C-RAM for Area/Mobile Defence

We have/had mobile and static guns, 20mm, 23mm, 30mm, 40mm, and 57mm but what we lack are low-cost C-RAM interceptors. Would a low-cost VL-VSHORAD from a container be feasible?

I am always in favour of putting the L70 gun on BMP-2 chasis and make it fire the smart ammunition.
