Naxal-style IED detected for first time in Kashmir

NEW DELHI: For the first time in the decades-old militancy in Kashmir Valley, security forces have been targeted by a Naxal-style IED attack prompting agencies to brace up against the menace that has claimed numerous lives and maimed several troops in Left Wing Extremism hit areas.

Taking the development seriously, the Central Reserve Police Force (CRPF), mainstay for anti-Maoist operations in the country, has rushed a team of its counter-Improvised Explosive Device (IED) experts to train and sensitise its troops, those of the BSF, Jammu and Kashmir Police and others against such blasts trigerred by the notorious 'command-wire' technique.

"This is for the first time...There have been IED attacks against security forces and their convoys in the past but using the command-wire technique was unheard and unseen here.

"This technique till now has been used by Naxals to target security forces in the LWE affected areas," CRPF Director General K Durga Prasad told PTI.

Taking cognisance of the incident, he has asked a team of IED experts, based at the exclusive Institute of IED Management (IIM) in Pune, to rush to the Kashmir Valley and sensitise the troops as to how to be alert against such deadly attacks.

The first of its kind command-wire IED blast was reported about a month back on the night of November 4 when militants targeted a police bullet-proof 'Rakshak' jeep under the Dadasara Police Station area in Awantipora of Pulwama district, which led to injuries to three police officials.




The police team was rushing to a nearby spot after some gunshots were heard but as they were targeted by the blast, they had to be evacuated and rushed to a nearby hospital.




The blast was trigerred by joining the wires drawn from the IED and when the jeep, plying on the normal 'pucca' road, went over it, the blast severely damaged the entire front and engine portion of the four-wheeler.




"It could have been bad had the blast took place just behind the engine area.This is something new we witnessed.




Taking no chances, we have asked all our units in the Kashmir Valley to prepare and plan against command-wire IEDs now," Prasad said.

Sardar Raees Inqlabi, Pakistan occupied Kashmir based Jammu and Kashmir Aman Forum on Monday claimed that the neighbouring country was paying Rs one crore per terrorist to cross the Line of Control into India. This statement comes at a time when the Jammu and Kashmir are reeling under pressure following regular ceasefire violations by the Pakistani military posts. Meanwhile, cross-border terrorists are also reported to have repeatedly crossed the border causing distress in the country. earlier this year, one such attack on an n army base near the LOC in Uri had resulted in the death of 19 Indian army men.

The Indian army, then, authorised by the government, had conducted surgical strikes across the LoC, killing a significant number of threats. India, since then has attempted to isolate Pakistan on a global level and New Delhi is reported to have been discussing declaring it as a terror state. Terrorists have crossed the border in the past and reports have also suggested that they have escaped due to the cover firing provided by the Pakistani army posts.

The diplomatic relations between the two countries also have been at an all time low as a staffer from Pakistani High Commission had been found out with India’s sensitive defence papers. Two others had also been nabbed with him by Delhi police but had to be sent back to Pakistan as they were on diplomatic passports. In response, Pakistan had also accused a few Indian officers of being spies and sent them back to the country.

Jammu and Kashmir government has announced compensation for Burhan Wani's elder brother Khalid Wani who was killed by army on April 13, 2015, a media report said today.

25-year-old Khalid was pursuing Masters degree in Political Science from the Indira Gandhi National Open University when he was killed.

While army claimed that he was an over-ground worker of Hizbul Mujahideen militant outfit and was killed in an encounter, his family said that he was "tortured to death". “Khalid’s teeth were broken. There was no bullet mark on his body. His head was hit by some object," said his father Muzaffar Wani.

On the afternoon of April 13, 2015, he told his mother he was going for a picnic. Hours later, his body was found in the nearby jungles.

"Twenty months later, the government’s announcement of relief for Khalid’s family settles the controversy surrounding his death, and appears to invalidate the army’s claims. The vital condition for granting compensation is that the dead person should not be a militant," reported Scroll.in.

The ex-gratia relief entitles a victim’s family to a payment of Rs 4 lakh, or employment for a member of the family, said Muneer-ul-Islam, the deputy commissioner of Pulwama.

Khalid’s father Muzaffar Wani, a school principal, said that he was not aware that the government had announced ex-gratia relief for his son. “I have not seen the notification,” he was quoted as saying in the report.

Muzaffar Wani said that he had not applied for the relief. “I would not take money from the government for my son’s killing,” he said. “But I will think over [whether to accept] a job for my younger son.”

Muzaffar’s youngest son is studying in class 12.

NEW YORK: World Bank has suspended its role of arbitration to resolve the Indus Water Treaty issues between Pakistan and India over the matter of two dam projects being constructed by India to give them a chance to seek an alternate solution, ARY News reported on Tuesday.

A statement issued by the institution said that the decision has been made to give the two countries an opportunity to come up with an alternative solution to their problem in accordance with the Indus Water Treaty by January 2017.

The suspension will affect Pakistan’s request to the World Bank for appointing a chairman of the court of arbitration as well as India’s request for the appointment of a neutral expert.

President of World Bank Jim Yong Kim said that the decision has been taken to keep the treaty more feasible.

He expressed his optimism that Pakistan and India will reach to a decision over the issues by January 2017. He urged the two countries to resolve the issue by themselves. :troll:

Indus Water Treaty deals with the water distribution and sharing of the six rivers of the Indus basin including three eastern rivers Beas, Sutlej, Ravi and the three western rivers Jhelum, Chenab and Indus. The World Bank had brokered the agreement and have a role in dispute resolution.

India has violated the treaty twice by constructing two hydroelectric power plants named ‘Kishenganga’ and ‘Ratle’ on Neelum and Chenab rivers.

In September, a delegation led by Pakistan’s Attorney General Ashtar Ausaf Ali met senior officials of World Bank at its headquarters in the United States and urged them to intervene and stop Indian hydroelectric projects on the two rivers.:lol:

Can we stop giving them money first?!! What the heck. Kashmir news is full of Mufti saying stupid shit like wanting to open all trade routes with Pakistan. It's obvious that her loyalty is not towards India for making these stupid fucking statements after Uri and Nagrota and the recent confrontation. All these Kashmiri Mullah bastards are snakes of the same flock, they deserve every single pellet in their eyes that they get.
