Interestingly, one of the main F-35 base is in Utah, Hill Air Force Base. So it would appear that whatever this Ukrainian radar is it looks like it will be tested against F-35s.

Until the very last months the stealthy big goose was unable to hit a moving target due to a lack of precision of its weapon system... so it's possible it lacks the moving target this time also.

Yes it did, you see parts of the trucks shredded to pieces flying off to the side, what came out of the dust storm was part of chasis. Quite a normal behavior when you hit moving targets.
