More complicated than that I'm afraid. Has to do with the enhanced posture along LAC over 2020 and the recent reaffirmation of ceasefire along LOC.
The additional troops deployed to forward areas of LAC through 2020 came from the Northern Army and Eastern Army's strategic reserve. Now the strategic reserve is maintained for a number of reasons, two of which are relevant to this discussion
1. To provide a deep reserve at theatre level to formations
2. To enable operational slack in deployment routines of troops.
As the strategic reserve was drawn down, the army command scrambled to mobilise more reserves which are an absolute strategic requirement to respond to exigencies. The easiest way to do this is to cancel troop rotation and extend troop deployments across the fronts, effectively replenishing the reserve using troops who would otherwise move for rest to peace time areas.
The army formations have been under a lot of strain due to the additional troops commitments along LAC, and this has reduced it's ability to execute scheduled troop rotations. This is causing a steady build up in stress in troops which is now slowly beginning to show.
This is a reason why the govt has been willing to accept cease fire along LoC and redeployment of certain units away from LoC on both sides.
