CAG should know that too much of negative and fault findings by beans counters and people will start ignoring it completely.

Akash missiles, aimed at taking-down Chinese fighters in eastern sector, not installed: CAG: 30% AKASH MISSILE FOUND FAULTY

Indigenously built Akash, surface-to-air missiles (SAM) that were to be positioned in the vulnerable Siliguri corridor (also referred to as the Chicken's neck) to take-down incoming Chinese Air Force fighters, have not been installed, the Comptroller Auditor General of India (CAG) has observed.

What is worse, at least 30 per cent of the missiles supplied to the IAF have been found to be faulty.

The stand-off at Doklam in Bhutan between Indian and Chinese troops is a few kilometres away from the Siliguri Corridor. National Security Advisor Ajit Doval met his Chinese counterpart Yang Jiechi on the sidelines of the BRICS NSAs meeting in Beijing.

The CAG calls the missiles "strategic" and says "the missile systems were to be installed at six designated sites between 2013 and 2015". But till date, none of the missiles systems have been installed. The CAG report was placed before the Parliament today.

The total cost of the project was about Rs 3,900 crore, out of which the IAF has already paid Rs 3,800 crore.

The IAF was to deploy six Akash missile squadrons east to counter China's build-up of military infrastructure all along the Line of Actual Control (LAC). China has eight fully-operational airbases in Tibet.

And, that isn't all. The CAG report says that about 30 per cent of "strategic missiles" made by BEL - a defence public sector unit - failed when they were test-fired. "The larger issue is that 30 per cent failure rate of the sample tested puts a question mark on the reliability, based on which 95 per cent of the payment was already done", the CAG said.

Even worse, the CAG has observed that a life-span of at least 70 missiles was reduced by more than three years because there was no storage facility available. Each Akash missile costs a few hundred crores.

The life-span of other 150 missiles was diminished by at least "two to three" years and that of another 40-odd missiles by at least a "year or two years". The Akash missiles, which have a range of about 25 km, have a lifespan of about 10 years "from the manufacturing date" and they need to be stored under controlled conditions. "Due to delay in the creation of prescribed storage rooms, all the missiles received during April 2014 to May 2016 were kept at alternate facilities that lacked the required storage conditions", the CAG report says and adds that at least 71 missiles were affected by "moisture."

The then UPA government cleared the deployment of Akash missiles in 2010 in the Siliguri corridor as Indian changed its China policy from "dissuasive to deterrence." After the 1962 debacle, India followed a policy of dissuasion against China. Areas along the Line of Actual Control (LAC) were deliberately left under-developed, roads weren't built to dissuade China from going on the offensive. But as China added to border infrastructure, added troops and muscle to its military, India moved to a posture of deterrence, positioning troops and fighters along the border.

That means AKASH missile has 70% hit probablity.....every air defence system of that generation has the similar hit probability....
I think you are misunderstanding the report.
30% of tested missiles failed. The lot size was 80 missiles, the IAF user trialled 30 and 6 did not work.
IIRC,The Akash has a SSKP(Single Shot Kill Probability) of over 80% and when two are fired at a target, the Kill probability is over 95%.

That entire part about missiles is a big fucking joke, for stupid reasons this thing got delayed.
We need to privatize ASAP or kick everyone out in BEL and bring in new people.

BEL
1. Missiles produced were SHIT.
2. Infrastructure built to store these missile SHIT.
3. Took 95% of the money from IAF and still did not fix 1 and 2.

IAF
Project Management team of IAF messed up big time, delays for stupid reasons (above eg. of tree) I smell corruption.

On a more serious note this CAG has a tendency to look for trouble and highlight it. That is not what Audits are supposed to do. Accountants are expected to give a true and fair view and audits are supposed to happen towards the acceptance or rejection of this presumption of what is 'true and fair'. If this CAG is audited himself and I am sure he understands the concept of auditing the auditor there is a huge report that can be made without ever compromising national security.

Broadly as I see it the first lot had these significant failures of 30% because of the improper storage. Such things happen in the initial stages. In fact I singularly doubt if the future CAG reports are going to do a follow up report in later batches of Akash.

A lot of the delay is because of the IAF. And IAF cannot expect to benefit by its own wrong deeds. Coincidently the CAG has not stated the moisture as cause of the failures, upfront, as a conclusion. Which is kind of odd because any serious auditor should have enquired further, to explore the reasons. A methodology which itself generates more doubts than confidence. Instead all we have is a game to blame everybody except the ones that are meant to remain hidden.

Privatization has nothing to do with this. An idiot remains an idiot whether inside a university or outside.

The very fact that an import parast government of Modi is ordering more Akash implies that the problem is with the report and not with privatisation of BEL. If privatisaiton was needed then Jaitley and Modi would have been the first ones to demand that.

In fact the CAG of India may just have given out the production rates of Akash. Congratulations. :devil:

I think it is important for a CAG like body to just keep finding faults. The fear of public shaming even by a discredited person makes people more professional and CAG is not in the discredited area yet.
But it would be better like @ezsasa said if its tabled before an empowered parliamentary committee.

Akash SAM was under testing till 2015 and was inducted only in 2016. The 80 missile obtained was during 2014, specifically for testing and hence correcting any defects. Finally, at the end of Akash Mk1 development, it was said that it had 88% hit probability and a 2 missile salvo has 98.5% hit probability. Due to the inexpensive nature of Akash SAM, 2 missile salvo is quite acceptable.

As of now, the hit probability of Akash is 88% and a new Akash SAM with Israeli seekers, used in BARAK-8, is being made. The seekers are also used in development of PDV ABM missile phase 2 and even the indigenous Brahmos missiles. Israel is said to have given the know why of BARAK-8 seekers and also have given the spike ATGM seekers in direct ToT.

Expect the next generation Akash to have a hit probability of BARAK-8 - 99% Also, expect Brahmos type supersonic cruise missiles to be indigenous soon.

CAG is thankfully doing its job. Neither the government nor it's institutions trump national security.

The problem with Akash system is these are not canisterized and so are open to atmosphere and Indian atmosphere being Extreme, harsh and dusty takes toll on everything, and could be one of the reason apart from the production quality. We should aim for only canister version of all types of missiles. Although they cost more initially it saves a lot in the long run.........

Quality control has to be observed, Not like a fin is little scratched and the whole missile is discarded ..

CAG made some observation including delay in placing these crucial SAMs ..

Do not put too much trust in CAG report. This report is good for arms merchants their friends.

30% failure rate is not unusual. Rather it is within well known standards of other international missiles.

US Patriot in Gulf War 2 scored 50% success rate, although the US claimed much higher. The Israeli Iron Dome had a success rate of about 70%.

Of course, these success rate may be higher now with better missiles but who knows. No missile of these types have been fired in anger. Lab tests always claim high success rate.
