"Shortly after independence, General Lockhart as the army chief took a strategic plan to the prime minister, asking for a government directive on the defence policy. He came back to Jick's office shell-shocked. When asked what happened, he replied, The PM took one look at my paper and blew his top. 'Rubbish! Total rubbish!' he shouted. 'We don't need a defence plan. Our policy is ahimsa (non-violence). We foresee no military threats. Scrap the army! The police are good enough to meet our security needs'," the Daily Times quotes the book as saying.

people in our country is supremly comfortable in trashing other fellow countrymen while licking the feet of foreign retailers

With CBC right it's alright for ammo they had to set up plant one way or another
Actually its not.

Ammo designing is more complex then gun designing. OFB manufactured ammo do really suck and if you have seen the thrashing of INSAS, 90% of that is due to our ammo. We have even screwed up Sig-Saur with our ball-ammo.

You have to understand that a ammo is dependent on the environment it has been created for. For our environmental condition, we require an ammo created as per our requirement.

Reliance is JV. Adani too is into manufacturing. Not sure how much he would invest in R&D.
None. None of Indian Big Industrial Houses in India are investing in Defence R&D. They are mostly buying off or passing off foreign products under their label.

I mean any big houses could have acquired Tonbo and invested in buying/building critical technology for night vision which Tonbo is licensing. Right now with all Automotive sector moving to ADAS Technologies, Radars, LIDAR , Cameras shall be in great demand. They could have easily partnered off with DRDO and bought spin off products into civilian market. But there is no yearning in our traditional big industrialists to breakthrough and bring disruptive tech.

That's why MSME has seen so much push from GOI. Its basically MSMEs and startups who are leading in innovation.
Few days back attended an interactive session with someone from MOF. GOI is ok if they have to spend 100 crore extra on any indigenous solution. But majority of our industry is profit driven and not ready to cut down on their profit.

Problem is not that they are profit driven. Problem is with their middle age business mentality: Hing Lage na Phatkari Rang chaukha. They want profit with minimum investments, minimum lag and leg work. They work for profits in short term.
