New Delhi:-The three military chiefs will make presentations before Narendra Modi next week, after he is sworn in as the new Prime Minister.
The chiefs will each make a 25-minute presentation to Mr Modi and his Defence Minister on a detailed roadmap for the armed forces.
Sources say the forces have been asked to categorise their needs as"urgent"or"necessary".
Army Chief General Bikram Singh has deferred his visit to Tajikistan and Turkmenistan for the briefing.
He is likely to brief Mr Modi on the need to buy artillery guns, attack helicopters and basic weapons like infantry assault rifles.
The Air Force is expected to discuss the prolonged negotiations with French Aviation major Dassault Aviation to buy 126 combat jets. Officials say the 15 billion dollar deal needs to be finalized as soon as the new government clears it.
The Air Force, which has an authorized strength of 39.5 squadrons, is down to about 33 squadrons as there were no new acquisitions after old aircraft were phased out.

The Indian Navy, too, is short of conventional submarines; its fleet of diesel-powered submarines is down to a single digit and submarines in production in Indian shipyards are at least four years behind schedule.
Sources say the chiefs are likely to take up the state of the Indian Infantry.
Well-known gun brands like Colt and Beretta are among five or six companies competing for the big tender of 60,000 assault rifles at an estimated cost of Rs. 5,000 crore. The army also wants to replace light machine guns.
The three service chiefs will also flag the security situation in the Indian sub-continent and brief Mr Modi about the situation along the Line of Control and the progress of infrastructure development along the China frontier.

How many wish the Rafale is canceled of reduced significantly and Tejas Mk2 given a big acceleration .. I for one wish mk2 comes of age real soon

Modi understands English, but he cannot speak the language fluently.

Anyways its a boost to armed forces morale to see the boss interested in their role, we never heard or read that MMS ever had such meeting.

100% im with you:thumb: instead of begging for parts and cost overrun we can make LCA more lethal through upgrade at lesser cost:sad:

Defence reboot policy: Revamp R&D, simplify weapons purchase

The defence ministry has been a source of worry as key decisions were put off under the risk-averse UPA minister A K Antony. As a result, procurement policies remain long-winded affecting acquisition of much-needed military hardware. Indigenous production has also limped along.

On top of this, the relationship between the civil and military leadership has at best been awkward, at worst, strained. The challenges facing the new minister are many.

The top priorities are:

* Boost indigenous defence R&D and production by revamping DRDO and its 50 labs, five defence PSUs, four shipyards and 39 ordnance factories as well as encourage the private sector to enter arms production. India still imports 65% of its military hardware and software.

* Streamline cumbersome arms procurement procedures to fasttrack acquisitions and reduce corruption. Also re-examine policies for offsets, transfer of technology and the ban on agents. Projects for new submarines, howitzers, fi ghters , helicopters, night-fi ghting capabilities, air-defence weapons and the like have been stuck for years due to politico-bureaucratic lethargy.

* Reform the country's higher defence management, with measures ranging from creating a post like the chief of defence staff to truly integrating Service HQs with the defence ministry. "Cross-staffing", or posting military officers to MoD at the director/joint secretary-levels, is an idea whose time has come.

* Ensure faster build-up of both the new mountain strike corps as well as military infrastructure like the longidentified 73 strategic roads and 14 railway lines, helipads and advance landing grounds, along the Line of Actual Control to counter China. Boost force-levels and infrastructure at Andaman & Nicobar Command, apart from creating three new tri-Service commands for space, cyber and special operations.

* Complete India's nuclear weapons triad by faster induction of nuclear submarine INS Arihant and its follow-on sister ships with longrange missiles. Land and air legs are already in place with Agni ballistic missiles and fi ghter-bombers .

* Hike budgeted defence expenditure to at least 2.5% of GDP, instead of letting it wallow around just 1.7 to 1.9%. Cut the flab in the armed forces, wimprove the teeth-to-tail ratio.

* Step up welfare of ex-servicemen. The UPA-II regime opportunistically announced the grant of the long-demanded "one rank, one pension" principle in the run-up to the elections, but it has not been implemented yet.

Let's see the outcome of all this and hope for the best.These things would not be done overnight.

ComCon has pushed the modernization program back to decades. :tsk:

Brilliant Move.. Time we Kicked Some Asses with Modern Weapons, Upgrade the Army, Hike their Pay Scales matching with the Pay Offered by Private Companies....And then noone will ever feel shy to Join the Army. And the shortage of Top Class Officers will go forever.


Next on the Agenda should be the Police after that..
