They are moving out from China, what do you expect them to be?
If they are not sweatshops, why should China be bothered? Or they are sweatshops according to Chinese standard, but become fancy factories in India?
the article states they are moving out of China for rising labor cost in China, meaning Indians are cheaper.

Industrial factories cannot be sweatshops.
This is not China.
There is democracy and even though the labour cost will be real competitive, the factory conditions cannot be. There is an Opposition in the form of political parties and trade unions, who will not be lying low if the working environment is not conducive.
This is not China where there is no opposition or even some organisation to ensure labour welfare.
In China there is only - "Min Ke Shi You Zhi, Bu Ke Shi Zhi Zhi"(æ°‘å¯ä½¿æ²¹ä¹‹ä¸å¯ä½¿çŸ¥ä¹‹), which means "People can be allowed to do whatever they want but cannot be taught knowledge" or mind control to ease governance.
That is the difference.
Cheap labour in India? Sure compared to first world countries. By world standards, it will be in the realm of 'competitive'.
It is not slave driven as in China.
