No, paki defence budget excludes salaries and pensions, it is impossible for pak military to survive with a 9 billion budget, assuming an average paki soldier earns the same as an Indian soldier of their respective ranks, then 8.8 billion would be enough to only pay salaries, pensions, allowances, and the land which every paki soldier gets after retirement (not happens in India). Their defence budget is nothing less than 30 billion dollars whether you call me an idiot or laugh at me.
