Decision On Strategic Partnership Model And FICV Expected Soon From New Defense Minister Arun Jaitley

Defense minister Arun Jaitley may tinker slightly with the strategic partnership (SP) model readied by the ministry under Manohar Parrikar. An early decision on the FICV project is also expected shortly, official sources said.

According to official sources, internal discussions took place between Jaitley and senior bureaucrats on the issues in seeking immediate attention. An early decision on SP model as also on the much delayed FICV project has been prioritized as those amongst the over dozen odd other issues, officials added.

While it was not immediately known what final shape the SP policy will take, the document prepared under Parrikar states that the probable strategic partners with being selected based on a variety of parameters including financial capability, technical strength, assets, manufacturing and infrastructure facilities besides engineering strengths and past performance.

As per the proposed policy, at least 3-4 companies will be selected and then the foreign OEM will select the appropriate partner.

There could also be two foreign OEMs (with sufficient technical capabilities) selecting two different Indian companies as partners for a particular segment (fighter aircraft, submarines, and helicopters).

These shortlisted parties including a foreign OEM and it’s Indian partner will them compete through commercial bids for securing the final orders.

This could well be the first big policy initiative by Jaitley in the coming days.

Sources said a decision on the FICV proposal is also one of the identified priorities.

The FICV proposal as readied by the MoD had been stuck following some observations by the finance ministry which now with Jaitley holding the dual charge will be expedited, senior MoD sources said.

Sources also pointed out that Mr. Jaitley may continue as India’s defense minister for a much longer time than what is being thought of by observers as a minister in charge in the interim.

The coming days are crucial and are expected to unfold the much-awaited initiatives from the defense ministry and as expected by the industry players.

The defense sector has been identified as the biggest contributor in the government’s Make in India initiative.

Even we managed to make a 40k Tonnes Aircraft Carrier & Several other big combat ships.
I know who are "those countries" because it is very recent that Indian Navy has surpassed Royal British Navy in terms of displacement.

Invisible Indian Tank!

Surprising but true, in near future Indian Tanks, IFV, APC etc are going to be totally invisible to the enemy!

The Indian Army has sought a camouflage system to make its armoured fighting vehicles apparent invisible to all kinds of existing sensors. The army wants a system through "Electronic Camouflage" which will blend the vehicle in its surrounding. This will enable the vehicle to change the livery of the tank with the changing background. In another ambitious option, the army has suggested for development of ‘Quantum Stealth’, a new revolutionary system being developed by a Canadian company, where a special new kind of composition would make the light waves around the target bending thus making invisible to naked eye, blocking infrared thus invisible to Night Vision and stopping the flux of thermal signatures and even the shadow of the vehicle. The modern sensors can locate armoured vehicles mainly through their heat and radar signature . But the new project will change the future of armoured warfare.

Ministry of Defence (MoD) has given nod to three companies for the Futuristic Infantry Combat Vehicle (FICV) project, say sources
Ordinance factory board, Larsen and Toubro (L&T) and a consortium of TATA Motors and Bharat Forge have been shortlisted by the ministry to make prototypes. Integrated Defence Staff, an in house panel that provides inputs to Defence Ministry on capital acquisitions, gave a go ahead to the companies last week.
L&T, Hanwha Techwin to produce Howitzers in India
Defence Procurement Board will give the final nod for FICV selection next week. One of the prototypes will be selected and then there will be bidding for the final project.
The project size is estimated at Rs 60,000 crore for 2,600 plus FICVs and the entire life cycle cost will be at least Rs 1,000 crore over the next 15-20 years.
For the completion of the project the three companies will be given around Rs 3,000-4,000 crore.
The FICV is a high-mobility armoured battle vehicle for ferrying infantry men.
It will replace the Army’s fleet of 2,610 Russian-designed BMP series armed vehicles in operation since 1980.
Once a prototype is successfully tested and validated, around 2,610 such systems or upgraded ones will be procured by the MoD and the delivery will be in a phased manner.
These prototypes would be evaluated for their performance in plain and desert terrains.

That is why Parrikar had once told that the specifications of Indian army come from Marvel comic books. Such things don't exist anywhere. Why should India try to be something extraordinary when we are behind USA by 30 years. We should be thankful that technology in USA hasn't improved much (technology stagnation) since 1990 (1980-90 to be more correct). As a result, we should consider it an opportunity to catch up first. After that we can plan fancy things. Never open one's mouth about doing big things without even knowing how and having a poor track record in doing even the simple things

These are not picked up from comics, but are rather viable system which is in use today.
But yes, India should focus on the basic design first and then move towards making it stealth.

For now all we can say is that the old speculations of 2600 FICV Is wrong, because of the upgrade ordered last week and 350+ BMP ordered in 2015.

I think we will know the answer to this by end of this fiscal year.
