to the elements.

May be they are testing how long the airframe works without paint

Its not a bad paint job, its white tape being used to hold the red coloured strain gauges to the surface.
