As for now, F35 is only IOC. And every body knows that it's a political IOC.

Unlike Indian Armed forces, Things progress in practical manner for rest of the world. First develop primary requirements and operationalize it and then keeping improving/adding upon them. Recently Israeli Air-force has shown its capability which is pretty impressive and this is high time we should come out of LM rivals propaganda ( I did ) and have a wise and broad opinion.
Other countries are not fool which is buying F-35 for Billions of dollar because some of them are facing very existential threats from their nemesis so there is no such thing like "political IOC''. F-35 is operational, Israeli even used it for combat duty and they are very impressed with its performance.

-As agile as F16 : NO. and it will never be the case even in the std 4 or 5 or 20.
-Supercruising : NO.
-Stealthy : YES.
-Sensor fusion able : ? not yet. But it will be solved.

There's more politics to this issue than logic.
They want to capitalize on the integration costs that were paid by Saudi(SA model) and qatar (QA), especially now when the orders were about to dry up and the line repurposed.

Affordable : not really, mainly if maintenance and disponibility is taken into account.

Affordability depends not just on maintenance but capabilities as well.

A mission that would've required
4x F18e for strike
2x F18e for range extension
2x EA18 for supp of enemy air defense
Requires only
4x F35

The F-35 even in it's current Block-3F version is perfectly able to take on any fighter in the world confidently. Weapons already cleared on F-35 are Aim-9X Block 2 , Aim-120C7/D, ASRAAM, Spice, Small Diameter Bomb, Paveways, JDAMs, JSOWs. Israeli F-35s carry latest Derby-ER, Python-5, Spice munitions apart from a wide variety of PGMs.

Block-4 will have Meteor, NSM, SPEAR and other weapons

It's radar is operational and better than most operational radars out there, DAS even in current form has no parallel and it's EW capabilities are better than any operational fighter. So technically the F-35 will have a long range advantage in BVR, it will use it's stealth, EW suite to it's advantage and fire off it's load usually in NEZ ranges which is deadly for any opponent. Not to mention pilots who fly always prefer it over the others, sheer ease of workload is a big aspect of it's advantage.

It all comes down to tactics and I think the F-35 will have far many more tactical advantages than other aircraft in the battlefield. Being Stealth, better cockpit, helmet, better radar, quite incredible IRST and wide set of weapons would make it quite formidable.
