You're right. The numbers appear exaggerated but there is a substantial number of Afghan refugees in Iran not comparable size wise or even ethnicity wise to Paxtan. Mostly Tajiks, Uzbeks & Hazaras apart from Pashtuns who're in a minority for obvious reasons.
