I think I understand modi’s plan. Keep needling the pakis periodically so they have to maintain a constant state of preparedness, which would force them to take unpopular steps, like keeping airspace closed, military takeover of public places, etc. whenever things look like they are going back to normal, launch an attack, even if it is small, so that they take economic hits.

Yep, seems like a fuel tank. If it is bomb/artillery, it would have created at least a small crater. Also no visible signs of blast.
