I've heard this arguments a lot of time but don't know how accurate they are.
What I know is that its very very difficult to accurately track or even accurately locate an object in 3D space at a given instance with with low frequency radar let alone providing targeting solution for its successful engagement with missiles or guns. Low frequency radar provide poor resolution making difficult even to classify flying object at long range. More-ever low frequency radars can easily be jammed.
Yes. You can't track and target any plane with low frequency radar.

India To Get S-400 Triumf Air Defence Systems In 2021, Says Russia
The first regimental set of S-400 Triumf ‘SA-21 Growler’ air defence systems will be delivered by Russia to India in 2021, and is ready to consider accelerating the delivery of the following consignments. Maria Vorobyova, the official representative of the Federal Service for Military-Technical Cooperation (FSMTC) of Russia, told local media on the side-lines of the ongoing Army-2020 International Military and Technical Forum in that country.

In response to a question posed by Interfax, Maria Vorobyova, said “There have been detailed discussions with the Indian partners and the delivery of the first regiment is expected by the end of 2021. The delivery of the first batch is from the system is technically not possible as there are different stages including the technology-related stages of production, acceptance and transfer of equipment.”

India and Russia had inked a $ 5.43 billion contract for the S-400 Triumf ‘SA-21 Growler’ which is long-range surface-to-air missile (SAM) systems for the Indian Air Force (IAF). As per the contract, IAF is to get five Triumf regimental kits from Russia.

In 2019, the Russian officials had made it clear that the mode of payment for the S-400 has been formalized already, without going into specifics had hinted that it will not be dependent on the USD. Perhaps the payment will be in Rupee-Rouble currency, which will be made by India’s main bank to the state-owned Russian Sberbank.

What Is India Buying?

The delivery of the regimental kits will be staggered and are expected to be completed ahead of 2025. According to the contract between the two countries, the fifth and final kit is slated to be delivered by the first half of 2025.

Besides Mumbai-Baroda Industrial Corridor, it will also be deployed in the National Capital Region.

It will give more power to the Air Defence of the IAF. And all men and women who will be operating this will undergo training in Moscow.

It is referred to as the SA-21 ‘Growler’ by NATO and has four different types of missiles with ranges between 40 km, 100 km, 200-km and 400 km.

According to experts it will help in forming an impenetrable interlocking grid of missiles and can be readied and deployed in a few minutes.

It has the capability to detect and destroy high and low flying targets. It comes with 92N6E electronically-steered phased array radar.

Resistant to electronic jamming the missiles and launchers can be mounted on cross country trucks.

First S-400 unit to be delivered by end of 2021
Russia has said that the first regiment of S-400 anti-air system will be delivered to India by the end of 2021 and that the delivery period of further batches could be compressed if required. India has ordered five regiments of the cutting edge system that is designed to take down targets at a range of over 400 km.

"The schedule of fulfilling the contract has been discussed in detail with Indian partners and the delivery of the first regiment is expected by the end of 2021,” the official representative of Russian Federal Service for Military-Technical Cooperation said at the Army 2020 expo at Kubinka, outside Moscow.

“Further acceleration (of the timeline) is technically impossible, given the technology-related stages of production, acceptance trials and transfer of the equipment," the official representative added.

Russia has said that there is an ongoing portfolio of defence orders worth $15 billion with India and that plans to start producing AK203 rifles at a factory in Amethi in Uttar Pradesh are underway while the acquisition of Igla-S air defence missiles should be completed soon.

“There is a good order portfolio equal to about $15 billion. The production of AK203 at the joint venture is on the way. I hope that in the near future an agreement will be signed for the production and supply of Igla-S in the interest of India, especially since we have won the tender unconditionally.”

Turkey conducts first test-fire with its Russian-made S-400 air defense missile system
According to information published on October 16, 2020, by the Russian press agency TASS, Turkey has conducted the first test-fire with its new Russian-made S-400 air defense missile systems during a military exercise near the town of Sinop on Turkey’s Black Sea coast.

Three missiles of the S-400 anti-aircraft missile system were launched. All of them successfully hit the designated targets," the military source said.

In May 2020, the President of SSB (Turkish Defense Associations) Ismail Demir has announced the deployment of the S-400 surface-to-air missile systems with the Turkish armed forces.

Turkish Presidential Spokesman Ibrahim Kalin said on April 30 that the process of deploying S-400 air defense missile systems in the country was being delayed over the coronavirus pandemic. He said, however, that “this process will be continued in accordance with the plans.”

In December 2019, the Russian newspaper website Gazeta, has announced that the Turkish armed forces were aware of the high capabilities of the Russian S-400 air defense weapons, but their effectiveness surpassed the expectations and the tests were even more intensive than in Russia. The first regimental set of S-400 Triumf (Triumph) passed the tests in Turkey and the results exceeded expectations.

The tests usually determine the distance, altitude and course of detected targets, track them in various regimes and confirm compliance with declared characteristics. The Turkish military tested the organic and assigned means of S-400 — 91N6E radar of the command post, multirole antiaircraft 92N6E radar and all-altitude 96L6E target detector deployed on a 24-meter tower.

The source said the Turkish tests were more intensive than Russian ones. Two F-16, one F-4 and a helicopter flew for eight hours with air refueling, approached from various directions and altitudes, entered the so-called radar dead zones, and flew over the launchers and stations at various speed.

Russia said in September 2017 that the relevant contract worth $2.5 billion had been signed. Under the contract, Ankara will get a regimental set of S-400 air defense missile systems (two battalions). The deal also envisages partial transfer of production technology to the Turkish side. In July 2019, Russia has completed delivery of the first shipment of its S-400 anti-aircraft missile systems to Turkey.

The S-400 Triumf is a mobile medium- and long-range air defense system. The S-400 began development in the 1990s and was first deployed in 2007. is designed to engage, ECM, radar-picket, director area, reconnaissance, strategic and tactical aircraft, tactical and theatre ballistic missiles, medium-range ballistic missiles and other current and future air attack assets at a maximum range of 400 km, and an altitude of up to 30 km.

. The S-400 Triumph uses the new Engagement Radar System 92N2E Grave Stone carried by a new 8 x 8 MZKT-7930 vehicle, the battery acquisition radar 96L6 Cheese Board also carried by an 8x8 truck MZKT-7930. new 3D phased array acquisition radar is employed, the 91N6E (NATO Code Big Bird) derived from the 64N6E2, and the 40V6M/MD mast is an available option.

Aircrafts were advised to avoid the area of testing to a height of 200,000 feet!!
Is it the same for other air defense systems too (Of similar calibre)?

Working Hard To Ensure Early Supply of S-400 Missile Systems To India: Russia
New Delhi: Russia on Thursday said it was working "very hard" to advance the supply of the S-400 surface-to-air missiles to India even though the delivery of the first batch of the weapons system is scheduled by the end of next year.

At an online media briefing, Russian Deputy Chief of Mission Roman Babushkin also said that both sides are working on a mutual logistics support agreement and close to seal a multi-billion dollar deal under which an Indo-Russian joint venture will produce 200 Kamov Ka-226T attack helicopters for the Indian armed forces.

Asked whether the Basic Exchange and Cooperation Agreement (BECA) signed between India and the US will have security implications in operation of Russian-origin platforms by the Indian armed forces, Babushkin did not give a direct reply, but said Moscow's defence ties with India are immune to any "restrictions and foreign interference".

"We are watching quite closely the relations in strategic areas between India and other nations including the US, of course. But at the same time we are absolutely sure that whatever ties India is developing with other nations, they would not be at the expense of Russia's interests," he said.

Last month, India and the US inked the landmark BECA agreement that will provide for sharing of high-end military technology, geospatial maps and classified satellite data between their militaries.

"As far as our defence cooperation with India is concerned, it is immune to any restrictions and foreign interference, because it reflects national interests of both countries and we are proceeding with a great sense of confidence to the future progress in our ties," Babushkin said.

On the S-400 deal, he said: "The deadlines remained unchanged at the moment. The first batch is expected to be supplied by end of 2021 but we are working very hard for an earlier supply."

In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the Trump administration that going ahead with the contract may invite US sanction.

In view of the evolving security scenario in its neighbourhood, India recently requested Russia to explore the possibility of advancing the supply of the interceptor-based missile systems which can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

Last year, India made the first tranche of payment of around USD 800 million to Russia for the missile systems. The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system.

Babushkin said the Kamov helicopter deal and another one to manufacture 700,000 AK-47 203 rifles in India under a Indo-Russian joint venture were in the final stages of conclusion.

In October 2016, India and Russia had finalised a broad agreement to set up joint venture between Hindustan Aeronautics Ltd (HAL) and two Russian defence majors for procuring 200 Kamov Ka-226T choppers for Indian armed forces.

According to the understanding, 60 Kamov-226T helicopters will be supplied to India in fly-away condition, while 140 will be manufactured in India. Russia had agreed to ensure transfer of technologies to India as part of the pact.

India and Russia finalised the deal for manufacturing AK-203 rifles during Defence Minister Rajnath Singh's visit to Moscow two months back.

On the Mutual Logistics Support Agreement (MLSA), Babushkin said it will help in deepening maritime security cooperation between the two countries, particularly in the Indian Ocean Region.

The MLSA will allow militaries of the two countries to use each other's bases for repair and replenishment of supplies besides facilitating scaling up of overall defence cooperation.

India has already signed similar agreements with the US, Australia, Japan, France and Singapore.

The Russian Deputy Chief of Mission also said that both countries were also working on a number of other military acquisition programmes including supply of another batch Su-30MKI aircraft to India. The other major programmes mentioned by him are relating to main battle tanks, frigates, submarines and missiles.

The Kamov helicopters will be supplied to the Indian Air Force and the Army. Both these forces have been pressing for early conclusion of the deal so that they could replace their ageing fleet of existing choppers within next three to four years.

Babushkin said Russia is also aiming to ensure its largest participation in the upcoming Aero-India, considered Asia's largest aerospace exhibition. The exhibition will take place in Bengaluru in February.

"It will also see new developments in our defence partnerships," he said.

US Sanctions Turkey on S-400, Cautions India, Others on Buying Russian Arms
Imposing sanctions on Turkey for buying the Russian-made S400 Triumf anti-missile system, the US has reiterated its warning to India and other countries about acquiring equipment from Moscow.

The Assistant Secretary for International Security and Nonproliferation, Christopher Ford, announced on Monday a series of sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA) against NATO ally Turkey’s military procurement agency known by the Turkish acronym SSB and four senior Turkish officials.

“We hope that other countries around the world will also take note that the United States will fully implement CAATSA Section 231 sanctions and that they should avoid further acquisitions of Russian equipment, especially those that could trigger sections,” he said.

India signed a deal valued at $5.43 billion in 2018 for five units of the S-400 anti-missile system defying the US.

US has repeatedly tried to dissuade India from by the Russian system, while dangling the threat of sanctions under CAATSA and the incentive of an alternative anti-missile system.

The US has refused to give a blanket exemption for India from the CAATSA, but it has continued selling arms to India.

During President Donald Trump’s visit to India last year, he and Prime Minister Narendra Modi announced a $3.5 billion arms deal that would include 24 Sikorsky MH-60R Sea Hawk multi-role helicopters six Boeing AH-64E Apache Guardian attack helicopters.

Washington also signed an advanced defence pact, the Basic Exchange and Cooperation Agreement on Geospatial Cooperation, or BECA, in October, giving New Delhi access to intelligence through satellite imagery and data for civilian and military use.

Changing policy under President-Elect Joe Biden on countries buying Russian arms may be complicated because CAATSA has also the support of Democrats, who are more antagonistic towards Moscow because of their claims it helped Trump win in 2016.

The latest sanctions against Turkey come on top of the banning of Ankara from getting the advanced F-35 fighter jets.

Ford said that the sanctions would stop SSB from getting export licenses for weapons and from receiving loans and that the US would also oppose loans from other sources to the company.

In addition, four Turkish officials will face visa and financial restrictions, he said.

At the same time, Ford said, “Turkey is a NATO ally, of course, (and) it is going to be close security partner of ours and we remain committed to that relationship.”

The US is at loggerheads with Turkey also on regional issues like Anakara’s involvement in Syria and Iraq and elsewhere.

Asked for the timing of the announcement of sanctions, which come 37 days before the end of Trump’s term, even though Turkey had signed the deal with Russia in 2017 and began testing it in October, Ford said that as Turkey was a NATO ally and had contributed to NATO, Washington took time to carefully consider the action against Ankara.

Trump did not go after India for s400 but I can bet Beijing Biden will almost definitely sanction India when the s400’s arrive. This maybe another strategic blunder by India. Russia is not on India’s side and now USA won’t be either.

You get sanctioned when you test or deploy the S-400. Thats what happened with Turkey.. If we get sanctioned big time.. then, we stop buying new equipment from either US or Russia..
We buy from France.. But, mostly even if not so good .. we produce and buy our own..
I understand our military needs super dooper a-one equipment like that of a first world country, inspite of India being a third world country. But, it would have bear in mind that its shopping list can be realized only by the geopolitical space India has..

Also, this dangerous overdependence on Russia, for arms imports needs to come to an end.. With Russia no longer being an independent player viz--viz India, and more often becoming a chinese lackey.. India needs to shape up..
